    Scaling Success: Lessons from Adaptation Pilots in the Rainfed Regions of India

    "Scaling Success" examines how agricultural communities are adapting to the challenges posed by climate change through the lens of India's rainfed agriculture regions. Rainfed agriculture currently occupies 58 percent of India's cultivated land and accounts for up to 40 percent of its total food production. However, these regions face potential production losses of more than $200 billion USD in rice, wheat, and maize by 2050 due to the effects of climate change. Unless action is taken soon at a large scale, farmers will see sharp decreases in revenue and yields.Rainfed regions across the globe have been an important focus for the first generation of adaptation projects, but to date, few have achieved a scale that can be truly transformational. Drawing on lessons learnt from 21 case studies of rainfed agriculture interventions, the report provides guidance on how to design, fund and support adaptation projects that can achieve scale

    Impacts of climate change on rice production in Africa and causes of simulated yield changes

    This study is the first of its kind to quantify possible effects of climate change on rice production in Africa. We simulated impacts on rice in irrigated systems (dry season and wet season) and rainfed systems (upland and lowland). We simulated the use of rice varieties with a higher temperature sum as adaptation option. We simulated rice yields for 4 RCP climate change scenarios and identified causes of yield declines. Without adaptation, shortening of the growing period due to higher temperatures had a negative impact on yields (−24% in RCP 8.5 in 2070 compared with the baseline year 2000). With varieties that have a high temperature sum, the length of the growing period would remain the same as under the baseline conditions. With this adaptation option rainfed rice yields would increase slightly (+8%) but they remain subject to water availability constraints. Irrigated rice yields in East Africa would increase (+25%) due to more favourable temperatures and due to CO2 fertilization. Wet season irrigated rice yields in West Africa were projected to change by −21% or +7% (without/with adaptation). Without adaptation irrigated rice yields in West Africa in the dry season would decrease by −45% with adaptation they would decrease significantly less (−15%). The main cause of this decline was reduced photosynthesis at extremely high temperatures. Simulated heat sterility hardly increased and was not found a major cause for yield decline. The implications for these findings are as follows. For East Africa to benefit from climate change, improved water and nutrient management will be needed to benefit fully from the more favourable temperatures and increased CO2 concentrations. For West Africa, more research is needed on photosynthesis processes at extreme temperatures and on adaptation options such as shifting sowing dates

    Water and Nutrition: Harmonizing actions for the United Nations Decade of Action on Nutrition and the United Nations Water Action Decade

    Progress for both SDG 2 and SDG 6 has been unsatisfactory, with several indicators worsening over time, including an increase in the number of undernourished, overweight and obese people, as well as rapid increases in the number of people at risk of severe water shortages. This lack of progress is exacerbated by climate change and growing regional and global inequities in food and water security, including access to good quality diets, leading to increased violation of the human rights to water and food. Reversing these trends will require a much greater effort on the part of water, food security, and nutrition communities, including stronger performances by the United Nations Decade of Action on Nutrition and the United Nations International Decade for Action on Water for Sustainable Development. To date, increased collaboration by these two landmark initiatives is lacking, as neither work program has systematically explored linkages or possibilities for joint interventions. Collaboration is especially imperative given the fundamental challenges that characterize the promotion of one priority over another. Without coordination across the water, food security, and nutrition communities, actions toward achieving SDG2 on zero hunger may contribute to further degradation of the world’s water resources and as such, further derail achievement of the UN Decade of Action on Water and SDG 6 on water and sanitation. Conversely, actions to enhance SDG 6 may well reduce progress on the UN Decade of Action on Nutrition and SDG 2. This paper reviews these challenges as part of a broader analysis of the complex web of pathways that link water, food security and nutrition outcomes. Climate change and the growing demand for water resources are also considered, given their central role in shaping future water and nutrition security. The main conclusions are presented as three recommendations focused on potential avenues to deal with the complexity of the water-nutrition nexus, and to optimize outcomes

    Can a change in cropping patterns produce water savings and social gains: A case study from the Fergana Valley, Central Asia

    Abstract The study examines possible water savings by replacing alfalfa with winter wheat in the Fergana Valley, located upstream of the Syrdarya River in Central Asia. Agricultural reforms since the 1990s have promoted this change in cropping patterns in the Central Asian states to enhance food security and social benefits. The water use of alfalfa, winter wheat/fallow, and winter wheat/green gram (double cropping) systems is compared for high-deficit, low-deficit, and full irrigation scenarios using hydrological modeling with the HYDRUS-1D software package. Modeling results indicate that replacing alfalfa with winter wheat in the Fergana Valley released significant water resources, mainly by reducing productive crop transpiration when abandoning alfalfa in favor of alternative cropping systems. However, the winter wheat/fallow cropping system caused high evaporation losses from fallow land after harvesting of winter wheat. Double cropping (i.e., the cultivation of green gram as a short duration summer crop after winter wheat harvesting) reduced evaporation losses, enhanced crop output and hence food security, while generating water savings that make more water available for other productive uses. Beyond water savings, this paper also discusses the economic and social gains that double cropping produces for the public within a broader developmental context

    A compendium of Technologies, Practices, Services and Policies for Scaling Climate Smart Agriculture in Odisha (India)

    Stakeholders engaged in agricultural research for development (AR4D) are increasingly tackling risks associated with climate change in smallholder systems. Accordingly, development and scaling of climate-smart agriculture (CSA) are one of the priorities for all the organizations, departments and ministries associated with the farm sector. Having a ‘one-stop-shop’ compiled in the format of a compendium for CSA technologies, practices and services would therefore serve a guide for all the stakeholders for scaling CSA in smallholder systems. Bringing out a Compendium on Climate-Smart Agriculture (CSA) for Odisha, India was therefore thought of during the workshop on ‘Scaling Climate-Smart Agriculture in Odisha’ organized at Bhubaneswar on 18-19 July 2018 by International Rice Research Institute (IRRI) in collaboration with Department of Agriculture (DoA) & Farmers’ Empowerment, Indian Council of Agricultural Research-National Rice Research Institute (ICAR-NRRI), Orissa University of Agriculture and Technology (OUAT) & International Maize and Wheat Improvement Center (CIMMYT) under the aegis of CGIAR Research program on Climate Change, Agriculture and Food Security (CCAFS). The main objectives to bring forth this compendium are: to argue the case for agriculture policies and practices that are climate-smart; to raise awareness of what can be done to make agriculture policies and practices climatesmart; and to provide practical guidance and recommendations that are well referenced and, wherever possible, based on lessons learned from practical action. CSA programmes are unlikely to be effective unless their implementation is supported by sound policies and institutions. It is therefore important to enhance institutional capacities in order to implement and replicate CSA strategies. Institutions are vital to agricultural development as well as the realisation of resilient livelihoods.They are not only a tool for farmers and decision-makers, but are also the main conduit through which CSA practices can be scaled up and sustained. The focus in this compendium is on CSA and it’s relevant aspects, i.e., (i) technologies and practices, (ii) services, (iii) technology targeting, (iv) business models, (v) capacity building, and (vi) policies. The approaches and tools available in the compendium span from face-to-face technicianfarmer dialogues to more structured exchanges of online and offline e-learning. In every scenario it is clear that tailoring to local expectations and needs is key. In particular, the voice of farmers is essential to be captured as they are the key actors to promote sustainable agriculture, and their issues need to be prioritized. CSA practices are expected to sustainably increase productivity and resilience (adaptation), reduce Greenhouse Gases (mitigation), and enhance achievement of national food security along with sustainable development goals. CSA is widely expected to contribute towards achieving these objectives and enhance climate change adaptation. CSA practices have to be included in State’s Climate Policy as a priority intervention as the state steps up efforts to tackle climate change. Furthermore, emphasis shoud be laid on CSA training for a sustainable mode to enhance CSA adoption in the state hence the relevance of developing this document. The adaption of climate related knowledge, technologies and practices to local conditions, promoting joint learning by farmers, researchers, rural advisor and widely disseminating CSA practices, is critical. This compendium brings together a collection of experiences from different stakeholders with background of agricultural extension and rural advisory services in supporting CSA. The contributions are not intended to be state-of-the art academic articles but thought and discussion pieces of work in progress. The compendium itself is a ‘living‘ document which is intended to be revised periodically
