Modeling the Effect of a Road Construction Project on Transportation System Performance
Road construction projects create physical changes on roads that result in capacity reduction and travel time escalation during the construction project period. The reduction in the posted speed limit, the number of lanes, lane width and shoulder width at the construction zone makes it difficult for the road to accommodate high traffic volume. Therefore, the goal of this research is to model the effect of a road construction project on travel time at road link-level and help improve the mobility of people and goods through dissemination or implementation of proactive solutions.
Data for a resurfacing construction project on I-485 in the city of Charlotte, North Carolina (NC) was used evaluation, analysis, and modeling. A statistical t-test was conducted to examine the relationship between the change in travel time before and during the construction project period. Further, travel time models were developed for the freeway links and the connecting arterial street links, both before and during the construction project period. The road network characteristics of each link, such as the volume/ capacity (V/C), the number of lanes, the speed limit, the shoulder width, the lane width, whether the link is divided or undivided, characteristics of neighboring links, the time-of-the-day, the day-of-the-week, and the distance of the link from the road construction project were considered as predictor variables for modeling.
The results obtained indicate that a decrease in travel time was observed during the construction project period on the freeway links when compared to the before construction project period. Contrarily, an increase in travel time was observed during the construction project period on the connecting arterial street links when compared to the before construction project period. Also, the average travel time, the planning time, and the travel time index can better explain the effect of a road construction project on transportation system performance when compared to the planning time index and the buffer time index. The influence of predictor variables seem to vary before and during the construction project period on the freeway links and connecting arterial street links. Practitioners should take the research findings into consideration, in addition to the construction zone characteristics, when planning a road construction project and developing temporary traffic control and detour plans
Psychological contract expectations of construction project managers
The past 20 years have seen a period of fundamental change for many construction businesses as they have restructured, downsized, de-layered, merged and de-merged to survive turbulent markets and rapidly changing demand cycles. Such change places significant new pressures, challenges and constraints on the employer/employee relationship. This paper argues that these changes are likely to have reconstituted employee expectations of the less formal aspects of the employment relationship, known collectively as the psychological contract. Is agile project management applicable to construction?
This paper briefly summarises the evolution of Agile Project Management (APM) and differentiates it from lean and agile production and ‘leagile’ construction. The significant benefits being realized through employment of APM within the information systems industry are stated. The characteristics of APM are explored, including: philosophy, organizational attitudes and practices, planning, execution and control and learning. Finally, APM is subjectively assessed as to its potential contribution to the pre-design, design and construction phases.
In conclusion, it is assessed that APM offers considerable potential for application in predesign and design but that there are significant hurdles to its adoption in the actual construction phase. Should these be overcome, APM offers benefits well beyond any individual project
The future obligations of "project manager" as construction integral director (DIPE) in the law of buildings construction in spain (LOE)
In the year 1999 approves the Law of Construction Building (LOE, in Spanish) to regulate a sector such as construction, which contained some shortcomings from the legal point of view. Currently, the LOE has been in force 12 years, changing the spanish world of the construction, due to influenced by internationalization. Within the LOE, there regulating the different actors involved in the construction building, as the Projects design, the Director of Construction, the developer, The builder, Director of execution of the construction (actor only in Spain, similar as construcion engineer and abroad in), control entities and the users, but lacks figure Project manager will assume the delegation of the promoter helping and you organize, direct and management the process. This figure assumes that the market and contracts are not legally regulated in Spain, then should define and establish its regulation in the LOE. (Spain Construction Law) The translation in spanish of the words "Project Manager is owed to Professor Rafael de Heredia in his book Integrated Project Management, as agent acting on behalf of the organization and promoter assuming control of the project, ie Integraded Project Management . Already exist in Spain, AEDIP (Spanish Association Integrated of Project Construction management) which comprises the major companies in “Project Management” in Spain, and MeDIP (Master in Integrated Construction Project) the largest and most advanced studies at the Polytechnic University of Madrid, in "Construction Project Management" they teach which is also in Argentina. The Integrated Project ("Project Management") applied to the construction process is a methodological technique that helps to organize, control and manage the resources of the promoters in the building process. When resources are limited (which is usually most situations) to manage them efficiently becomes very important. Well, we find that in this situation, the resources are not only limited, but it is limited, so a comprehensive control and monitoring of them becomes not only important if not crucial. The alternative of starting from scratch with a team that specializes in developing these follow directly intervening to ensure that scarce resources are used in the best possible way requires the use of a specific methodology (Manual DIP, Matrix Foreign EDR breakdown structure EDP Project, Risk Management and Control, Design Management, et ..), that is the methodology used by "Projects managers" to ensure that the initial objectives of the promoters or investors are met and all actors in process, from design to construction company have the mind aim of the project will do, trying to get their interests do not prevail over the interests of the project. Among the agents listed in the building process, "Project Management" or DIPE (Director Comprehensive building process, a proposed name for possible incorporation into the LOE, ) currently not listed as such in the LOE (Act on Construction Planning ), one of the agents that exist within the building process is not regulated from the legal point of view, no obligations, ie, as is required by law to have a project, a builder, a construction management, etc. DIPE only one who wants to hire you as have been advanced knowledge of their services by the clients they have been hiring these agents, there being no legal obligation as mentioned above, then the market is dictating its ruling on this new figure, as if it were necessary, he was not hired and eventually disappeared from the building process. A systematic approach for monitoring and evaluating the construction project progress
A persistent problem in construction is to document changes which occur in the field and to prepare the as-built schedule. In current practice, deviations from planned performance can only be reported after significant time has elapsed and manual monitoring of the construction activities are costly and error prone. Availability of advanced portable computing, multimedia and wireless communication allows, even encourages fundamental changes in many jobsite processes. However a recent investigation indicated that there is a lack of systematic and automated evaluation and monitoring in construction projects. The aim of this study is to identifytechniques that can be used in the construction industry for monitoring and evaluating the
physical progress, and also to establish how current computer technology can be utilised for monitoring the actual physical progress at the construction site. This study discusses the results of questionnaire survey conducted within Malaysian Construction Industry and suggests a prototype system, namely Digitalising Construction Monitoring (DCM). DCM prototype system
integrates the information from construction drawings, digital images of construction site progress and planned schedule of work. Using emerging technologies and information system the DCM re-engineer the traditional practice for monitoring the project progress. This system can automatically interpret CAD drawings of buildings and extract data on its structural components and store in database. It can also extract the engineering information from digital images and when these two databases are simulated the percentage of progress can be calculated and viewed in Microsoft Project automatically. The application of DCM system for monitoring the project progress enables project management teams to better track and controls the productivity and quality of construction projects. The use of the DCM can help resident engineer, construction manager and site engineer in monitoring and evaluating project performance. This model will improve decision-making process and provides better mechanism for advanced project management
Benchmarking of project planning and success in selected industries
Purpose - To identify the industry in which projects are best planned and executed and use it as a benchmark for improving project planning in other industries. Design/methodology/approach - Based on data collected from 280 project managers, project success and quality of project planning were evaluated and analyzed for four industries - construction and engineering, software and communications, services, and production and maintenance. Findings - Quality of project planning was found to be the highest in construction and engineering organizations and the lowest in manufacturing organizations. This is a result of a few factors, among them the intensive organizational support which is offered to project managers working in construction and engineering organizations. The other three industries limit their support mostly to tactical aspects, such as the purchasing of project management software. The high quality of project planning in the construction and engineering organizations resulted in their ability to complete projects by almost half the cost and schedule overruns, as compared to organizations belonging to the other industries. Finally, results of the industries in Israel and Japan are compared and analyzed. Research limitations/implications - Findings are limited to the four industries included in the study. Practical implications - If organizations, not belonging to the construction industry, wish to improve the probability of success in project planning and execution, they should follow methodologies commonly used in the construction industry. Originality/value - This paper introduces a valid field study, exploring project management practices in four industries and identifies the one which may be used as a benchmark for the others. It also identifies specific strengths and weaknesses in project management within the explored industries
A study of project planning on Libyan construction projects
Construction projects are regularly faced by scheduling problems causing the projects to finish beyond their predetermined due date; this is a global phenomenon. The main purpose of this study is to consider the problems associated with project planning generally, with specific reference to construction projects in Libya. This study is unique in two respects. First, despite the recent high volume of infrastructure work in the country, there have been few investigations into construction delays in Libya. Secondly, earlier studies have considered the causes or the effects of project delays, whereas the present aim is to evaluate the potential of applying a planning and scheduling technique that is entirely novel in the Libyan context.
