    SCHOOL LUNCH PROGRAMS AND THE AMERICAN DIET: EXPLORING A CONTESTED FOOD TERRAIN

    This study examines the social actors and issues involved in constructing and contesting the National School Lunch Program (NSLP), in order to identify whose interests are involved in shaping an institution which transmits dietary habits and food knowledge to the nation’s children through the mid day meal. For the historical analysis, I collected data from historical accounts of the NSLP, congressional hearings, laws, and newspaper articles. For the contemporary analysis, I interviewed 15 actors representing organizations key to federal NLSP policy making. To frame my analysis, I utilize a model of power, based on the work of Arts and Van Tatenhove (2004), and the work of Burstein (1991), who describes issue creation and movement in policy domains. The key findings of this study are that actors with the most financial resources (e.g. the food industry) do not automatically achieve their interests in the policy making process. In fact, at key times of contestation, economically powerful actors form alliances and adjust their agenda in reaction to the use of other forms of power by economically weaker actors. This information can help economically weaker actors (e.g. the farm to school movement) understand how to increase their influence in the policy domain

    Alternative Food Networks and Food Provisioning as a Gendered Act

    Alternative food networks (AFNs) are exemplified by organic, Fair Trade and local foods, and promote forms of food provisioning that are ‘corrective’ to conventional agriculture and food (agrifood) systems. Despite enthusiasm for AFNs, scholars have increasingly interrogated whether inequalities are perpetuated by AFN’s. Reproductions of gender inequality in AFNs, particularly at the level of consumption, has often been left empirically unexamined, however. This is problematic given that women continue to be predominately responsible for food provisioning in the U.S., and that this responsibility can lead to negative physical, psychological and social outcomes. Using quantitative methods and data from the 2012 Ohio Survey of Food, Agriculture, and Environmental Issues, this paper examines the extent to which gender inequality in the division of labor is reproduced in AFNs by focusing on the potential persistence of gender inequality in food provisioning among AFN participants. Finding suggest that among AFN participants, particularly those utilizing local food systems, women, compared to men, remain predominately responsible for food provisioning, spend more time in food provisioning, and engage in more food provisioning from scratch. This research confirms that food provisioning remains a gendered act amongst AFN participants, calling attention to the persistence of gender inequality in AFNs. The paper concludes by suggesting that AFN’s are positioned as a place to create change, albeit small scale, in the gendered division of household labor in the U.S., and provides some practical suggestions for how this might occur

    Assessment of Risk Factors for Health Disparities among Latina Farm Workers

    Purpose/Background: Latina farm workers may experience a unique intersection of social and environmental factors that are known to affect health and well-being. The disadvantages inherent in their gender, race and social class may be compounded by their immigration status, rural location and the hazards of farm work. We propose to identify the most critical risk factors for poor health facing this underserved and understudied population. Materials & Methods: Our study uses a mixed-methods approach that combines qualitative data from focus groups (n=3 groups of 10 participants each) and semi-structured interviews (n=15) with quantitative and qualitative survey data (n=100) and biological monitoring (n=45). The study includes six domains of inquiry: sociodemographics, food security and food access, housing conditions, social isolation, access to medical care and occupational hazards. Urinary biomonitoring is used to assess exposure to common agricultural pesticides. Results: All study participants identify as Latina or Hispanic and, among those recruited to date (n=25), range in ages from 25 to 71 and report an average of 12 years working in agriculture. While sample and data collection is in progress, preliminary analysis indicate that these participants spend an average of 7.5 months per year employed in agricultural work.Participants report working with a range of crops common in Southern Idaho, including onions, sugarbeets, peas, corn, grapes, and hops. More than 25% of the study participants report that their employers do not provide water, cups and hand washing facilities on a daily basis. Participants report use of backpack and air blast sprayers, and approximately one-third report receiving training from their employers on the use of pesticides. Discussion/Conclusion: This research will assess the prevalence of social and environmental risk factors among Latina farm workers using an interdisciplinary approach that combines surveys, in-depth interviews and focus groups, biological monitoring and field observations

    Rural and Urban Difference in the Acceptance of Alternative Water Management Strategies: Case Study of Idaho Residents

    Idaho is one of the fastest-growing states in the US. The stressors of population growth and climate change are increasing the strain on its water resources, emphasizing the need for water management strategies. Public support, however, can vary by a range of factors, including geography. This study aims to assess the rural and urban distinctions of support for water resource management. In 2014, 401 people from Idaho’s general public responded to an online survey, with 375 of the respondents georeferenced into three groups: urban areas; urban clusters (small towns); and rural. The responses showed similarities in support among the groups; however, there were some notable differences. Water conservation received the most support for all groups, but there was a significant difference around land use regulations. The majority of respondents supported land use regulations, with urban clusters having the highest level of support. These findings can assist water managers throughout the United States with respect to recognizing public preferences in different geographies of residence

    Understanding Arguments to Protect Farmland in Idaho: Innovative Solutions and Community Insights to Drive Policy Change

    Between Spring 2022 and Spring 2023, a team of researchers at Boise State University conducted interviews with people involved in farmland protection efforts. Our goal was to understand how interviewees frame the issue of farmland loss. Frames can draw attention to an issue, contextualize decision-making, and influence the policy solutions considered. Through a frame analysis, we gained a clearer understanding of potential approaches for farmland protection in Idaho. We conducted 10 semi-structured interviews with individuals representing government agencies, academic institutions, land trusts, non-profit organizations, and farmers. After conducting the interviews, we analyzed the transcripts in a systematic manner to identify recurring message frames pertaining to farmland loss. The analysis process enabled us to map these frames onto potential policy solutions applicable to Idaho. Our report outlines the advantages and disadvantages of each frame and pinpoints which ones are likely to resonate with specific groups. Our research revealed a diverse range of frames used to address farmland protection, with many interviewees citing multiple frames. The domestic food security, regional economy, and national/global trade frames are expected to have broad appeal, while the national security and environmental benefits frames may appeal to more specific audiences. The threatened resource and cultural importance frames are likely to resonate with those valuing tradition. We identified a variety of solutions, such as agricultural protection areas, support for rural economies, promotion of regenerative agriculture, and expansion of Idaho\u27s Right to Farm Act protections. Our findings underscore the importance of diverse, flexible, and responsive solutions to improve the feasibility of farmland protection in Idaho. We hope that our work will provide a solid basis for future efforts aimed at preserving Idaho\u27s farmland

    Measurement of Urinary Pesticide Biomarkers Among Latina Farmworkers in Southwestern Idaho

    Background Women who work in agriculture may have greater risk of pesticide exposure than men who share this occupation. Despite an increase in the fraction of the agricultural workforce comprised by women, few studies have characterized pesticide exposure in the USA with a focus on among these workers. Objective This pilot study aimed to describe pesticide exposure in a cohort of Latina farmworkers in farming communities in southwestern Idaho. Methods We collected urine samples from 29 Latina farmworkers, which were analyzed for 11 pesticide biomarkers. We evaluated the effect of pesticide spray season on urinary biomarker levels, and explored the effect of self-reported status as a pesticide handler on measured exposures. Results No significant differences were found between biomarker levels in samples collected during the nonspray and spray seasons. We observed 11 extreme outlying values in samples collected during the pesticide spray season. The most extreme outlying values (MDA: 51.7 ng/mL; 3-PBA: 11.8 ng/mL; trans-DCCA: 23.4 ng/mL; and 2,4-D: 31.1 ng/mL) were all provided during the spray season by women who reported loading, mixing or applying pesticides. Conclusions These results provide suggestive evidence that Latina farmworkers who handle pesticides during the spray season may be at an increased risk of exposure to organophosphate and pyrethroid insecticides, as well as the herbicide 2,4- D. We recommend that future research into pesticide exposures among farmworkers should include particular focus on this group

    Examination of Urinary Pesticide Concentrations, Protective Behaviors, and Risk Perceptions Among Latino and Latina Farmworkers in Southwestern Idaho

    Introduction: Studies have documented high levels of pesticide exposure among men farmworkers; however, few have examined exposures or the experiences of women farmworkers. Data gaps also exist regarding farmworkers’ perceived risk and control related to pesticides, information that is critical to develop protective interventions. Objective: We aimed to compare urinary pesticide biomarker concentrations between Latino and Latina farmworkers and examine associations with occupational characteristics, risk perceptions, perceived control, and protective behaviors. Methods: We enrolled a convenience sample of 62 farmworkers (30 men and 32 women) during the pesticide spray season from April–July 2022 in southwestern Idaho. Participants were asked to complete two visits within a seven-day period; at each visit, we collected a urine sample and administered a questionnaire assessing demographic and occupational information. Urine samples were composited and analyzed for 17 biomarkers of herbicides and of organophosphate (OP) and pyrethroid insecticides. Results: Ten pesticide biomarkers (TCPy, MDA, PNP, 3-PBA, 4-F-3-PBA, cis- and trans-DCCA, 2,4-D, Glyphosate, AMPA) were detected in \u3e80% of samples. Men and women had similar urinary biomarker concentrations (p = 0.19–0.94); however, women worked significantly fewer hours than men (p = 0.01), wore similar or greater levels of Personal Protective Equipment (PPE), and were slightly more likely to report having experienced an Acute Pesticide Poisoning (26% of women vs. 14% of men; p = 0.25). We observed inconsistencies in risk perceptions, perceived control, and protective behaviors among men. Discussion: Our study is one the first to examine pesticide exposure and risk perceptions among a cohort of farmworkers balanced on gender. Taken with previous findings, our results suggest that factors such as job tasks, biological susceptibility, or access to trainings and protective equipment might uniquely impact women farmworkers’ exposure and/or vulnerability to pesticides. Women represent an increasing proportion of the agricultural workforce, and larger studies are needed to disentangle these findings

    Receiving Assistance and Local Food System Participation

    A body of literature has noted that local food systems (LFSs) may not involve active participation by individuals with lower incomes. This is, in part, a function of racial and class hegemony, as well as physical and financial accessibility of LFSs. LFS institutions, such as farmers’ markets, have been working to facilitate receipt of food assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP). Charitable assistance programs, such as food banks, have also been actively working to engage in LFSs, for example, by making local foods available. However, little research has explored the role that receiving public or charitable assistance can play in influencing LFS participation. In this article, I utilize quantitative and qualitative data collected from across the state of Ohio to examine the relationship between receiving assistance and LFS participation for women, who remain predominately responsible for food provisioning in the U.S., including among those who participate in LFSs. Quantitative results suggest that receiving assistance can increase participation in LFSs. Qualitative data provides more nuanced information about the importance of food assistance for women who want to participate in LFSs, and suggest that it is essential that food cooperatives and farmers’ markets are equipped to receive food assistance programs, such as SNAP, in order for women with lower incomes to participate in LFSs

The chapter is a critical reflection on processes by which ideas and coalitions can gain a foothold in policy processes to make a positive difference. In her analysis of the role of agency, she examines the recent case of the integration of farm-to-school (FTS) into the National School Lunch Program (NSLP) in the United States. Beyond the modest new national policy commitments to local food, the case brings our attention back to the state as a potentially important domain of struggle and innovation in efforts to respond to social problems

    Alternative Food Networks and the Labor of Food Provisioning: A Third Shift?

    Scholars have increasingly examined the sphere of consumption in alternative food networks (AFNs). However, research has largely overlooked women\u27s experiences as food provisioners. This is problematic, as AFNs prescribe practices that could be expanding women\u27s food provisioning labor. This article addresses this gap in the literature by examining how the physical labor of food provisioning varies for women engaged in AFNs relative to those not engaged in AFNs, and how diverse AFNs as well as socioeconomic status (SES) influence the labor of food provisioning for women engaged in AFNs. Using data from the 2012 Ohio Survey of Food, Agriculture and Environmental Issues, I demonstrate that women engaged in AFNs, relative to women not engaged in AFNs, exert more physical labor in food provisioning, that prioritizing local food systems involves more physical labor than prioritizing organic foods, and that women with lower household incomes who prioritize organic foods exert greater physical labor in food provisioning than women with higher incomes who prioritize organic foods. I conclude by arguing that women who prioritize local food systems are engaging in a third shift and that greater attention should be paid to the role of SES in shaping women\u27s experiences as food provisioners in AFNs
