Przesłanki wdrażania cyfryzacji jednostek samorządu lokalnego finansowanej ze środków unijnych

The subject of this article is the factors influencing the acquisition of EU subsidies for the purpose of digitizing local government units. The theoretical part describes the issues underlying the digitization process, which is associated with a new approach to the office-client relationship as well as data collection and data management. In the empirical part, the premises for the digitizationof local government units financed from EU funds are reviewed and verified on the basis of a pilot study consisting of telephone interviews with staff employed in selected offices. Apart from formal reasons, such as the municipal budget or previous experience in obtaining EU funds, informal reasons also turned out to be important, such as the introduction of a project in a neighbouring municipality.Tematem artykułu jest opisanie czynników wpływających na pozyskiwanie dotacji unijnych w celu przeprowadzenia cyfryzacji jednostek samorządu lokalnego. W części teoretycznej zostały opisane zagadnienia leżące u podstaw procesu cyfryzacji, związane także z nowym spojrzeniem na relację urząd–klient, a także gromadzeniem i zarządzaniem danymi. W części empirycznej dokonano przeglądu przesłanek cyfryzacji jednostek samorządu lokalnego finansowanej ze środków unijnych, które zostały zweryfikowane na podstawie badania pilotażowego, polegającego na przeprowadzaniu wywiadów telefonicznych z osobami zatrudnionymi w wybranych urzędach. Obok przesłanek formalnych, jak budżet gminy czy wcześniejsze doświadczenia w pozyskiwaniu środków unijnych, istotne okazały się także przesłanki nieformalne, jak np. wprowadzenie projektu w sąsiedniej gminie

The consequences of increasing participation of new technologies in enterprises for employees and education

Celem artykułu jest określenie sfery wpływu nowoczesnych technologii na poszczególne aspekty życia organizacyjnego i społecznego, w tym na jakość życia w organizacjach, strukturę zatrudnienia oraz na edukację. Przedstawione zostały zmiany, jakie zachodzą wśród pożądanych kompetencji oraz umiejętności u pracowników zatrudnionych w miejscach objętych wymienionym zjawiskiem, co w rezultacie pociąga za sobą także zmiany w szkolnictwie wyższym. Badania zostały przeprowadzone w firmie działającej w branży nowoczesnych technologii dla przemysłu (zajmującej się w przeważającej części dystrybucją maszyn oraz doradztwem dla firm). W celu ich przeprowadzenia zostały wykorzystane metody jakościowe, w głównej mierze etnografia organizacyjna, jako przeciwwaga dla perspektywy funkcjonalistycznej, która dominuje w opisie omawianego zjawiska. Rezultatem badań są zdefiniowanie obszarów wpływów nowoczesnych technologii w przedsiębiorstwach oraz przedstawienie wizji rozwoju ich udziału i znaczenia w organizacjach oraz przewidywanych zmian na tle profilu wymaganych kompetencji w przyszłości. Badania mają charakter oryginalny ze względu na próbę podjęcia tematu dotąd badawczo słabo eksploatowanego (zwłaszcza w Polsce).The aim of this article is to define the sphere of influence of modern technology on different aspects of organizational and social life, including the quality of life in organizations, a structure of employment and education. The changes in the desired competencies and skills among workers, which in turn also cause changes in higher education were presented here. The study was conducted in a company operating in high-tech industry (dealing with mostly distributing machines and consultancy for companies). In order to carry it out, qualitative methods were used, mainly the organizational ethnography, as a counterweight to the functionalist perspective dominating in the description of this phenomenon. The result of the research is to define the areas of influence of modern technology in organizations and to present a vision of their development, the importance of their participation in organizations as well as expected changes in the background profile of competencies required in the future. The research are original because of an attempt of undertaking the research topic that is poorly exploited so far (especially in Poland)

The multiplex dispute. Telewizja Trwam vs. the National Broadcasting Council

The digitalization of terrestrial television in Poland is one of the largest media projects in recent years. The process combines social, economic and technical matters. Digitalization signifies a huge technical leap forward and offers extensive new opportunities when broadcasting television signals. Digital broadcasting is offered by three multiplex platforms. Among the candidates to use the first one (MUC-1) is Telewizja Trwam, owned by the Lux Veritatis foundation. The National Broadcasting Council (KRRiT) which assigns the concessions to use the multiplex rejected the application by Telewizja Trwam, associated with Fr. Tadeusz Rydzyk. The owner of Telewizja Trwam claimed the decisions of the KRRiT were baseless. There quickly emerged accusations of discrimination against a Catholic broadcaster, and, by this token, of scorn directed toward Polish Catholics. The dispute between Telewizja Trwam and the KRRiT has involved many groups and individuals – ranging from the supporters of the media associated with Fr T. Rydzyk, to journalists, politicians, and to the hierarchy of the Catholic Church in Poland. The purpose of this paper is to present this dispute, its background and the arguments of both parties. Popularization of Science and Culture by the Library of Łódź University

Łódź przed dwoma wiekami powstawała z tradycji niejednorodnych, i podobnie powstawał – jako mozaika różnych treści intelektualnych – Uniwersytet Łódzki.Popularization of science and culture by the Library of Łódź University has always been vital aspect of its activities. In the article are presented some selected initiatives taken up by The Library in the years 2006–2014. They originated in order to reach a wide circle of people and popularize the institution friendly to them, through conferences, seminars, exhibitions and meetings with interesting people from the world of the book. In the given period, The University of Łódź Repository and The Digital Library were created. The American Corner and The British Centre came into being. Owing to different initiatives taken up, The Library of Łódź University has become the place of various scientific, educational and cultural events for all users
