Proxy of democracy? : metaphors of connection as arguments against representation
This paper aims to assess the arguments that claim representative democracy may be enhanced or replaced by an updated electronic version. Focusing on the dimension of elections and electioneering as the core mechanism of representative democracy I will discuss: (1) the proximity argument used to claim the necessity of filling the gap between decision-makers and stakeholders; (2) the transparency argument, which claims to remove obstacles to the publicity of power; (3) the bottom-up argument, which calls for a new form of legitimacy that goes beyond classical mediation of parties or unions; (4) the public sphere argument, referred to the problem of hierarchical relation between voters and their representatives; (5) the disintermediation argument, used to describe the (supposed) new form of democracy following the massive use of ICTs. The first way of conceptualizing e-democracy as different from mainstream 20th century representative democracy regimes is to imagine it as a new form direct democracy: this conception is often underlying contemporary studies of e-voting. To avoid some of the ingenuousness of this conception of e-democracy, we should take a step back and consider a broader range of issues than mere gerrymandering around the electoral moment. Therefore I shall problematize the abovementioned approach by analyzing a wider range of problems connected to election and electioneering in their relation with ICTs
The challenge of representative design in psychology and economics
The demands of representative design, as formulated by Egon Brunswik (1956), set a high methodological standard. Both experimental participants and the situations with which they are faced should be representative of the populations to which researchers claim to generalize results. Failure to observe the latter has led to notable experimental failures in psychology from which economics could learn. It also raises questions about the meaning of testing economic theories in “abstract” environments. A representative sampling plan for auditing health insurance claims
A stratified sampling plan to audit health insurance claims is offered. The
stratification is by dollar amount of the claim. The plan is representative in
the sense that with high probability for each stratum, the difference in the
average dollar amount of the claim in the sample and the average dollar amount
in the population, is ``small.'' Several notions of ``small'' are presented.
The plan then yields a relatively small total sample size with the property
that the overall average dollar amount in the sample is close to the average
dollar amount in the population. Three different estimators and corresponding

Competition Among Public Schools: A Reply to Rothstein (2004)
Rothstein has produced two comments, Rothstein (2003) and Rothstein (2004), on Hoxby "Does Competition Among Public Schools Benefit Students and Taxpayers," American Economic Review, 2000. In this paper, I discuss every claim of any importance in the comments. I show that every claim is wrong. I also discuss a number of Rothstein's innuendos--that is, claims that are made by implication rather than with the support of explicit arguments or evidence. I show that, when held up against the evidence, each innuendo proves to be false. One of the major points of Rothstein (2003) is that lagged school districts are a valid instrumental variable for today's school districts. This is not credible. Another major claim of Rothstein (2003) is that it is better to use highly non-representative achievement data based on students' self-selecting into test-taking than to use nationally representative achievement data. This claim is wrong for multiple reasons. The most important claim of Rothstein (2004) is that the results of Hoxby (2000) are not robust to including private school students in the sample. This is incorrect. While Rothstein appears merely to be adding private school students to the data, he actually substitutes error-prone data for error-free data on all students, generating substantial attenuation bias. He attributes the change in estimates to the addition of the private school students, but I show that the change in estimates is actually due to his using erroneous data for public school students. Another important claim in Rothstein (2004) that the results in Hoxby (2000) are not robust to associating streams with the metropolitan areas through which they flow rather than the metropolitan areas where they have their source. This is false: the results are virtually unchanged when the association is shifted from source to flow. Since 93.5 percent of streams flow only in the metropolitan area where they have their source, it would be surprising if the results did change much. The comments Rothstein (2003) and Rothstein (2004) are without merit. All of the data and code used in Hoxby (2000) are available to other researchers. An easy-to-use CD provides not only extracts and estimation code, but all of the raw data and the code for constructing the dataset.
Slow theory : taking time over transnational democratic representation
The possibility for transnational democratic representation is a huge topic. This article is restricted to exploring two unconventional aspects. The first concerns 'the representative claim', extending one critical part of previous analysis of the assessment of such claims, especially by largely unelected transnational actors. The second, which strongly conditions the account of the first, concerns ‘slow theory’ as the way to approach building democratic models and, in particular, to approach transnational democratic representation

The Virgin HIV Puzzle: Can Misreporting Account for the High Proportion of HIV Cases in Self-Reported Virgins?
It is widely believed that HIV is predominantly sexually transmitted in Sub Saharan Africa. This claim which is inconsistent with national representative data from Lesotho, Zimbabwe, and Swaziland, which reveals that a significant proportion of HIV infections occurred in adolescents who claim to be virgins. Two explanations for this observation have been proposed: adolescents misreport sexual status or non-sexual risks are more prevalent than previously asserted. This paper empirically uncovers the implicit assumptions underlying this discussion, by estimating the proportion of sexually transmitted HIV infections assuming that misreporting is irrelevant, and the proportion of misreporting necessary to conclude that HIV is predominantly sexually transmitted. It shows that under the no-misreporting assumption, 70% of HIV cases in the respective sample of unmarried adolescent women is not due to sexual transmission. The assumption that HIV is predominantly sexually transmitted is only valid, if more than 55% of unmarried adolescent women who are sexually active have misreported sexual activity status. This research is designed to gain better understanding on the importance of different transmission modes. How Much Help Is Exchanged in Families? Towards an Understanding of Discrepant Research Findings
Responding to claims that contemporary families had abandoned their elderly members, gerontologists over the past 30 years have provided extensive documentation of intergenerational familial support. These studies have been lodged within conceptual frameworks of the modified extended family, intergenerational solidarity, and, more recently, intergenerational equity. By and large, studies claim to have found extensive levels of support. Closer examination of findings from various studies, however, reveals widely discrepant findings in terms of amounts of help given to and received by older family members. This paper examines the findings from four representative Canadian and American studies spanning four decades. Factors contributing to discrepant findings are identified at both methodological and conceptual levels, and implications for future research are discussed.intergenerational support
