Study of Enhancing Competitiveness of Micro, Small and Medium Enterprises in the City of Kupang
The existence of Micro, Small and Medium Enterprises (SMEs) simply cannot be doubted, because it proved able to survive and become a cog economy, especially after the economic crisis. The purpose of the study of improving the competitiveness of Micro, Small and Medium Enterprises in Kota Kupang are: 1). Identify the profile of Micro, Small and Medium Enterprises, 2). Identify the product value chain of Micro, Small and Medium Enterprises, 3). Analyzing the advantages of private and social benefits of products of Micro, Small and Medium Enterprises, 4). Analyzing the comparative and competitive advantages of products of Micro, Small and Medium Enterprises, 5). Identifying constraints faced by Micro, Small and Medium Enterprises, 6). Creating models, strategies and actions to improve the competitiveness of Micro, Small and Medium Enterprises.
To improve the competitiveness of Micro, Small and Medium Enterprises in Kota Kupang, required the development of Micro, Small and Medium Enterprises with cluster models; through the program input pro, pro process, and pro output; with the following stages: a). Human resource development; technical assistance, empowerment groups, and advocacy, b).Upstream-downstream cluster program; processing, packaging and waste treatment; c).Supporting factors; access to markets, access to financing and supporting facilities. Cluster program can be applied to the commitment and cooperation between the Agency and the relevant stakeholders
Key features of the first phase of the national cluster program in Russia
In recent years, Russian federal authorities have started moving from drafting of strategies, concepts and guidelines related to cluster development, to formation and implementation of cluster programs. The major initiative on this way was the selection of the pilot innovative clusters announced on March 19, 2012 by the Ministry of Economic Development of the Russian Federation. In total, there were submitted 94 cluster projects. In the first stage the projects were evaluated by the wide group of experts. Further, the selected clusters (in number of 37) presented their programs at the meeting of ?the Working Group for the Development of Public-Private Partnership in the Innovation Sphere?. Among the 37 clusters 5 submitted in the field of nuclear technology, 4 ? in aerospace and aviation, 9 ? in biotechnology, pharmaceutics, medical devices, 4 ? in information and telecommunication technology, 3 ? in novel materials, 3 ? in machinery, 5 ? in lightening and electrical equipment and instruments 4 ? in chemical products. Finally It was selected 25 pilot clusters, which is planned to be provided with comprehensive government support. The presentation consists of three part: ? Policy background of national cluster program 2012 ? Key features and results of the selection process ? A preliminary comparison of Russian cluster program with widely known EU cluster programs (BioRegio, InnoRegio, Competitiveness poles, etc) In my presentation I?m going to lighten the most essential elements of the forming cluster program in Russia: ? characteristics of the supported object, ? criteria for selection of the pilot clusters, ? selection procedure, ? description of the selected pilot clusters, ? budget, directions and supporting mechanisms for pilot clusters, ? monitoring of the implementation of cluster supporting programs. In addition, I will be addressing the key features of the Russian cluster program in comparison with the most famous European programs: BioRegio, InnoRegio (German), Competitiveness clusters (France). I have found several similar features and among them: * Russian cluster program is a cooperation-contest one; * complex inter-governmental co-ordination; * the volume of support is consistent with the similar programs; * first-priority support from other instruments of innovation development; * significant share of applications that are not granted. And also there are differences and some of them are essential: * in many cases there is a significant lack of private initiatives; * there is no emphasis on SME, start-ups, growth of new companies growth; * different principles of support; * for the Russian program, questions of monitoring and evaluation haven?t been discussed yet. At the end of my presentation I?m going to highlight and discuss the rooms for improvement of Russia cluster policy
On increasing of the competitiveness of the garment industry in Siberian Federal District on the basis of the industrial cluster establishment
The issue of the development prospects of the Russian economy and the economy of its individual branches in the regions is highly relevant in terms of the increasing crises and economic development challenges. The scope of the study is a garment industry of the Siberian Federal District, which includes 12 subjects, and only six of them develop the garment industry actively. There are the regions of Kemerovo, Novosibirsk, Omsk, Tomsk, Krasnoyarsk Krai and the Republic of Khakassia. The subject matter of the research is the state and prospects of the garment industry of the Siberian Federal District. It also includes the assessment of the garment industry as one of the sub-sectors of the light industry in terms of its competitiveness in the domestic market. The purpose of the comprehensive study is to determine the conditions and factors affecting the development of the industry, as well as to identify its development reserves and competitiveness on the basis of industrial cluster’s generation. The hypothesis of this study is that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry. The main methods of the study are the comparative analysis, the expert assessment of the sector in certain regions of the Siberian Federal District, as well as the assessment of possible formation of the industrial cluster in the region. The results of the study are the evaluation of the competitiveness and prospects of the garment industry in Russia and the Siberian Federal District (a low level of development and competitiveness); the evaluation of the development level of the garment industry in the Federal District, which have showed the demand for apparel products from the population and enterprises, as well as the conditions for the provision of clothing manufacture with natural fabrics and synthetic materials, labor resources and research and development achievements; also the justification of the existing potential for development of a sectoral cluster by means of pooling together the productions and economic communications of the Novosibirsk and Omsk regions at the initial stage. The obtained results should be used to strengthen works for the development of regional industrial cluster (with a creation of a working group at the regional governments, the garment industry development programs, and practical measures for its realization), as well as a creation of conditions for stimulation of investment activity of entrepreneurs. The research has confirmed the hypothesis, that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry
The Textile - Garments Industry: A Call for Restructuring
The textile-garment industry is a classic example of the challenge for Philippine agroindustrial restructuring. While the garment industry has been one of the major export industries in the country, the textile industry has been import-oriented and less competitive. However, the latter’s share in output is exported indirectly through the former. This issue thus calls for a successful restructuring program. Clustering tales from the Greek construction sector: lessons from experience
The idea of increasing regional and national economic competitiveness through the implementation of cluster strategies is not something new. In each business sector, in each country, the creation of clusters has been used to capitalise on sector characteristics and address country specific productivity needs. While clusters have met with significant success in many context, the Greek context and in particularly the Greek Construction sector has not been so fruitful. This paper, through the development of a conceptual framework, questionnaires with 92 firms and interviews with 10 key firms, sought to investigate the critical success factors for the creation of a cluster within the challenging context of the Greek construction sector. Using evidence of good practicefrom other European countries facing similar challenges and the empirical data, the findings indicated a series of factors which firms could adopt, mitigate against or manage to help improve the potential success of the cluster. The findingstherefore have important implications for interventions not only by the state and local authorities that will encourage construction firms to participate in a cluster, but also by the managers/owners/practitioners for the creation of the required foundations for their participation in an environment where competitors cooperate

The Implementation of Industrial Cluster Development Program in Padurenan Village, Kudus
Small medium enterprise (SME) has a significant contribution to the national economic growth, and the Government has been trying to enhance the competitiveness of SME by using industrial cluster approach.This research tries to discuss the implementation of embroidery and apparel industrial cluster development program in Padurenan Village, Kudus Regency, also to analyze supporting and constraining factors that influence the implementation. The descriptive research method with qualitative approach is used in this research.The result shows that many activities conducted through a synergy among stakeholders have been implemented succesfully and proven to provide a positive impact for the developmet of embroidery and apparel SME in Padurenan. Enhancing the commitment and communication among actors involved in the program are needed for further development
