Prepared for Bioterrorism Events? A Study of the Grain and Oilseed Sector
One of the most crucial problems facing the U.S. economy is the possibility of a terrorist attack on its food sector. The implications can be profound for its stakeholders, who are highly dependent on this sector for their economic livelihood as well as their food supplies. The U.S. Bioterrorism Act of 2002 was enacted to improve the ability of the United States to prevent, prepare for and respond to bioterrorism and other public health emergencies. One of the important features of the U.S. Bioterrorism Act of 2002 is its emphasis on prevention, a change from prior legislation that focused on punishments after an incidence had occurred. The U.S. Bioterrorism Act does not address food safety issues in general; its focus is to prevent intentional contamination. The objective of this study was to assess the preparedness to potential bioterrorism in the grain and oilseed sector based on facility security expenditures and history of security breaches. The study was conducted as a research activity under the multistate project NC-1016 “Economic Assessment of Changes in Trade Arrangements, Bio-terrorism Threats and Renewable Fuels Requirements on the U.S. Grain and Oilseed Sector.” In addition to assessing preparedness, the study investigated the relationship between adoption of security measures and breaches in facility security. IMPACT OF THE 2002 BIOTERRORISM ACT ON THE NEW JERSEY FOOD INDUSTRY
This paper provides an overview of the four key sections of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, with regard to Administrative Detention (Section 303), Facilities Registration (Section 305), Records and Maintenance (Section 306), and Prior Notice of Food Imports (Section 307). The potential impacts of the Bioterrorism Act on the food industry are examined through qualitative analysis of industry submissions to the Food and Drug Administration (FDA) docket for each provision, and quantitatively through survey results, which were administered online by the Food Institute (FI) of Woodbridge, NJ and analyzed by Rutgers, Food Policy Institute (FPI). Of the four key sections from the Bioterrorism Act that most affect the food industry, stakeholders were surveyed on two sections, Prior notice of Food Imports and Facilities Registration. While survey responses reveal that many food firms are aware of pending Bioterrorism Act policies, few however, have taken action towards compliance. Facilities registration is touted as the least cumbersome in terms of compliance. Results indicate that 50 percent of food industry professionals surveyed were not aware that many food firms must register with the FDA by the 12 December 2003 deadline; and, 20 percent, while aware of the facilities registration deadline, have done nothing to prepare. Being unprepared for and subsequently complying with Bioterrorism Act rules is an overarching concern, which is apparent in both the survey results and docket summaries. Moreover, upon review of docket submissions to the FDA, it seems that food firms are generally sympathetic towards the need for increased food system security; however, the impact of the Bioterrorism Act can be both daunting and costly. NATIONAL SECURITY AND BIOTERRORISM: A U.S. PERSPECTIVE
My purpose is to consider how the events of September 11, 2001 have changed how we think about the world food system and the possibilities for agro-bioterrorism. I will divide them into three categories: direct threats to the world food system from agro-bioterrorism; market and development assistance disruptions arising from terrorist and anti-terrorist activity; and broader and longer term shifts in the political economy of international agriculture due to the emergence of a recognized global terrorist threat. I conclude that agro-bioterrorism is a real threat, but more to markets than to human health. Moreover, responses to this threat are likely to reinforce ongoing improvements in food inspection, identity preservation, and safety measures.Food Consumption/Nutrition/Food Safety,
Patients' request for and emergency physicians' prescription of antimicrobial prophylaxis for anthrax during the 2001 bioterrorism-related outbreak
BACKGROUND: Inappropriate use of antibiotics by individuals worried about biological agent exposures during bioterrorism events is an important public health concern. However, little is documented about the extent to which individuals with self-identified risk of anthrax exposure approached physicians for antimicrobial prophylaxis during the 2001 bioterrorism attacks in the United States. METHODS: We conducted a telephone survey of randomly selected members of the Pennsylvania Chapter of the American College of Emergency Physicians to assess patients' request for and emergency physicians' prescription of antimicrobial agents during the 2001 anthrax attacks. RESULTS: Ninety-seven physicians completed the survey. Sixty-four (66%) respondents had received requests from patients for anthrax prophylaxis; 16 (25%) of these physicians prescribed antibiotics to a total of 23 patients. Ten physicians prescribed ciprofloxacin while 8 physicians prescribed doxycycline. CONCLUSION: During the 2001 bioterrorist attacks, the majority of the emergency physicians we surveyed encountered patients who requested anthrax prophylaxis. Public fears may lead to a high demand for antibiotic prophylaxis during bioterrorism events. Elucidation of the relationship between public health response to outbreaks and outcomes would yield insights to ease burden on frontline clinicians and guide strategies to control inappropriate antibiotic allocation during bioterrorist events

Safeguarding the public\u27s health, safety, and security took on new meaning and urgency after the attacks on the World Trade Towers in New York and the Pentagon in Washington, D.C., on September 11, 2001. The subsequent intentional dispersal of anthrax through the U.S. postal system resulted in five confirmed deaths, hundreds treated, and thousands tested. Maize is heavily integrated into the fabric of billions of lives across the world. The United States has encouraged the growth of a massive maize monoculture through the usage of government subsidies. However, this presents issues for the United States since it has created a large monoculture that is threatened by natural disasters, pest infestation, and bioterrorism attacks. Additionally, the cheap nature of the monoculture has additional externalities. Examples include decimated maize production in Mexico, Central America, and developing countries, which has led to dependence on the United States crop and decreasing international food security
The Bioterrorism Act of the USA and international food trade: Evaluating WTO conformity and effects on bilateral imports
The September 11th event focused the world's attention on the threat of bioterrorism to the food chain. As a consequence, the U.S. implemented the Bioterrorism Act (BTA). These new administrative import rules will be evaluated regarding WTO conformity and trade impact. This analysis is based on an inventory approach systematizing the BTA, and a trade flow analysis. The BTA do not significantly deviate from WTO rules, however, the findings are driven by existing flexibility in international administrative import guidelines.
