This 1965 Report of the Higher Education Commission, appointed by Governor Albertis S. Harrison, Jr., was created to review higher education in Virginia to be used as a basis for long-range planning by the Commonwealth of Virginia. The Commission was led by Senator Lloyd C. Bird and supported by the staff of the State Council for Higher Education. Collaborative Development of Open Educational Resources for Open and Distance Learning
Open and distance learning (ODL) is mostly characterised by the up front development of self study educational resources that have to be paid for over time through use with larger student cohorts (typically in the hundreds per annum) than for conventional face to face classes. This different level of up front investment in educational resources, and increasing pressures to utilise more expensive formats such as rich media, means that collaborative development is necessary to firstly make use of diverse professional skills and secondly to defray these costs across institutions. The Open University (OU) has over 40 years of experience of using multi professional course teams to develop courses; of working with a wide range of other institutions to develop educational resources; and of licensing use of its educational resources to other HEIs. Many of these arrangements require formal contracts to work properly and clearly identify IPR and partner responsibilities. With the emergence of open educational resources (OER) through the use of open licences, the OU and other institutions has now been able to experiment with new ways of collaborating on the development of educational resources that are not so dependent on tight legal contracts because each partner is effectively granting rights to the others to use the educational resources they supply through the open licensing (Lane, 2011; Van Dorp and Lane, 2011). This set of case studies examines the many different collaborative models used for developing and using educational resources and explain how open licensing is making it easier to share the effort involved in developing educational resources between institutions as well as how it may enable new institutions to be able to start up open and distance learning programmes more easily and at less initial cost. Thus it looks at three initiatives involving people from the OU (namely TESSA, LECH-e, openED2.0) and contrasts these with the Peer-2-Peer University and the OER University as exemplars of how OER may change some of the fundamental features of open and distance learning in a Web 2.0 world. It concludes that while there may be multiple reasons and models for collaborating on the development of educational resources the very openness provided by the open licensing aligns both with general academic values and practice but also with well established principles of open innovation in businesses
Women in higher education leadership in South Asia: rejection, refusal, reluctance, revisioning
This research, linked to the South Asia Global Education Dialogue series, looks at the role of women in South Asia in respect to higher education and leadership. The research sought out existing knowledge and baseline data from the literature, policies, change interventions, available statistics and interviews across six countries in South Asia (Afghanistan, Bangladesh, India, Nepal, Pakistan and Sri Lanka).
From this research, recommendations about what specific future actions and interventions for change could be implemented in South Asia have been made
Serving higher education with technology – disrupting higher education with technology
Technology is increasingly serving higher education by enabling student-centred learning and concerted social learning, extended reach to content anytime and everywhere, insights for educators into progress tracking and learning trends, and cross-institutional academic collaboration. At the same time, technology is providing evidence of negative disruption to the core purpose of education, which is human development and individual preparation for the future. Technology is gradually diminishing the capacity of individuals to critically think and reason, to expand into unfamiliar knowledge domains, and to exploit the learning experience to fulfil the market needs after graduation. In this paper, a review is presented on how technology is disrupting higher education, both positively and negatively. Some recommendations are given with respect to these disruption
Defining our purposes and roles and meeting our challenges
This paper briefly articulates the social purposes and roles of universities; outlines some of the key strengths and achievements of South African universities post-1994, and; identifies the critical issues and challenges that confront our universities in relation to their core social purposes and roles
Higher education; time for coordination on a European level?
Education has always been regarded as a national matter. According to the subsidiarity principle power may only be shifted to a higher level of coordination when solid arguments exist that this will improve welfare. This paper aims at answering the question if these arguments exist. We find no support for economies of scale, i.e. larger countries do not necessarily provide higher quality education; nor do larger schools. Empirical evidence for human capital externalities through student mobility is scarce. Concluding, we find little support for European coordination of higher education. However, there is evidence that student mobility is a precursor for labour migration. Uniformizing the structure of higher education in the EU, and making educational programs more transparent, may therefore be defended from this perspective. Quality does matter for students, and student mobility is increasing. This may be beneficial to labour mobility.
Higher Education
During the last five years higher education research in Germany seems to be in a significant upturn. This is a side effect partly of the obvious boom of empirical educational research in general and partly of the reform movement that has affected the German higher education system since middle of the 1990s. The demand for data in the field of higher education will increase considerably in future. The available data infrastructure for higher education research in Germany consists of two complementary main sources: on the one hand the official higher education statistics, on the other hand survey-based research. All in all, there are no serious or principle obstacles to access to the available data stock. Access in particular to some of the most important surveys could be improved by the establishment of a Forschungsdatenzentrum at HIS Hochschul-Informations-System. Furthermore, there are some deficiencies in the present data provision. New topics and demands of data provision have to be integrated into official statistics and survey based research – e.g. such issues as migration status, competencies, lifelong learning, quality of studies, institutional effects, international mobility, programs to promote younger scholars etc.. In particular there is a lack of panel designs. The very new National Education Panel Study (NEPS) will eliminate some but not all of these deficiencies.
