Normalized Range Voting Broadly Resists Control
We study the behavior of Range Voting and Normalized Range Voting with
respect to electoral control. Electoral control encompasses attempts from an
election chair to alter the structure of an election in order to change the
outcome. We show that a voting system resists a case of control by proving that
performing that case of control is computationally infeasible. Range Voting is
a natural extension of approval voting, and Normalized Range Voting is a simple
variant which alters each vote to maximize the potential impact of each voter.
We show that Normalized Range Voting has among the largest number of control
resistances among natural voting systems
bNAber: database of broadly neutralizing HIV antibodies.
The discovery of broadly neutralizing antibodies (bNAbs) has provided an enormous impetus to the HIV vaccine research and to entire immunology. The bNAber database at http://bNAber.org provides open, user-friendly access to detailed data on the rapidly growing list of HIV bNAbs, including neutralization profiles, sequences and three-dimensional structures (when available). It also provides an extensive list of visualization and analysis tools, such as heatmaps to analyse neutralization data as well as structure and sequence viewers to correlate bNAbs properties with structural and sequence features of individual antibodies. The goal of the bNAber database is to enable researchers in this field to easily compare and analyse available information on bNAbs thereby supporting efforts to design an effective vaccine for HIV/AIDS. The bNAber database not only provides easy access to data that currently is scattered in the Supplementary Materials sections of individual papers, but also contributes to the development of general standards of data that have to be presented with the discovery of new bNAbs and a universal mechanism of how such data can be shared
Broadly tunable L-band multiwavelength BEFL utilizing nonlinear amplified loop mirror filter.
We demonstrate a widely tunable L-band multiwavelength Brillouin-erbium fiber laser utilizing a nonlinear amplified fiber loop mirror filter (AFLMF). By manipulating polarization controllers placed in the fiber loop, the erbium peak gain spectrum is able to be shifted. The nonlinear AFLMF induces wavelength-dependent cavity loss and serves as an amplitude equalizer. In addition, it provides flexibility on controlling the amount of light reflected and transmitted into and out of the laser's cavity. By utilizing 100 mW 1480 nm pump and 1.1 mW Brillouin pump power, an average of 24 stable output channels are generated by the proposed structure that could all be tuned over the whole L-band window from 1570 nm to 1610 nm
A comparative framework: how broadly applicable is a 'rigorous' critical junctures framework?
The paper tests Hogan and Doyle's (2007, 2008) framework for examining critical junctures. This framework sought to incorporate the concept of ideational change in understanding critical junctures. Until its development, frameworks utilized in identifying critical junctures were subjective, seeking only to identify crisis, and subsequent policy changes, arguing that one invariably led to the other, as both occurred around the same time. Hogan and Doyle (2007, 2008) hypothesized ideational change as an intermediating variable in their framework, determining if, and when, a crisis leads to radical policy change. Here we test this framework on cases similar to, but different from, those employed in developing the exemplar. This will enable us determine whether the framework's relegation of ideational change to a condition of crisis holds, or, if ideational change has more importance than is ascribed to it by this framework. This will also enable us determined if the framework itself is robust, and fit for the purposes it was designed to perform — identifying the nature of policy change
Broadly tunable (440-670 nm) solid-state organic laser with disposable capsules
An innovative concept of thin-film organic solid-state laser is proposed,
with diffraction-limited output and a broad tuning range covering the visible
spectrum under UV optical pumping. The laser beam is tunable over 230 nm, from
440 to 670 nm, with a 3 nm full width at half maximum typical spectral width.
The structure consists of a compact fixed bulk optical cavity, a polymeric
intracavity etalon for wavelength tuning, as well as five different disposable
glass slides coated with a dye-doped polymer film, forming a very simple and
low-cost gain medium. The use of interchangeable/disposable "gain capsules" is
an alternative solution to photodegradation issues, since gain chips can be
replaced without realignment of the cavity. The laser lifetime of a single chip
in ambient conditions and without encapsulation was extrapolated to be around
107 pulses at a microjoule energy-per-pulse level
Immunization expands B cells specific to HIV-1 V3 glycan in mice and macaques.
Broadly neutralizing monoclonal antibodies protect against infection with HIV-1 in animal models, suggesting that a vaccine that elicits these antibodies would be protective in humans. However, it has not yet been possible to induce adequate serological responses by vaccination. Here, to activate B cells that express precursors of broadly neutralizing antibodies within polyclonal repertoires, we developed an immunogen, RC1, that facilitates the recognition of the variable loop 3 (V3)-glycan patch on the envelope protein of HIV-1. RC1 conceals non-conserved immunodominant regions by the addition of glycans and/or multimerization on virus-like particles. Immunization of mice, rabbits and rhesus macaques with RC1 elicited serological responses that targeted the V3-glycan patch. Antibody cloning and cryo-electron microscopy structures of antibody-envelope complexes confirmed that immunization with RC1 expands clones of B cells that carry the anti-V3-glycan patch antibodies, which resemble precursors of human broadly neutralizing antibodies. Thus, RC1 may be a suitable priming immunogen for sequential vaccination strategies in the context of polyclonal repertoires
