Orchestrating Forest Policy in Italy: Mission Impossible?
In the Italian political and economic agenda the forest sector occupies a marginal role. The forest sector in Italy is characterized by a high institutional fragmentation and centralized decision-making processes dominated by Public Forest Administrations. Public participation in forest policy processes has been implemented since the 1990s at national, regional and local levels in several cases. However, today no significant changes have been observed in the overall governance of the forest sector and stakeholders' involvement in Italian forest policy decision-making is still rather limited. The aims of this paper are to describe the state of forest-related participatory processes in Italy at various levels (national, regional and local) and identify which factors and actors hinder or support the establishment and implementation of participatory forest-related processes in the country. The forest-related participatory processes are analyzed adopting a qualitative-based approach and interpreting interactive, complex and non-linear participatory processes through the lens of panarchy theory
Forest management plan as a policy instrument: carrot, stick or sermon?
Technical aspects of forest management planning as decision-support have been addressed in numerous
scientific studies. However, forest management plans (FMPs) also play a significant, but largely neglected,
role as forest policy instruments. We have examined the policy context and planning practices in two contrasting case countries, revealing striking differences in policy instrumentation. In Sweden, FMPs mainly serve for informational steering, with under-utilised potential for providing individualised advice. In Lithuania, the plans are primarily regulatory, serving for effective control but with several deficiencies, notably excessive costs and institutionalised corruption. The study demonstrates that policy analyses can be fruitfully grounded in the empirics of planning practices

Forestry policy and poverty: the case of community forestry in Nepal
Common forests in developing countries are valuable sources of raw material supplies, employment and income generation, particularly for low income households. This paper looks at the effect on income and employment when common forest resources have external policies that constrain their use. Using a mixed-integer linear programming model, this study examines the impacts of conservation-oriented community forest policies in Nepal on three household income groups. Retributing forest carbon vs. stimulating fuelwood demand insights from the French forest sector model
Forests can contribute to climate mitigation by sequestrating carbon in forest biomass andby replacing fossil-fuel with fuelwood, with potentially conflicting implications for forest management.The present paper assesses the mitigation and the economic impacts of a "stock" policy(payment for sequestration in situ), a "substitution" policy (subsidy to fuelwood consumption),and a combination thereof on the French forest sector. The policies are consistent in that theyare based on the same social cost of carbon. To do so, we use the French Forest Sector Model(FFSM), which combines a dynamic model of French timber resource, and a dynamic partial equilibriummodel of the French forest sector. Simulations show that over the 2010-2020 period,the stock policy is the only one that performs better than Business As Usual (BAU) in terms ofcarbon. Over this period of time, the cumulative substitution benefits of the substitution policyare not sufficient to offset the loss of carbon in standing forests. However, the stock policy hasalso negative impacts on consumers welfare, and increasingly high costs as carbon in excess ofBAU is accumulated in forests. A Whole-of-Government Approach to Reducing Tropical Deforestation
Tropical forests provide critical global and local ecosystem services and habitat for many of the world’s plants and animals. Their loss threatens the sustainable economic growth and social stability of developing countries, and illegal deforestation abroad places U.S. producers at an unfair disadvantage. For these and other reasons, the United States has long been engaged in programs to reduce forest loss. This engagement has recently increased, with the new Presidential Global Climate Change Initiative including a pillar dedicated to slowing forest loss. While promising, this new funding and coordination is insufficient, with a narrow focus on climate-based development assistance. Engaging the full suite of forest policy levers in the federal government, or taking a “whole-of-government” approach, would provide greater immediate impact in preventing forest loss while building the foundations of a working landscape ethic. In this discussion paper, we explore the opportunities to expand U.S. contributions to reducing tropical deforestation through this approach. A whole-of-government approach to international deforestation consists of coordinating and focusing the programs across the federal government that could reduce the rate of tropical forest loss. It is an integrated strategy that employs existing activities and authorities of the U.S. government and directs them under an overarching goal of reducing deforestation in tropical forest countries, while continuing to support other developing-country goals, such as economic development, health, food security, and biodiversity. MEASURING THE ENVIRONMENTAL IMPACTS OF TECHNICAL PROGRESS IN LOW-INCOME AGRICULTURE: EMPIRICAL EVIDENCE ON IRRIGATION DEVELOPMENT AND FOREST PRESSURE IN PALAWAN, THE PHILIPPINES
Data from the Philippines are used to measure impacts of technical progress in lowland agriculture on upland forests. Irrigation development, labor demand, and employment are studied. Total annual labor use increased following irrigation. Employment of household members living along forest margins increased also. Time allocation data from the uplands show that increases in employment among households living along the forest margin were accompanied by reductions in forest clearing and forest-degrading activities. Empirical findings show irrigation-induced increases in agricultural employment can reduce pressure on tropical forests. Marion Clawson's Contribution to Forestry
Marion Clawson passed away in April 1998 at the age of 92. He was a giant in the field of resource and environmental economics who devoted the last decade and one-half of his professional career to forest and forest related issues. He produced over 30 professional books and hundreds of papers. This paper presents a broad overview of his career as an economist, with a focus on his work in and influence on forestry and forest policy. From the early 1970s through to his last professional book in 1983, and his final professional contributions in the mid 1990s, Clawson devoted most of his professional efforts to forest issues. His influence on forests and forest policy was substantial, especially in the context of public policy toward America's publicly owned forested lands. He served as an external critic of the Forest Service, regularly calling for greater attention to be given to issues of economic efficiency in the management of public lands. His influence was probably greatest during the period from the early 1970s, when his service on the President's Advisory Panel on Timber and the Environment stimulated his interest in forestry, through the mid 1980s. During this period he authored several books on forestry and a number of influential articles.
Policy to Encourage Carbon Sequestration in Plantation Forests
Carbon sequestration in plantation forests provides the main means by which New Zealand will meet its international climate change obligations in the first commitment period of the Kyoto Protocol (2008–2012). However, without active policy, forests are unlikely to contribute as much in subsequent commitment periods. This research paper provides the background for examining policy measures for encouraging carbon sequestration in plantation forests in New Zealand. Part I focuses on providing factual information and positive analysis of: key domestic and international regulations; information on New Zealand forests, the forestry industry and forest profitability; discussion of land-use decision making, including the central question of what influences conversion of farmland to forestry; and forest carbon ecology. Part II moves on to normative analysis of policy design. It discusses how including considerations of the value of carbon sequestration and storage changes optimal land-use behaviour, and outlines key issues that need to be addressed when developing a policy to encourage sequestration and storage in a pragmatic way. Finally, the paper identifies a number of key areas where we need more information before we can make well- informed choices about policy design.
