How Public Policy Can Support Collective Impact

The problems we face are not simple, predictable, or linear. They do not fit neatly into electoral cycles or grant timelines. They are complex and involve many fluctuating actors, conditions, and norms. Yet many people in the social and public sectors feel constrained by a traditional approach to solve these problems through a single strong program, a single funding stream, or a single organization. They often understand the implications of complexity but feel bound by rules that oversimplify the range of possible responses.In a time of scarce resources and intractable problems, however, no one in the social sector, including policymakers, can afford to believe in singular solutions. Instead, we must all embrace the notion that addressing complex problems requires a collective impact approach that involves many actors from different sectors committing to a common agenda to solve a specific problem at scale. Many communities have adopted this approach, outlined in Table 1, and achieved success in tackling such complex challenges. Intelligent Speed Adaptation From Trial Support to Public Support Intelligent Speed Adaptation (ISA) is a beneficial Intelligent Transport System (ITS) to increase road safety. In 2002, thirty-four cars and three buses were equipped with the “active accelerator pedal.” The results showed that the pedal assisted them well in upholding the speed limits and that the system increased driving comfort. Data analysis showed a reduction in the amount of speeding. Besides the research on the effects, the trial was used to gain more support of the general public, decision and opinion makers. Nowadays the focus is shifted to define the acceptability by the public to get a better implementation. Public Support for Environmental Protection

In this fact sheet, author Lawrence Hamilton discusses the results of a New Hampshire poll conducted January 31 to February 8, 2017, that asked residents whether they think environmental protection rules should be reduced, strengthened, or left as they are. He reports that, although President Trump and some Congressional supporters have proposed broad reductions in environmental protection, the New Hampshire survey--which has a record of mirroring national surveys on environmental issues--finds little support for such steps. Almost three-quarters think instead that environmental protection rules should be left as they are or strengthened. Large majorities in every category of age, education, and gender favor maintaining or strengthening environmental protection rules. Majorities of liberals, moderates, and moderate conservatives support environmental protection. So do most Democrats, Independents, and non-Tea Party Republicans. Even among the most conservative, environmental protection still has substantial support although it falls short of a majority
