    Procedure of inviting clients to the geodesic services and examples from practice

    Geodetic company must in execution of some geodetic services throughout the procedure include in it all the involved clients, who, in accordance with applicable legislation, must be duly summoned. Duly summoning of the right parties to the geodetic procedure is crucial. In the process, a problem of inconsistent official records and databases, from which they obtain the data for summoning the parties, is often encountered. In the land register, which is the main record of the real estate ownership, we often encounter deceased owners, owners with incorrect address, unknown owners etc. All these inconsistencies slow down the procedure. Therefore, the geodetic companies also use other official records, where they can check and compare the data´s accuracy. With the practical examples I will present the problems of the geodetic companies throughout the procedure of summoning the clients. Customers (those ordering a geodetic service) want to have a quick and professional implementation of the service. In order to implement the service as best as possible, the geodetic companies must consider numerous factors. A special attention must be paid to the conduction of the geodetic process itself. However, often everything is not up to them, and all procedures are not finished fast and without any problems

    Measuring the opening of national R&D programs: what indicators for what purposes?

    The opening of national research programs has gained importance as a means for increasing international collaboration and for improving the quality and efficiency of scientific research at the national, European, and international levels. The concept of opening refers to the fact that actors who do not belong to a national research space can participate in research funding programs. This complex and multidimensional phenomenon can be operationalized through different measures: the participation of foreign partners in domestic research activities with or without funding, the portability of grants when moving abroad, and agreements for international collaboration (with or without complementary funding). This underlines the importance of having descriptors and indicators, which could provide evidence of different patterns of opening and contrasting perspectives on policy motivations and goals behind opening decisions. The article presents the descriptors and indicators used for exploring opening patterns and logics, which characterize the main project funding instruments in three countries (Switzerland, France, and Italy) on the basis of data collected within the JOREP1 project.     The following thesis focuses on the procedure of land consolidation in Norway. The introduction is followed by a short description of Norway and the explanation of land consolidation itself. It describes the legal basis and institutional approach to land consolidation. The following part of the thesis focuses in greater detail on the process of land administration in Norway, with emphasis on describing the Norwegian cadastre and land registry. In the conclusion, the statistics of land consolidation cases and an example of such a case are shown

    Neighbour joining builds phylogenetic trees from distance matrices. It is mainly used in bioinformatics for inference of evolutional relationships between species and prediction of common ancestors. Despite its usefulness in various applications it is rarely available in data mining programs. For this reason we implemented neighbour joining as a widget in general-purpose data mining suite Orange. We also developed several methods for visualisation of the inferred phylogenetic trees. Using our implementation on several use cases we have demonstrated that neighbour joining and constructed clustering trees are useful in data mining tasks outside the scope of bioinformatics

    Extension of ReliefF

    When building a decision tree, we have to select the most important attribute among all attributes of instances, which form the training data set. ReliefF [4,5] is an advanced algorithm for feature selection, as it is not "nearsighted" and can be used in real-world domains (improves certainty of estimates, deals with noisy and missing data and solves multi-class problems). We extended ReliefF in such a way, that feature qualities for different number of near neighbours are calculated simultaneously (6). After testing over 20 standard domains (Table 1, Figures 2,3), it was found, that decision trees obtained with ReliefF algorithm [5] are approximately equaly successful as those built by ReliefFS algorithm, when comparing only classification accuracy on training instances. However, another characteristic is superior: the number of leaves in decision trees is reduced heavily in many cases. This happens especially in medical domains. Our tests included unpruned trees, trees pruned with MDL1+ method [8], and finally, trees pruned with m-probability estimate [1]. Decision trees were built with Assistant-R [4] and Assistant-RS, respectively. Extended algorithm ReliefFS is better than algorithm ReliefF. The above statement is confirmed also by testing results on an artificially composed (synthetic) domain PCMS
