    The Australian Cyber Security Centre threat report 2015

    Introduction: The number, type and sophistication of cyber security threats to Australia and Australians are increasing. Due to the varied nature of motivations for cyber adversaries targeting Australian organisations, organisations could be a target for malicious activities even if they do not think the information held on their networks is valuable, or that their business would be of interest to cyber adversaries. This first unclassified report by the ACSC describes the range of cyber adversaries targeting Australian networks, explains their motivations, the malicious activities they are conducting and their impact, and provides specific examples of activity targeting Australian networks during 2014. This report also offers mitigation advice on how organisations can defend against these activities. The ACSC’s ability to detect and defend against sophisticated cyber threats continues to improve. But cyber adversaries are constantly improving their tradecraft in their attempts to defeat our network defences and exploit the new technologies we embrace. There are gaps in our understanding of the extent and nature of malicious activity, particularly against the business sector. The ACSC is reaching out to industry to build partnerships to improve our collective understanding. Future iterations of the Threat Report will benefit from these partnerships and help to close gaps in our knowledge

    Since emerging in academic literature in the 1990s, definitions of ‘cyber war’ and cyber warfare’ have been notably inconsistent. There has been no research that examines these inconsistencies and whether they can be resolved. Using the methodology of discourse analysis, this thesis addresses this research need. Analysis has identified that the study of cyber war and cyber warfare is inherently inter-disciplinary. The most prominent academic disciplines contributing definitions are Strategic Studies, Security Studies, Information and Communications Technology, Law, and Military Studies. Despite the apparent definitional uncertainty, most researchers do not offer formal definitions of cyber war or cyber warfare. Moreover, there is little evidentiary basis in literature to distinguish between cyber war and cyber warfare. Proximate analysis of definitions of cyber war and cyber warfare suggests a high level of inconsistency between dozens of definitions. However, through deeper analysis of both the relationships between definitions and their underlying structure, this thesis demonstrates that (a) the relationships between definitions can be represented hierarchically, through a discourse hierarchy of definitions; and (b) all definitions share a common underlying structure, accessible through the application of a structural definition model. Crucially, analysis of definitions via these constructs allows a foundational definition of cyber war and cyber warfare to be identified. Concomitantly, use of the model identifies the areas of greatest inter-definitional inconsistency and the implications thereof and contributes to the construction of a taxonomy of definitions of cyber war and cyber warfare. Considered holistically, these research outputs allow for significant resolution of the inconsistency between definitions. Moreover, these outputs provide a basis for the emergence of dominant functional definitions that may aid in the development of policy, strategy, and doctrine

    While governments develop formal and informal structures or 'networks' to promote collaboration between governmental departments and agencies, there remains uncertainty on how to set up and develop cyber security networks. The latter is demonstrated when taking recent developments in the field of cyber security in Belgium into consideration. The 2012 decision to create the Belgian cyber security centre seems to entail a move towards a 'Weberian' hierarchical network coordination approach rather than the development of a cyber security network organisation. This article claims that - as the threats of cyber are becoming more complex - there is a growing need for governmental agencies to expand horizontal coordination mechanisms. From this follows, the growing demand for criminological research into the managerial aspects of cyber security networks. Generating knowledge on how to manage networks is required as the latter is not only decisive for the effectiveness and efficiency of cyber security networks but also contributes to the overall network cyber security governance

    Cyber-crime Science = Crime Science + Information Security

    Cyber-crime Science is an emerging area of study aiming to prevent cyber-crime by combining security protection techniques from Information Security with empirical research methods used in Crime Science. Information security research has developed techniques for protecting the confidentiality, integrity, and availability of information assets but is less strong on the empirical study of the effectiveness of these techniques. Crime Science studies the effect of crime prevention techniques empirically in the real world, and proposes improvements to these techniques based on this. Combining both approaches, Cyber-crime Science transfers and further develops Information Security techniques to prevent cyber-crime, and empirically studies the effectiveness of these techniques in the real world. In this paper we review the main contributions of Crime Science as of today, illustrate its application to a typical Information Security problem, namely phishing, explore the interdisciplinary structure of Cyber-crime Science, and present an agenda for research in Cyber-crime Science in the form of a set of suggested research questions

    Proportionality and its Applicability in the Realm of Cyber Attacks

    With an ever-increasing reliance on State cyber-attacks, the need for an international treaty governing the actions of Nation-States in the realm of cyberwarfare has never been greater. States now have the ability to cause unprecedented civilian loss with their cyber actions. States can destroy financial records, disrupt stock markets, manipulate cryptocurrency, shut off nuclear reactors, turn off power grids, open dams, and even shut down air traffic control systems with the click of a mouse. This article argues that any cyber-attack launched with a reasonable expectation to inflict “incidental loss of civilian life, injury to civilians, or damage to civilian objects,” must be subject to the existing laws of proportionality. This article further examines the broader concept of proportionality, and the difficulties associated with applying a proportionality analysis to an offensive cyber-strike. This paper asserts that the ambiguities and complexities associated with applying the law of proportionality—in its current state and within a cyber context—will leave civilian populations vulnerable to the aggressive cyber actions of the world’s cyber powers. Consequently, this article stresses the necessity of developing a proportionality standard within a unified international cyberwarfare convention and asserts that such a standard is required in order to prevent the creation of a pathway towards lethal cyber aggressions unrestrained by the laws of war

    Cyber Threat Intelligence : Challenges and Opportunities

    The ever increasing number of cyber attacks requires the cyber security and forensic specialists to detect, analyze and defend against the cyber threats in almost realtime. In practice, timely dealing with such a large number of attacks is not possible without deeply perusing the attack features and taking corresponding intelligent defensive actions, this in essence defines cyber threat intelligence notion. However, such an intelligence would not be possible without the aid of artificial intelligence, machine learning and advanced data mining techniques to collect, analyse, and interpret cyber attack evidences. In this introductory chapter we first discuss the notion of cyber threat intelligence and its main challenges and opportunities, and then briefly introduce the chapters of the book which either address the identified challenges or present opportunistic solutions to provide threat intelligence.Comment: 5 Page
