    The San Diego Christian/Southern California Seminary Library1 uses its objectives as the organizational framework for its strategic plan, annual report, assessment plan, and policies and procedures manual. This article describes how the library’s objectives compare to the Association of College and Research Libraries’ Standards (to ensure best practices), relate to the areas covered in the library strategic plan, annual report, and operations manual, and correspond to the standards and criteria from their respective accrediting agencies, showing how easy it is to identify supporting evidence for a program review or self-study when using this organizing method

    By 1979, after a long decline following the end of the Apollo program, the Lewis Research Center found its very existence endangered because it was not doing the kind of research that could attract funding at the time. New management under Andrew J. Stofan applied a program of strategic planning, participative management, and consensus decision making. A corporate-cultural change was effected which enabled Lewis to commit itself to four fundable research and development projects.     Making links between micro and macro levels has been problematic in the social sciences, and the literature in strategic management and organization theory is no exception. The purpose of this chapter is to raise theoretical issues in developing micro-foundations for strategic management and organizational analysis. We discuss more general problems with collectivism in the social sciences by focusing on specific problems in extant organizational analysis. We introduce micro-foundations to the literature by explicating the underlying theoretical foundations of the origins of individual action and interaction. We highlight opportunities for future research, specifically emphasizing the need for a rational choice program in management research.

    HOW SUCCESSFUL ARE BR&E IMPLEMENTATION EFFORTS? A FOUR-STATE EXAMPLE

    For several years, Business Retention and Expansion professionals have pointed out that BR&E visitation programs appear to be relatively successful until it comes time to implement the plans developed in the BR&E visitation program. At the implementation stage, however, there have been very mixed reports. A number of articles have documented the benefits of BR&E visitation programs. Yet, none of these have examined the implementation of the strategic plans developed by BR&E visitation programs. Few communities would undertake the program if they did not expect to see some action on their plans. Likewise, few state agencies or universities would continue to support BR&E educational efforts if the BR&E programs do not implement the results of their BR&E visitation and planning programs. Because of the importance of this issue and the lack of systematic research on it, a four-state research project was conducted on this issue over the past two years. The major questions addressed were: (1) To what degree have BR&E visitation programs implemented the strategic plans which they developed? (2) How beneficial have these BR&E plans been? (3) Did these BR&E visitation programs conform to strategic planning principles?     This report presents the findings and recommendations of a strategic planning mission to reevaluate the feasibility of WorldFish implementing a fish value chain research program in Uganda under the CGIAR Research Program on Livestock and Fish (L&F). The over-arching goal of L&F is to increase productivity of small-scale livestock and fish systems so as to increase availability and affordability of meat, milk and fish for poor consumers and, in doing so, to reduce poverty through greater participation by the poor along animal source food value chains. This will be achieved by making a small number of carefully selected animal source food value chains function better, for example by identifying and addressing key constraints and opportunities (from production to consumption), improving institutional arrangements and capacities, and supporting the establishment of enabling pro-poor policy and institutional environments

    The NASA Scientific and Technical Information Program: Prologue to the Future

    The NASA STI Program offers researchers an infrastructure of people and systems that facilitates access to STI; worldwide. The Program is also NASA's institutional mechanism for disseminating the results of its research and developing activities. Through discussions in 1991, the STI Program formulated its Strategic Plan. The plan gives the Program a renewed sense of direction by focusing on future opportunities, customer requirements and Program goals, along with the changes needed to achieve those goals. The Program provides users access to a massive flow of STI which, in fact, represents the largest collection of aeronautical and space science information in the world. The STI Program products and services are outlined, along with the NASA centers, international operations, and the fact that total quality management drives NASA wide program developments. As is detailed, the NASA STI Program is using its resources as effectively as possible to meet the missing needs of NASA
