    Analysis of The Factor Affecting Rice Production in The Central Region and The Downstream Flow of The ayung River (Case Study in Subak Mambal, Badung Regency and Subak Pagutan, City of Denpasar). Subak Mambal and Subak Pagutan are using the river Ayung as irrigated rice fields. Subak Mambal in Badung Regency is located at middlestream and Subak Pagutan in Denpasar city is located at downstream of Ayung river . The Purpose of this study are to determine of the factors that influence the rice production at both of Subak, knowing the different of rice production at both of Subak , and determine of irrigation constraints for paddy rice at both of Subak. This research was done by interview 50 respondents in the two Subak. Based on analysis of linear regression showed three variables which are influence on rice production, employee, fertilizer and water, while the other variables are not affected. Analysisi of difference of production between in two subak, showed there is significant different between rice productioan at Subak Mambal and Subak Pagutan, where rice production at Subak Mambal higher than Subak Pagutan. The contraints of water irrigation at Subak Mambal is clogged of irrigation canals due to the garbage, and for Subak Pagutan are: (1) the damage of system irrigation, (2) pest crab, (3) garbage, (4) silting of rivers

    Subak Padanggalak Development Strategy AS Tourism Attraction In Denpasar City Bali

    The development of subak as tourist attraction will be inline within Bali cultural tourism development, since subak and tourism in Bali are both are Balinese culturally basis. This is an effort to maintain the sustainability of subak while controlling the paddy field conversion and supporting environmental sustainability. However, the absence of subak strategy as tourist attraction becomes a problem. This paper analyzes the internal and external environmental factors that influence Subak Padanggalak, Denpasar City, Bali as tourism attraction and designing the subak strategy as tourism attraction in urban area. To do so, it will be analyzed using SWOT and Quantitative Strategic Planning Matrix (QSPM). The I-E matrix analysis falls into cell V, namely using maintain subak as tourism attraction dan pushing market penetration and product development. SWOT analysis produces four alternative strategies, namely: (a) S-O strategy (expansion of tourist markets, provision of subak tourism facilities), (b) S-T strategy (stressing agricultural activities and rituals as tourist attractions, tourism activities based on subak norms and rules, involving subak members in subak tourism activities), (c) W-O strategy (subak is more involved in developing tourism attraction and cooperating with government), and (d) W-T strategy (strict rules for controlling land conversion, limiting the coming of external labor working in subak, and adequate facilities to empower farmers and foster public appreciation of subak). Priority analysis of the subak strategy successively starts from the development of tourist attraction based on agricultural activities and rituals in subak through cooperation with the government and entrepreneurs to empower farmers through providing additional sources of income from tourism activities. To ensure the sustainability of subak, it is necessary to have strict rules to control the conversion of agricultural land functions, and limit the external workforce to subak. The strategy must be is in line with subak norms and rules to achieve sustainability of subak-based urban tourism attraction

    The cornerstone of Subak system which used to managing the organization is harmony foundation of harmony and togetherness, which manifest by Tri Hita Karana concept (THK) Parhyangan, Pawongan, and Palemahan. Noble values contained in Subak make UNESCO (United Nations Educational, Scientific and Cultural Organization) determine subak as a World Cultural Heritage (WBD). This research aims to analysis the implementation of THK for sustainability of subak system. The analysis techinique used for this is descriptive qualitative and quantitative analysis. The results of matrix inverse analysis is the relation between all the sub-system from system technology and all the culture sub-system could describe subak sustainability and the application of Tri Hita Karana (THK) concept at Subak Wangaya Betan. The result of matrix inverse analysis is describe the sustainability capabilities of Tri Hita Karana at Subak Wangaya Betan by 30,27%. This result is caused by the elements still lacking in its implementation on an ongoing basis. As expected, Tri Hita Karana concept which prioritize harmony and togetherness could be applied to all the components of subak. Application of Tri Hita Karana at subak could be improved with the aim to sustain Subak Wangaya Betan activities that have been executed

    Subak merupakan suatu masyarakat hukum adat yang memiliki karakteristik sosio­agraris­religius, yang merupakan perkumpulan petani yang mengelola air irigasi di lahan sawah. Satu keistimewaan dari sistem subak adalah bahwa pengelolaan subak berazaskan pada konsep Tri Hita Karana (THK). Namun seiring dengan berkembangnya pariwisata, terjadi fenomena antara lain : (i) berkurangnya lahan sawah akibat alih fungsi lahan; (ii) minat generasi muda menjadi petani semakin menurun karena prospek kesempatan kerja di bidang pariwisata lebih menjanjikan daripada menjadi petani, dan (iii) terdapat kepentingan lain terhadap air di luar sektor pertanian.Tujuan penelitian ini adalah : mengidentifikasi kekuatan, kelemahan, peluang dan tantangan yang dihadapi subak; me­ netapkan beberapa alternatif strategi untuk solusi pengembangan subak; dan menetapkan strategi solusi terpilih untuk pengembangan dan keberlanjutan sistem subak ditengah pesatnya perkembangan pariwisata Bali.Pada penelitian ini, penentuan alternatif strategi yang sesuai dilakukan secara bertahap. Tahap pertama dengan cara membuat Matriks SWOT. Tahap berikutnya, berdasarkan Matriks SWOT tersebut, disusun berbagai alternatif strategi. Selanjutnya, pemilihan alternatif strategi solusi yang dianggap paling sesuai, dilakukan menggunakan Analitical Hi­ erarchy Process (AHP) yang diselesaikan dengan program Criterium Decision Plus Versi 3.0.Penilaian menggunakan AHP diperoleh hasil bahwa pengembangan subak sebagai daerah agroekowisata merupakan pilihan alternatif strategi yang mempunyai nilai (value) paling besar (0,471) dibandingkan dengan alternatif pengem­ bangan sebagai daerah wisata massal (0,157) maupun sebagai daerah pertanian (0,372). Dengan pengembangan subak sebagai daerah agroekowisata diharapkan dapat mendukung keberlanjutan sistem subak ditengah perkembangan pari­ wisata Bali, yang merupakan sinergi antara pariwisata dan pertanian

    Land is the source of life for all creatures. However, now the existence of the land begins shifting. Land conversion activities are increasingly rife. Subak, as farmer organizations for wetlands, is becoming more helpless. Economic factors that drive land use change from activities of rice farming is the low income, land owners working in other sectors, the selling price of land in Subak Kerdung, and the presence of non-agricultural business activities in this subak area. Social factor that push for land conversion activities are adat and religious activities which require large funding sources and the desire to follow the behavior of the surrounding environment. Institutional factors that push for land conversion activities are also concerned with institutional weaknesses of the subak itself and weak implementation of the governance of urban space. Combating land conversion that occurs in the subak areas is not much that can be done by administrators of subak that only allow landowners to sell rice fields when destined for agricultural activities and seek smoothness for existing farming activities in the subak areas

    Farmers' Perception toward Awarding Degree Subak as World Cultural Heritage - Study Case in Subak Pulagan Tampaksiring District Gianyar Region Subak is the organization that regulates the irrigation system used in the rice field in Bali. Subak unique culture has an element of mutual support and the concept of Tri Hita Karana makes UNESCO decided to give awarding degree to subak as world cultural heritage. One of that subak is Subak Pulagan which one fed by the watershed (DAS) Pakerisan. Respondents in this research were 34 farmers taken from 160 farmers decided by random sampling method. Perceptions and expectations seen from three aspects, they're mindset, social, and material aspects. Data analysis is done by descriptive – qualitative calculations using Likert scale. Perceptions result shown 83.63% or on good category. Almost all respondents said the response was excellent or agree with the statement in the questionnaires. Farmers' perceptions based on aspects of mindset has score 73.53% or on good category, social aspect's score is 90.76% or on very well category, and material aspects's score is 86.62% which is on very good category. They have hopes to make farmer's life better in the future. Based on this study it can be seen that the members of Subak Pulagan still need the things related to improving productivity and enhancing the quality of life in order to retain continuity subak
