CORROSION STUDY FOR THE EFFLUENT TREATMENT FACILITY (ETF) CHROME (VI) REDUCTANT SOLUTION USING 304 & 316L STAINLESS STEEL
The Effluent Treatment Facility has developed a method to regenerate spent resin from the groundwater pump and treat intercepting chrome(VI) plumes (RPP-RPT-32207, Laboratory Study on Regeneration of Spent DOWEX 21K 16-20 Mesh Ion Exchange Resin). Subsequent laboratory studies have shown that the chrome(VI) may be reduced to chrome(III) by titrating with sodium metabisulfite to an oxidation reduction potential (ORP) of +280 mV at a pH of 2. This test plan describes the use of cyclic potentiodynamic polarization and linear polarization techniques to ascertain the electrochemical corrosion and pitting propensity of the 304 and 316L stainless steel in the acidified reducing the solution that will be contained in either the secondary waste receiver tank or concentrate tank

Open Inflation With Scalar-tensor Gravity
The open inflation model recently proposed by Hawking and Turok is
investigated in scalar-tensor gravity context. If the dilaton-like field has no
potential, the instanton of our model is singular but has a finite action. The
Gibbons-Hawking surface term vanishes and hence, can not be used to make
nonzero. To obtain a successful open inflation one should introduce
other matter fields or a potential for the dilaton-like fields.Comment: 10 pages.1 figure. Some comments and references are improved. to be

H110alpha recombination-line emission and 4.8-GHz continuum emission in the Carina Nebula
We present results from observations of H110alpha recombination-line emission
at 4.874 GHz and the related 4.8-GHz continuum emission towards the Carina
Nebula using the Australia Telescope Compact Array. These data provide
information on the velocity, morphology and excitation parameters of the
ionized gas associated with the two bright HII regions within the nebula, Car I
and Car II. They are consistent with both Car I and Car II being expanding
ionization fronts arising from the massive star clusters Trumpler 14 and
Trumpler 16, respectively. The overall continuum emission distribution at 4.8
GHz is similar to that at lower frequencies. For Car I, two compact sources are
revealed that are likely to be young HII regions associated with triggered star
formation. These results provide the first evidence of ongoing star formation
in the northern region of the nebula. A close association between Car I and the
molecular gas is consistent with a scenario in which Car I is currently carving
out a cavity within the northern molecular cloud. The complicated kinematics
associated with Car II point to expansion from at least two different centres.
All that is left of the molecular cloud in this region are clumps of dense gas
and dust which are likely to be responsible for shaping the striking morphology

A radium assay technique using hydrous titanium oxide adsorbent for the Sudbury Neutrino Observatory
As photodisintegration of deuterons mimics the disintegration of deuterons by
neutrinos, the accurate measurement of the radioactivity from thorium and
uranium decay chains in the heavy water in the Sudbury Neutrino Observatory
(SNO) is essential for the determination of the total solar neutrino flux. A
radium assay technique of the required sensitivity is described that uses
hydrous titanium oxide adsorbent on a filtration membrane together with a
beta-alpha delayed coincidence counting system. For a 200 tonne assay the
detection limit for 232Th is a concentration of 3 x 10^(-16) g Th/g water and
for 238U of 3 x 10^(-16) g U/g water. Results of assays of both the heavy and
light water carried out during the first two years of data collection of SNO

Improved Effective Potential in Curved Spacetime and Quantum Matter - Higher Derivative Gravity Theory
\noindent{\large\bf Abstract.} We develop a general formalism to study the
renormalization group (RG) improved effective potential for renormalizable
gauge theories ---including matter--gravity--- in curved spacetime. The
result is given up to quadratic terms in curvature, and one-loop effective
potentials may be easiliy obtained from it. As an example, we consider scalar
QED, where dimensional transmutation in curved space and the phase structure of
the potential (in particular, curvature-induced phase trnasitions), are
discussed. For scalar QED with higher-derivative quantum gravity (QG), we
examine the influence of QG on dimensional transmutation and calculate QG
corrections to the scalar-to-vector mass ratio. The phase structure of the
RG-improved effective potential is also studied in this case, and the values of
the induced Newton and cosmological coupling constants at the critical point
are estimated. Stability of the running scalar coupling in the Yukawa theory
with conformally invariant higher-derivative QG, and in the Standard Model with
the same addition, is numerically analyzed. We show that, in these models, QG
tends to make the scalar sector less unstable.Comment: 23 pages, Oct 17 199
Quantum Creation of an Open Inflationary Universe
We discuss a dramatic difference between the description of the quantum
creation of an open universe using the Hartle-Hawking wave function and the
tunneling wave function. Recently Hawking and Turok have found that the
Hartle-Hawking wave function leads to a universe with Omega = 0.01, which is
much smaller that the observed value of Omega > 0.3. Galaxies in such a
universe would be about light years away from each other, so the
universe would be practically structureless. We will argue that the
Hartle-Hawking wave function does not describe the probability of the universe
creation. If one uses the tunneling wave function for the description of
creation of the universe, then in most inflationary models the universe should
have Omega = 1, which agrees with the standard expectation that inflation makes
the universe flat. The same result can be obtained in the theory of a
self-reproducing inflationary universe, independently of the issue of initial
conditions. However, there exist two classes of models where Omega may take any
value, from Omega > 1 to Omega << 1.Comment: 23 pages, 4 figures. New materials are added. In particular, we show
