    Combining factual and heuristic knowledge in knowledge acquisition

    A knowledge acquisition technique that combines heuristic and factual knowledge represented as two hierarchies is described. These ideas were applied to the construction of a knowledge acquisition interface to the Expert System Analyst (OPERA). The goal of OPERA is to improve the operations support of the computer network in the space shuttle launch processing system. The knowledge acquisition bottleneck lies in gathering knowledge from human experts and transferring it to OPERA. OPERA's knowledge acquisition problem is approached as a classification problem-solving task, combining this approach with the use of factual knowledge about the domain. The interface was implemented in a Symbolics workstation making heavy use of windows, pull-down menus, and other user-friendly devices

    International audienceThis article is an account of the evolution of the French-speaking research community on knowledge acquisition and knowledge modelling echoing the complex and cross-disciplinary trajectory of the field. In particular, it reports the most significant steps in the parallel evolution of the web and the knowledge acquisition paradigm, which finally converged with the project of a semantic web. As a consequence of the huge amount of available data in the web, a paradigm shift occurred in the domain, from knowledge-intensive problem solving to large-scale data acquisition and management. We also pay a tribute to Rose Dieng, one of the pioneers of this research community

A potential solution to this problem is Information Extraction (IE) technology.     Knowledge Acquisition is widely recognized as the single major bottleneck in the commercialization of Expert Systems technology. The typically ad-hoc choice of techniques for eliciting and representing expert knowledge, makes Expert Systems development expensive and prone to failure. Arguments have been made in the Knowledge Acquisition literature for performing an epistemological or "knowledge-level" analysis to "structure" the knowledge elicitation process. The need of the hour is for an empirical evaluation of these claims. In this paper, we present the results of a study that evaluates an approach to Structured Knowledge Acquisition, that is based on analyzing expert behavior using generic problem-solving tasks.     Antitrust, Innovation, and Uncertain Property Rights: Some Practical Considerations

    The intersection of antitrust and intellectual property circumscribes two century-long debates. The first pertains to questions about how antitrust law and intellectual property law interact, and the second pertains to questions about how parties can exploit property rights, including intellectual property rights, to exclude competitors. This iBrief finesses these questions and turns to practical considerations about how innovation and intellectual property can impinge antitrust enforcement. This iBrief develops two propositions. First, although collaborative research and development has often been and remains unwittingly misunderstood, what is understood about it is consistent with the long- standing observation that antitrust has rarely interfered with collaborative ventures. Second, shifting focus from “intellectual property rights” to “uncertain property rights” makes it easier to understand what innovation and intellectual property imply for enforcement processes. Both intellectual property and tangible assets imply the same processes, but the boundaries of intellectual properties may be uncertain and may, in turn, allow parties to game enforcement processes in ways that would not be feasible in antitrust matters that principally feature tangible assets. Even so, uncertain property rights might not frustrate enforcement processes as the antitrust authorities may yet be able to factor parties’ strategic behaviors into the design of antitrust remedies

    Morphological Analysis as Classification: an Inductive-Learning Approach

    Morphological analysis is an important subtask in text-to-speech conversion, hyphenation, and other language engineering tasks. The traditional approach to performing morphological analysis is to combine a morpheme lexicon, sets of (linguistic) rules, and heuristics to find a most probable analysis. In contrast we present an inductive learning approach in which morphological analysis is reformulated as a segmentation task. We report on a number of experiments in which five inductive learning algorithms are applied to three variations of the task of morphological analysis. Results show (i) that the generalisation performance of the algorithms is good, and (ii) that the lazy learning algorithm IB1-IG performs best on all three tasks. We conclude that lazy learning of morphological analysis as a classification task is indeed a viable approach; moreover, it has the strong advantages over the traditional approach of avoiding the knowledge-acquisition bottleneck, being fast and deterministic in learning and processing, and being language-independent.Comment: 11 pages, 5 encapsulated postscript figures, uses non-standard NeMLaP proceedings style nemlap.sty; inputs ipamacs (international phonetic alphabet) and epsf macro
