    Smart Vehicle to Grid Interface Project: Electromobility Management System Architecture and Field Test Results

    This paper presents and discusses the electromobility management system developed in the context of the SMARTV2G project, enabling the automatic control of plug-in electric vehicles' (PEVs') charging processes. The paper describes the architecture and the software/hardware components of the electromobility management system. The focus is put in particular on the implementation of a centralized demand side management control algorithm, which allows remote real time control of the charging stations in the field, according to preferences and constraints expressed by all the actors involved (in particular the distribution system operator and the PEV users).     Spatial diffusion of electric vehicles in the German metropolitan region of Stuttgart

    At the moment, interest in electric vehicles (EVs) is increasing worldwide, mainly due to concerns about climate change and rising prices of fossil fuels. EVs still have some significant drawbacks compared to gasoline-powered cars. However, a small part of the population is expected to adopt this technology already within the next years, because higher purchase costs and lower driving range are of less concern to them. They are called the “Early Adopters†of EVs. In this study we developed scenarios for the spatial diffusion of EVs up to 2020 in private households in the municipalities and urban districts of the metropolitan region of Stuttgart in Germany. First, hypotheses of Early Adopters of EVs were constructed based on social mobility profiles and the demands of car drivers. Secondly, the number of these potential adopters was calculated with statistical data for each municipality and urban district. In a third step, we developed a Bass diffusion model with System Dynamics to simulate the spatial diffusion of EVs in the region of Stuttgart. The increase of EV-ownership in each Early Adopter-type in a single municipality depends on the chosen values of the parameters “Advertisement effectivenessâ€, “Contact Rate†and “Adoption Fraction†of the Bass model. Furthermore, neighbourhood effects were modeled such that the increase of EVs in one municipality also depends on the increase of EVs in the neighbouring municipalities. In the baseline scenario, significant spatial differences in the diffusion of EVs up to 2020 become apparent: the highest number of EV-holders will be found in the urban areas of the region. There exist also differences in the number of EVs present at each Early Adopter-type: The “Urban trend-setter†is prevalent in the central districts of Stuttgart, while the “Multi-car family†is mostly located in the more rural municipalities of the region of Stuttgart. The “Dynamic senior citizen†is almost equally distributed in the urban and rural areas. The results of the spatial distribution of potential adopters of EVs can be used for the automobile industry’s marketing campaigns as well as to identify the regional demand for EV charging infrastructure.

    A novel technique for selective NF-kappa B inhibition in Kupffer cells: contrary effects in fulminant hepatitis and ischaemia-reperfusion.

    Background and aims: The transcription factor nuclear factor kappa B (NF-kB) has risen as a promising target for anti-inflammatory therapeutics. In the liver, however, NFkB inhibition mediates both damaging and protective effects. The outcome is deemed to depend on the liver cell type addressed. Recent gene knock-out studies focused on the role of NF-kB in hepatocytes, whereas the role of NF-kB in Kupffer cells has not yet been investigated in vivo. Here we present a novel approach, which may be suitable for clinical application, to selectively target NF-kB in Kupffer cells and analyse the effects in experimental models of liver injury. Methods: NF-kB inhibiting decoy oligodeoxynucleotides were loaded upon gelatin nanoparticles (D-NPs) and their in vivo distribution was determined by confocal microscopy. Liver damage, NF-kB activity, cytokine levels and apoptotic protein expression were evaluated after lipopolysaccharide (LPS), D-galactosamine (GalN)/LPS, or concanavalin A (ConA) challenge and partial warm ischaemia and subsequent reperfusion, respectively. Results: D-NPs were selectively taken up by Kupffer cells and inhibited NF-kB activation. Inhibition of NF-kB in Kupffer cells improved survival and reduced liver injury after GalN/LPS as well as after ConA challenge. While anti-apoptotic protein expression in liver tissue was not reduced, pro-apoptotic players such as cJun N-terminal kinase (JNK) were inhibited. In contrast, selective inhibition of NF-kB augmented reperfusion injury. Conclusions: NF-kB inhibiting decoy oligodeoxynucleotide- loaded gelatin nanoparticles is a novel tool to selectively inhibit NF-kB activation in Kupffer cells in vivo. Thus, liver injury can be reduced in experimental fulminant hepatitis, but increased at ischaemia–reperfusion

    The development of low-emission public urban transport in Poland

    The aim of the paper is to identify the main factors and mechanisms behind the development of low-emission public transport vehicles in Polish cities. This innovation is primarily connected with growing environmental requirements for transport, with the EU environmental and transport policies being the key factors. However, strategies of local governments and municipal transport companies as well as the organization of urban transport - which differs significantly between cities - also play an important role. Three basic types of approach towards low-emission buses can be observed in Polish cities: tests of electric and hybrid vehicles, purchases of small quantities of buses in order to implement new solutions, and finally attempts to replace the majority or even the entire transport fleet with low-emission vehicles. It should be emphasised that an important element which affects the development of low emission public urban transport in Poland is the fact that the country has become one of the main bus producers in Europe - a fact which is a result of both large-scale foreign investments and the success of Polish manufacturers

    A new mutation in the promoter region of the PAX8 gene causes true congenital hypothyroidism with thyroid hypoplasia in a girl with Down's syndrome

    <b>Background:</b> Thyroid dysfunction is common in newborn infants with Down's syndrome (DS), but defects causing classic thyroid dysgenesis (TD) with permanent congenital hypothyroidism (CH) have not been described.<p></p> <b>Objective:</b> We studied a girl with DS and CH who had a mutation in the promoter sequence of the PAX8 gene.<p></p> <b>Results:</b> A female infant was found to have trisomy 21 and CH, with a venous thyrotropin (TSH) of >150 mU/L and a free thyroxine (fT4) of 15.1 pmol/L (day 12). Thyroid peroxidase antibodies and thyroglobulin antibodies were elevated. Scintigraphy showed normal uptake, but ultrasound identified a small gland with heterogenous echotexture and cystic changes. Sequence analysis of the PAX8 gene revealed a new heterozygous maternally inherited mutation (−3C>T) close to the transcription initiation site. Electromobility shift assay studies of the wild type and the mutant PAX8 sequence incubated with nuclear extracts from PCCL3 cells exhibited that the sequence at position −3 is not involved in specific protein binding. However, the mutant PAX8 promoter showed a significantly reduced transcriptional activation of a luciferase reporter gene in vitro tested in HEK, PCCL3, as well as in HeLa cells, indicating that this mutation is very likely to lead to reduced PAX8 expression.<p></p> <b>Conclusions:</b> The persistent CH in this patient with DS is likely to be attributable to the diminished PAX8 expression due to a new heterozygous mutation in the PAX8 promoter sequence. Our case shows that true CH may occur in DS, as in the general population. Furthermore, it is possible that the trisomy 21 itself may have resulted in a more severe phenotypic expression of the PAX8 mutation in the child than the mother

    Policy instruments to promote electro-mobilityiIn the Eu28: A comprehensive review

    Despite its environmental benefits, the amount of Electric Vehicles (EVs) in use within the European Union 28 is still very limited. Poor penetration might be explained by certain factors that dissuade potential buyers. To balance these factors and promote electro-mobility, Member States have established incentives to increase demand. However, the various measures are scattered. This paper contributes to fill the gap in the literature by offering an overall view of the main measures. The authors will focus on measures to promote electro-mobility within the EU28 until 2014. After an in-depth and comprehensive review of the relevant measures, the authors conclude that the most important policy instruments to promote EVs are tax and infrastructure measures in addition to financial incentives for purchasing and supporting R&D projects.
