    Tales of function and form: the discursive legitimation of international technocracy

    It has become commonplace to say that, in the past, international governance has been legitimated mainly, if not exclusively, by its welfare-enhancing ‘output’. There has been very little research, however, on the history of legitimating international governance by its output to validate this point. In this essay I begin to address this gap by inquiring into the origins of output-oriented strategies for legitimating international organizations. Scrutinizing the programmatic literature on international organizations from the early 20th century, I illustrate how a new and distinctive account of technocratic legitimation emerged and in the 1920s separated from other types of liberal internationalism. My inquiry, centring on the works of James Arthur Salter, David Mitrany, Paul S. Reinsch and Pitman B. Potter, explores their respective conceptions of ‘good functional governance’, executed by a non-political international technocracy. Their account is explicitly pitched against a notion of ‘international politics’, perceived as violent, polarizing, and irrational. The emergence of such a technocratic legitimation of international governance, I submit, needs to be seen in the context of societal modernization and bureaucratization that unfolded in the first half of the 20th century. I also highlight how in this account the material output of governance is intimately linked to the virtues of the organizational form that brings it about

    Technocracy inside the rule of law : challenges in the foundations of legal norms

    Technocracy is usually opposed to democracy. Here, another perspective is taken: technocracy is countered with the rule of law. In trying to understand the contemporary dynamics of the rule of law, two main types of legal systems (in a broad sense) have to be distinguished: firstly, the legal norm, studied by the science of law; secondly, the scientific laws (which includes the legalities of the different sciences and communities). They both contain normative prescriptions. But their differ in their subjects‘ source: while legal norms are the will’s expression of the normative authority, technical prescriptions can be derived from scientific laws, which are grounded over the commonly supposed objectivity of the scientific knowledge about reality. They both impose sanctions too, but in the legal norm they refer to what is established by the norm itself, while in the scientific legality they consist in the reward or the punishment derived from the efficacy or inefficacy to reach the end pursued by the action. The way of legitimation also differs: while legal norms have to have followed the formal procedures and must not have contravened any fundamental right, technical norms‘ validity depend on its theoretical foundations or on its efficacy. Nowadays, scientific knowledge has become and important feature in policy-making. Contradictions can arise between these legal systems. These conflicts are specially grave when the recognition or exercise of fundamental rights is instrumentally used, or when they are violated in order to increase the policies‘ efficacy. A political system is technocratic, when, in case of contradiction, the scientific law finally prevails

    New technologies generate risks, for the evaluation of which various mechanisms have been developed; the most frequent of these mechanisms consists of advice from committees of experts to the bodies whose role is to decide whether a new technology should be implemented or not. Such committees try to measure the magnitude of the threats that accompany the introduction of a new technology in order that the policy-makers may take their decisions in the light of the reports of the experts. The legitimacy of such reports is not only found in the technical capacity of its authors, but also in the impartiality of their recommendations. On numerous occasions, nevertheless, the effective presence of this evaluation finds itself today under suspicion. There are various methods that can be employed to try to resolve this problem. Firstly by reinforcing the mechanisms on which the technocratic evaluation of the risk are based; for example, through transparency in the selection of the experts. Secondly, by means of the incorporation of democratic mechanisms in the scientific-technological policy. The exposure of the internal conditions to the dynamics of the technological change that make possible the institutionalised involvement of society in the control of risk, as well as of the mechanisms to realise it are the principal subjects of this work

    Technocracy and Politics in a Trajectory of Conflict

    Technocracy often holds out the promise of rational, professional, and politically disinterested decision-making particularly in economic planning and management. Yet states and regimes frequently turn to technocracy not just to obtain expert inputs and calculated outcomes but to embed the exercise of power in many agendas, policies, and programs. Thus, technocracy operates as an appendage of politically constructed structures and configurations of power, and highly placed technocrats cannot be mere backroom experts who supply disinterested rational-technical solutions in economic planning, resource allocation, and social distribution since they are engaged in inherently political exercises.     Technological parables and iconic illustrations: American technocracy and the rhetoric of the technological fix

    This paper traces the role of American technocrats in popularizing the notion later dubbed the “technological fix”. Channeled by their long-term “chief”, Howard Scott, their claim was that technology always provides the most effective solution to modern social, cultural and political problems. The account focuses on the expression of this technological faith, and how it was proselytized, from the era of high industrialism between the World Wars through, and beyond, the nuclear age. I argue that the packaging and promotion of these ideas relied on allegorical technological tales and readily-absorbed graphic imagery. Combined with what Scott called “symbolization”, this seductive discourse preached beliefs about technology to broad audiences. The style and conviction of the messages were echoed by establishment figures such as National Lab director Alvin Weinberg, who employed the techniques to convert mainstream and elite audiences through the end of the twentieth centur

    What Can Faith-Based Forms of Violent Conflict Prevention Teach Us About Liberal Peace?

    Faith-based actors are often recognised as contributors to both conflict and peace. However, their work to prevent violent conflict, rather than bring an end to or recover from it, is largely unexplored. This is despite the growth of conflict prevention as a global social norm and field of practice. Based on collaborative research with faith groups and organisations in Nigeria, the Solomon Islands and Zanzibar (Tanzania), this paper examines faith-based forms of violent conflict prevention. It argues that faith-based approaches exist on a spectrum, from instinctive and ad hoc initiatives run by individuals and local places of worship to large-scale, systematised interventions led by global faith-based development organisations. Yet, while faith-based approaches to violent conflict prevention vary in form and function, they are consistent and distinctive in their emphasis on building resilient relationships at the local level, modelling forms of prevention embedded within local culture and that recognise the emotional and spiritual dimensions of transformative change. Faith-based approaches offer insights valuable to the wider conflict prevention field, which is increasingly critiqued for its liberal underpinnings and emphasis on technical and technological solutionism. Lessons emerge for others implementing prevention programmes, who could adapt elements of the unhurried, values-led, relationally sensitive approach demonstrated by some faith-based actors, albeit within their own structural limitations. Policymakers should support such adaptations and expand their view of prevention to explicitly include faith-based forms of activity, as to do otherwise risks missing opportunities and reproducing existing failures
