    Establishing Croatiaā€™s lifelong career guidance service

    On July 1st 2013, Croatia became the 28th member state of the European Union. One requirement for Croatiaā€™s accession to the EU was the establishment of comprehensive life-long career guidance (LLCG) provision. In 2011, the Croatian Employment Service, the traditional provider of career guidance services to the unemployed, embarked on a programme to establish eight public facing pilot LLCG centres funded through EU transition funding. This article uses the results of an early evaluation of the new LLCG centres undertaken at the end of the pilot stage to explore the inter-relationship between this EU imperative and the policy and practice developments required to establish LLCG in a post-conflict and post command economy emerging EU country

    Hrvatski zavod za zapoÅ”ljavanje prepoznao je važnost razvoja poduzetničke kompetencije putem razvoja vjeÅ”tina upravljanja karijerom (engl. career management skills - CMS). Razvoj CMS-a najvećim se dijelom potiče kroz usluge profesionalnog usmjeravanja učenika i studenata, osobito kroz usluge profesionalnog grupnog savjetovanja i informiranja nezaposlenih osoba/ tražitelja zaposlenja. Model cjeloživotnog profesionalnog usmjeravanja, koji provodi Zavod, prati relevantne europske strategije i smjernice u području obrazovanja, zapoÅ”ljavanja i upravljanja karijerom, a osnova mu je partnerski i multidisciplinarni pristup koji uključuje strateÅ”ka planiranja, mjere i aktivnosti koje se provode u suradnji sa svim dionicima tržiÅ”ta rada, na nacionalnoj, regionalnoj i lokalnoj razini. Posebno priznanje Republici Hrvatskoj i Hrvatskom zavodu za zapoÅ”ljavanje jest status punopravne članice u Europskoj mreži politika cjeloživotnog profesionalnog usmjeravanja (ELGPN), pri čemu je Hrvatski zavod za zapoÅ”ljavanje imenovan nacionalnim koordinatorom aktivnosti Mreže u politici profesionalnog usmjeravanja i razvoju sustava.The Croatian Employment Service (CES) has recognized the importance of entrepreneurial competence development through development of career management skills (abbr. CMS). The CMS development has been for the most part encouraged through career guidance services for pupils and students, and especially through the services of professional group counselling and informing of unemployed persons/job seekers. The lifelong career guidance model, which is implemented by the CES, is in line with the relevant European strategies and guidelines in the area of education, employment and career management. The basis of this model is a partnership and multidisciplinary approach which integrates strategic planning, measures and activities which are carried out in collaboration with all labour market stakeholders at the national, regional and local level. Full membership in the European Lifelong Guidance Policy Network (abbr. ELGPN) represents a special acknowledgement to the Republic of Croatia and Croatian Employment Service, whereby the Croatian Employment Service has been appointed as national co-ordinator for the Network activities in the area of career guidance policy and system development
