Impact Of Fiscal Policy On Economic Development In Ukraine

The paper aims on assessing the impact and efficiency of fiscal policy instruments for gaining macroeconomic goals in transition economies. For this reason the macroeconomic model of the Ukrainian budgetary sector is developed. The model represents interrelations between the budgetary sector and real economy reflecting the way financial resources are redistributed through the budgetary system. The model serves as a basis for scenario analysis of different types of fiscal policy and their effect on economic indicators. It also allows for forecasting budgetary revenues in order to compose an efficient budget estimates. The results of the research prove that in transition economy such as Ukrainian the channel of tax rate on personal income tax is more efficient from fiscal point of view than the one on enterprise profit tax, while reallocation of resources between budgetary transfers to population and R&D is more efficient than increasing budget expenditures. Since increase in expenditures influences higher increase in GDP, the model proves Keynesian effects in the economy of Ukraine

У монографії розглянуто теоретико-методологічні та прикладні аспекти формування і реалізації бюджетно-податкової політики. З огляду на світовий досвід проведення ефективної бюджетно-податкової політики, досліджено взаємозв’язок між бюджетними та макроекономічними показниками, проаналізовано наявні проблеми та запропоновано напрями ре- формування бюджетної та податкової систем. Особливу увагу приділено питанням формування доходів та розподілу видатків бюджетів, факторам впливу на них, на їх основі побудовано та оцінено макромодель бюджетної системи України. Macroeconomic Model of Budgetary Sector and Peculiarities of its Scenary Realization for Ukraine

The paper presents a macroeconomic model of the Ukrainian budgetary sector as a methodological basis for decisions regarding the structure of the budget system and the nature of fiscal policy. The structure and the nature of relationships between elements of the budget system and macroeconomic indicators required for construction the model are analyzed, specification of each equation is proved and factors that influence the budget revenues and its main components are allocated, the possibilities of model scenario realization to estimate the effects of separate variations of budget and tax policy in conditions of the Ukrainian economy reforming are analyzed.У статті запропоновано макроекономічну модель бюджетного сектора України як методологічну основу прийняття рішень щодо структури бюджетної системи та характеру бюджетно-податкової політики. Для побудови моделі проаналізовано структури та характер взаємозв'язків між елементами бюджетної системи та макроекономічними показниками, обґрунтовано специфікацію кожного окремого рівня та виокремлено фактори, що впливають на доходну частину бюджету та її основні складові, проаналізовано можливості сценарної реалізації моделі для оцінки наслідків окремих варіантів бюджетно-податкової політики в умовах реформування української економіки
