Coupled Riccati equations for complex plane constraint
A new Linear Quadratic Gaussian design method is presented which provides prescribed imaginary axis pole placement for optimal control and estimation systems. This procedure contributes another degree of design freedom to flexible spacecraft control. Current design methods which interject modal damping into the system tend to have little affect on modal frequencies, i.e., they predictably shift open plant poles horizontally in the complex plane to form the closed loop controller or estimator pole constellation, but make little provision for vertical (imaginary axis) pole shifts. Imaginary axis shifts which reduce the closed loop model frequencies (the bandwidths) are desirable since they reduce the sensitivity of the system to noise disturbances. The new method drives the closed loop modal frequencies to predictable (specified) levels, frequencies as low as zero rad/sec (real axis pole placement) can be achieved. The design procedure works through rotational and translational destabilizations of the plant, and a coupling of two independently solved algebraic Riccati equations through a structured state weighting matrix. Evidence for the Galactic X-ray Bulge II
A mosaic of 5 \ros~PSPC pointed observations in the Galactic plane
() reveals X-ray shadows in the keV band cast by
distant molecular clouds. The observed on-cloud and off-cloud X-ray fluxes
indicate that % and % of the diffuse X-ray background in this
direction in the \tq~keV and 1.5 keV bands, respectively, originates behind the
molecular gas which is located at 3 kpc from the Sun. The implication of
the derived background X-ray flux beyond the absorbing molecular cloud is
consistent with, and lends further support to recent observations of a Galactic

Reliability of Standardized Assessment for Adults who are Deafblind
This study assessed the reliability of the interRAI Community Health Assessment (interRAI CHA) and Deafblind Supplement (DbS). The interRAI CHA and DbS represents a multidimensional, standardized assessment instrument for use with adults (18 and older) who are deafblind. The interrater reliability of the instrument was tested through the completion of dual assessments with 44 individuals who were deafblind in the province of Ontario, Canada. Overall, nearly 50% of items had a kappa value of at least 0.60, indicating fair to substantial agreement for these items. Several items related to psychosocial well-being, mood, and sense of involvement had kappa scores of less than 0.40. However, among these items with low kappa values, most (78%) showed at least 70% agreement between the two assessors. The internal consistency of several health subscales, embedded within the assessment, was also very good and ranged from 0.63 to 0.93. The interRAI was also very good and ranged from 0.63 to 0.93. The interRAI CHA and DbS represents a reliable instrument for assessing adults with deafblindness to better understand their needs, abilities, and preferences
Stringent Constraint on Galactic Positron Production
The intense 0.511 MeV gamma-ray line emission from the Galactic Center
observed by INTEGRAL requires a large annihilation rate of nonrelativistic
positrons. If these positrons are injected at even mildly relativistic
energies, higher-energy gamma rays will also be produced. We calculate the
gamma-ray spectrum due to inflight annihilation and compare to the observed
diffuse Galactic gamma-ray data. Even in a simplified but conservative
treatment, we find that the positron injection energies must be

Waterbird monitoring and habitat association modeling to inform tidal marsh restoration in an urbanized estuary
The San Francisco Bay (SFB), like many other urbanized estuaries, is a critical wintering and stop-over area for migratory waterbirds. More than a million wintering waterbirds annually rely on a mosaic of natural and managed habitats in SFB, including former salt ponds. The South Bay Salt Pond Restoration Project plans restore 50 to 90% of a 6,100 hectare former salt production pond complex to tidal marsh, while maintaining the rest as foraging and roosting areas for migratory birds. Since 2002, we have evaluated migratory waterbird use of pre- and post-restoration salt ponds in south SFB. Our approach has been to use monthly surveys, applied studies and modeling to evaluate avian response to this changing habitat. Trend analyses indicate that overall waterbird numbers have nearly doubled across the complex from 2003-2014. Dabbling ducks increased significantly during initial phases of the project, while diving ducks, small and medium shorebird abundances declined initially, but rebounded in recent years. We modeled relationships between abundances of multiple species and habitat characteristics at both landscape and micro-scales. Modeling results suggest that the importance of different habitat characteristics varies among waterbird guilds. For example, foraging diving duck abundances were higher in deep, un-breached ponds, located close to the edge of SFB, while foraging small shorebirds predominated in shallow, breached ponds containing islands. Our research highlights important habitat characteristics both within and across wetland areas, and provides a unique opportunity to guide future management and restoration decisions for multiple species across large landscapes in SFB and other urbanized estuaries
Lattice vibrations of BeO
Parts of the dispersion relations for BeO have been measured. These relations are for waves moving in the [100] direction with their polarization vectors in the (0001) plane. The initial slopes of the measured acoustical branches agree with those obtained from ultrasonics. Branch intercepts at the zone centers of 84 meV (1.27 x 1013 rad/sec) and possibly 5 meV (8 x 1012 rad/sec) were found. The dispersion relations are correlated with infrared. An objective framework to test the quality of candidate indicators of good environmental status
Large efforts are on-going within the EU to prepare the Marine Strategy Framework Directive's (MSFD) assessment of the environmental status of the European seas. This assessment will only be as good as the indicators chosen to monitor the 11 descriptors of good environmental status (GEnS). An objective and transparent framework to determine whether chosen indicators actually support the aims of this policy is, however, not yet in place. Such frameworks are needed to ensure that the limited resources available to this assessment optimize the likelihood of achieving GEnS within collaborating states. Here, we developed a hypothesis-based protocol to evaluate whether candidate indicators meet quality criteria explicit to the MSFD, which the assessment community aspires to. Eight quality criteria are distilled from existing initiatives, and a testing and scoring protocol for each of them is presented. We exemplify its application in three worked examples, covering indicators for three GEnS descriptors (1, 5, and 6), various habitat components (seaweeds, seagrasses, benthic macrofauna, and plankton), and assessment regions (Danish, Lithuanian, and UK waters). We argue that this framework provides a necessary, transparent and standardized structure to support the comparison of candidate indicators, and the decision-making process leading to indicator selection. Its application could help identify potential limitations in currently available candidate metrics and, in such cases, help focus the development of more adequate indicators. Use of such standardized approaches will facilitate the sharing of knowledge gained across the MSFD parties despite context-specificity across assessment regions, and support the evidence-based management of European seas
The W51 Giant Molecular Cloud
We present 45"-47" angular resolution maps at 50" sampling of the 12CO and
13CO J=1-0 emission toward a 1.39 deg x 1.33 deg region in the W51 HII region
complex. These data permit the spatial and kinematic separation of several
spectral features observed along the line of sight to W51, and establish the
presence of a massive (1.2 x 10^6 Mo), large (83 pc x 114 pc) giant molecular
cloud (GMC), defined as the W51 GMC, centered at (l,b,V) = (49.5 deg, -0.2 deg,
61 km/s). A second massive (1.9 x 10^5 Mo), elongated (136 pc x 22 pc)
molecular cloud is found at velocities of about 68 km/s along the southern edge
of the W51 GMC. Of the five radio continuum sources that classically define the
W51 region, the brightest source at lambda 6cm (G49.5-0.4) is spatially and
kinematically coincident with the W51 GMC and three (G48.9-0.3, G49.1-0.4, and
G49.2-0.4) are associated with the 68 km/s cloud. Published absorption line
spectra indicate that the fifth prominent continuum source (G49.4-0.3) is
located behind the W51 molecular cloud. The W51 GMC is among the upper 1% of
clouds in the Galactic disk by size and the upper 5-10% by mass. While the W51
GMC is larger and more massive than any nearby molecular cloud, the average H2
column density is not unusual given its size and the mean H2 volume density is
comparable to that in nearby clouds. The W51 GMC is also similar to other
clouds in that most of the molecular mass is contained in a diffuse envelope
that is not currently forming massive stars. We speculate that much of the
massive star formation activity in this region has resulted from a collision

Thermal noise limitations to force measurements with torsion pendulums: Applications to the measurement of the Casimir force and its thermal correction
A general analysis of thermal noise in torsion pendulums is presented. The
specific case where the torsion angle is kept fixed by electronic feedback is
analyzed. This analysis is applied to a recent experiment that employed a
torsion pendulum to measure the Casimir force. The ultimate limit to the
distance at which the Casimir force can be measured to high accuracy is
discussed, and in particular the prospects for measuring the thermal correction
