    The $746 Million A Year School-to-Prison Pipeline: The Ineffective, Discriminatory, and Costly Process of Criminalizing New York City Students

    This report, released by the Center for Popular Democracy and Urban Youth Collaborative, reveals the staggering yearly economic impact of the school-to-prison pipeline in New York City, $746.8 million. In addition, it presents a bold "Young People's School Justice Agenda," which calls on the City to divest from over-policing young people, and invest in supportive programs and opportunities for students to thrive. New evidence of the astronomical fiscal and social costs of New York's school-to-prison pipeline demand urgent action by policymakers. The young people who are most at risk of harm due to harsh policing and disciplinary policies are uniquely situated to lead the dialogue about developing truly safe and equitable learning environments.     Improving the effectiveness of collective action: sharing experiences from community forestry in Nepal

    "The forest management strategy of Nepal is based on people's participation, which is known as community forestry. This approach was formally introduced in 1978 to encourage active participation of local people in forest management activities as a means to improve their livelihoods. Under the community forestry structure, local people make decisions regarding forest management, utilization and distribution of benefits from a forest; they are organized as a Community Forest User Group. Presently about 1.2 million hectares of forest is under the control of about 14,000 Community Forest User Groups. It has received highest priority within the forestry sector and is one of the most successful development initiatives in Nepal. However, emerging evidence indicates that forest user groups have excluded rather than included women's participation in their activities. This paper is based on the findings from six forest users groups implementing a program aimed at strengthening governance at the local level through increased women's participation and increased advocacy skills and capacity of selected civil society groups. It presents the process of women's empowerment in forest user groups by describing changes made in those groups once women begin participating and holding key decision-making positions. The findings note significant variation in funds allocated for social and community development activities, which are necessary to address the issues of poverty and social equity in Nepal. In addition, they note the importance of building both the capacity of individual women leaders and an enabling environment to support the women's initiatives. A collaborative and inclusive approach that includes women and marginalized groups as committee executives and members of local government bodies is necessary to build the enabling environment."     [Excerpt] The state government provides New Yorkers with a multitude of services and benefits necessary for their survival and success: nutritional supports, health benefits, unemployment insurance and driver’s licenses, to name but a few. In order for these services to be equally accessible to all of the diverse residents of the state, it is essential that government agencies be linguistically accessible, providing interpretation and translation services for the over two million individuals in New York State who are limited English proficient (LEP). This report assesses the state of language access in New York, particularly access to state benefits that are critically important to low-income New Yorkers, such as public benefits, unemployment, and police protection. It examines the degree to which government agencies that administer state benefits programs and services are providing LEP New Yorkers with language assistance services required under a patchwork of federal, state and county-level policies

    This Article adds a new dimension to the most important and influential strand of recent constitutional theory: popular or democratic constitutionalism, the investigation into how the U.S. Constitution is interpreted (1) as a set of defining national commitments and practices, not necessarily anchored in the text of the document, and (2) by citizens and elected politicians outside the judiciary. Wide-ranging and groundbreaking scholarship in this area has neglected the role of the President as a popular constitutional interpreter, articulating and revising normative accounts of the nation that interact dynamically with citizens’ constitutional understandings. This Article sets out a “grammar” of presidential popular constitutionalism, lays out the historical development and major transformations in its practice, proposes a set of thematic alternatives for today’s presidential popular constitutionalism, and locates presidential popular constitutionalism within the larger concerns of constitutional theory. In particular, it argues that some of the major political developments of recent decades, such as the “Reagan revolution” and the Clinton-Bush era, can be fully understood only by grasping that they are episodes in presidential popular constitutionalism
