    Rozvoj venkova a zemědělství v ČR je po vstupu do EU výrazně ovlivněn Společnou zemědělskou politikou EU. Avizovaná podpora rozvoje venkova však není příliš patrná, nicméně příliv finančních prostředků z evropských fondů je značné - především do zemědělství. Přesto se agrární sektor potýká s řadou problémů. Cílem příspěvku je poukázat na tyto problémy a navrhnout možnosti jejich řešení.Rural and agriculture development in the Czech Republic has been significantly impacted by the Common Agricultural Policy since the EU entrance in 2004. The announced increase support for rural development is not really noticeable, even the flow of finances from funds is considerable. A larger proportion of finances is still directed to support of agricultural activities which is struggling with specific problems. The main actor in rural development after the EU accession should become local action groups but their activities are limited. Moreover the main indicators of activity are not soft projects (community events, establishment of cooperation...) but length of repaired road or sidewalks. Therefore, the aim of the article is to highlight selected problems connected with the Common Agricultural Policy and the paradoxes and barriers brought to rural areas

    Organizing societal space within globalization: Bringing society back in

    The notion of 'society' is increasingly debated, recently, under the impact of 'globalization'. This debate is carried out in both sociology and business studies, and it also has implications in political theory. A theoretical grounding of society is provided following G.H. Mead, which bears sufficient regard to actors and avoids determinism. Society is conceptualized as 'societal space', open to layering in different forms. Incongruent layering is then put forward as a feature of societal evolution which has hitherto been neglected as an engine of modernization. This form of layering is also suggested to be important for current debates. Following this concept, the business and organizational literature can be linked with social theory in a way which shows how 'provincialization' of identity, institutions and culture is pervasively linked with the extension of horizons of action under globalization. Various comparative findings are adduced to show how the dialectics of globalization and provincialization work, and how socio-institutional patterns interact with the evolution of enterprise strategies in order to fuel this dialectic. In such an evolution, society has an important part to play. But this is not because society re-asserts itself as a co-extensive entity on a higher plane. Instead, it is precisely the layering of societal space which makes societal effects a necessary concept. --

It was discovered, that time slope of survey’s outcome does not show reliable outcomes in case of need to change election’s policy. Nevertheless we can for a great certainty assess the sequence of election’s result from survey. System which is used in the Czech Republic to determine the number of seats makes it advantegous for big political parties

    Forgiveness is one possible response by a 'victim' to a specific act of wrongdoing, especially when the 'wrongdoer' apologises and invites joint condemnation of the act ("I'm sorry, that was really stupid of me"), perhaps explaining the source of misjudgement or ignorance that brought it about. In this paper, however, I will ask what the victim can do when faced with an unrepentant wrongdoer, perhaps some-one who even refuses to acknowledge that a wrong act was committed or that the victim 'really' suffered ("stop complaining, I didn't hurt you!"). Importantly, I will ask if it is possible to forgive some-one just for being who they are - for example, estranged parents - without necessarily implying an attempt to resume a broken relationship. This will involve a conceptual analysis of the term as used in the situation, in parallel to a phenomenological analysis of how the victim is to come to see the wrongdoer and her act in order to forgive her. My account will stress two aspects of the 'wrongdoing situation' in order to relocate the problem rather than attempt to solve it - first, the wrongdoer's unique narrative history, and the more or less intelligible role played by the wrong act within such a self-understanding; second, the fundamental uncertainty of motive that lies at the heart of all human action and thus impedes one's ability to ever fully understand a wrong act, whether committed by others or by oneself

    OpenStructure: a flexible software framework for computational structural biology

    Motivation: Developers of new methods in computational structural biology are often hampered in their research by incompatible software tools and non-standardized data formats. To address this problem, we have developed OpenStructure as a modular open source platform to provide a powerful, yet flexible general working environment for structural bioinformatics. OpenStructure consists primarily of a set of libraries written in C++ with a cleanly designed application programmer interface. All functionality can be accessed directly in C++ or in a Python layer, meeting both the requirements for high efficiency and ease of use. Powerful selection queries and the notion of entity views to represent these selections greatly facilitate the development and implementation of algorithms on structural data. The modular integration of computational core methods with powerful visualization tools makes OpenStructure an ideal working and development environment. Several applications, such as the latest versions of IPLT and QMean, have been implemented based on OpenStructure—demonstrating its value for the development of next-generation structural biology algorithms.
