Evaluation on Projects of Agricultural Automationand Electronization

一、 研究目的 (1) 了解農業生產自動化與電子化計畫執行情況 (2) 建立農業自動化與電子化計畫績效的可量化評估指標及指標值 (3) 衡量農業自動化與電子化計畫的執行績效 (4) 探討農業自動化與電子化的未來發展趨向 二、 研究架構 (1) 本計畫績效評估範圍,以民國87與88年度之計畫為主,共85項,其中農業生產27項,漁業生產20項,畜牧生產24項,農產品服務14項.在實際評估上,以每年每產業10個計畫為原則,不夠十個計畫者,則對全部計畫進行評估. (2) 聘請各組相關領域專家組成評估小組 (3) 計畫績效評估分成經濟效益、社會效益以及環境效益等三方面,每項效益評估需先建立主要項目評估指標,然後建立次要項目評估指標.每個次要項目評估指標需建立可數量化的準則. (4) 定期召開專家及相關政官員之評估指標訂定會議,建立評估準則及量化方法後,實地考察及評估. (5) 為提升下階段農業生產自動化與電子化績效之評估基礎,本次計畫績效評估需建立各次要項目指標值.例如每人生產量為多少等.因此在調查訪視時,應請計畫執行單位填報具體數量化資料,而調查問卷則需依此目的而設計. 三、 預期成果 (1) 瞭解農業生產自動化與電子化計畫的實施情況 (2) 建立農業生產自動化與電子化計畫績效的評估指標 (3) 衡量農業生產自動化與電子化計畫的執行績效.The urpose of this project: 1. Montioning the current situation fo Agricultural Automation and Electronization Projets. (AAE projects) 2. Set up quantifiable indicators to evaluate the benefits of AAE projects. 3. Evaluate the benefits with quantifiable indicators of the projects indcluded. 4. Delineate the future trend of the AAE projects. In order to accomplish the proejct purposes, the contents of this project area as follow: 1. The AAE projects are classified as four groups: agricultural production, fishery production, animal production, marketing and electronization. there are 10 projects be screening for project evaluation each year (only year 1998 and year 1999 are included) in each group, the total of 80 projects will be evaluated int he research. 2. The evaluation groups will be organized by each group leader. 3. The quantifiable indicators will be set up after full discussion among groups first and then within each group to test their applicability. 4. The research team will meet periodically to review all problems encountered. The expected results: 1. Set-up quantifiable indicators for measuring the benefit of the projects. 2. Based on the indicators, 40 AAE projects will be evaluated. 3. Based on the results of the projects benefit, the government can modified or strenthening the AAE projects for future years accordingly

Socio-Economic Impact of Transferring the Milkfish Hatchery Technology in Taiwan

虱目魚苗孵化深具高度資本與技術密集等 特性,它不但關係到對其他部門購買投入與涉 及到沿岸魚苗捕撈者的社經活動,同時亦關係 到虱目魚產業的產出市場活動與所得分配.本 研究嘗試以台灣的經驗來探討虱目魚孵化技術 移轉的社會經濟影響.主要的研究分成兩部分, 首先是探討虱目魚孵化技術移轉的因素市場效 果,其次是研究虱目魚苗人工孵化技術移轉的 產品市場效果.本研究的主要目的為:(1)了解虱 目魚苗(包括沿岸捕撈與人工孵化)的生產情況; (2)從因素投入市場探討虱目魚苗孵化技術的社 會經濟衝擊;(3)分析虱目魚的供給與需求情況; (4)從產品產出市場探討虱目魚苗孵化的社會經 濟影響
