    Since the basic theoretical framework of generalized Hamilton system is not perfect and complete, there are often some practical problems that can not be expressed by generalized Hamilton system. The generalized gradient operator is defined by the structure function on manifold to improve the basic theoretical framework of the whole generalized Hamilton system. The generalized structure Poisson bracket is defined as well on manifolds. The geometric bracket is also given, and the covariant extension form of the generalized Hamilton system directly related to the structure function, the generalized covariance, is further obtained--generalized covariant Hamilton system, It includes thorough generalized Hamiltonian system and S-dynamic system.Comment: 15 page

    Efficient and Equitable Airport Slot Allocation

    This paper studies slot allocation at congested airports in Europe. First, I discuss the inefficiencies of the current regulation, introduced as part of the liberalisation process of the air transport market. Then, I consider three marked based methods which are suitable to achieve a more efficient allocation of slots to airlines: congestion pricing, auctions and secondary trading. These methods are examined in terms of their ability to improve efficiency and in terms of their implications on the distribution of slots’ scarcity rents. Special attention is drawn to complementarities between slots. Finally, I propose to auction slots periodically, allowing secondary trading well before the first auction takes place. By selling slots before the first auction incumbents can be partially compensated for the subsequent withdrawal of their slots.

    An Empirical Investigation on the Efficiency, Capacity Ownership of Italian Airports

    In this paper we study the efficiency of Italian airports applying a DEA model to 34 airports. We find that large airports are more efficient than domestic and regional ones, i.e. small airports have spare capacity since they are more distant from the frontier than large airports. The Tobit regression on the estimated DEA scores shows that efficiency is positively related with the hub premium and with privatisation. Hence we suggest that privatisation incentives to invest in large airports (close to saturation) and development plans to improve the small airports may form the benchmarks of Italian short-run air transportation policy.
