A Case on Poverty of Third World under Globalization: An Analysis from the Global Justice Perspective

經濟全球化加劇了世界不平等現象，其中以貧富差距懸殊尤為嚴重，吾人看到全球化下第三世界之貧窮問題日益嚴重，且南北差距擴大，致使反全球化聲浪興起，甚至有反西方霸權心態出現。人類應該重視反思理性之能力，深刻關懷弱者、濟弱扶傾，透過國際援助及國際社會減貧策略尋求世界貧窮解決之道，此為當代值得關注的重要議題。本文主要以全球化及反全球化觀點探討第三世界貧窮問題，以全球正義之自由（基本人權之保護）、平等（貧富差距之探討）核心價值觀來重現人類之價值理性；全球正義是一種普世主義的道德觀，強調制度性的道德分析架構，打破傳統國家內部關係及國際間分割狀態，並以全球視角讓全世界公民，充分認識其道德境遇與責任。最後本文提出全球正義之實踐途徑，強調當今世界須藉全球民主社會和知識社會之形塑以及建構以文明對話為基礎，並仰賴宗教的啟發、教化與實踐，從內在價值之改變，改造社會人心，才能進而公正地反映在現實的政治、經濟操作，改善社會危機，達成全球共識，面對社會挑戰，如此全球正義才得以實踐。The economic globalization intensified the world inequalities, especially in the gap between the rich and the poor; the increasing poverty problem of the third world and the expanding disparity between the north and south caused the emergence of the counter-globalization voice and the anti-West hegemony perspective. The humanity should seriously reconsider the ability of the rational, show loving care for the weak, help the weak and the oppressed, and seek strategies to reduce poverty via the assistance from the international society. These urgent issues need immediate attention. This thesis, based on the viewpoints of globalization and counter-globalization, examined the third world poverty problem with the intention to show the core values of global justice—freedom (protection of the fundamental human rights) and equality (discussion of the gap between the rich and the poor)—so as to reconstruct the value of rationality. Global justice, a moral cosmopolitan principle, stresses the institutional moral analysis construction, breaks the internal relations in traditional country and the international division condition, and makes the world citizen with a global view understand their moral circumstances and responsibility fully. Finally, this thesis proposed that the practice approach of global justice is dependent on the formation of a global democratic community and a knowledge society which is based on the foundation of civilized dialogs, the inspiration, enlightenment and practice of religion, the change of the intrinsic value, and the transformation of people in the society, reflected fairly in the practical operation of politics and economy, so as to decrease society crisis, achieve global mutual recognition, and face the society challenges.
