Changes in the vector of industrial policy and possibilities for the innovative development of the industrial regions
In the present paper, reasons for the increased interest in industrial policy in both developed and developing countries are explained. The systematisation of the results of the development of Russian industry from 1989 to 2014 showed a lack of systematic selection of its priorities, preventing the formation of a strategic vector of industrial policy. The target diversity of the industrial policy is established at the different economic development stages of the country. In the context of economic sanctions against Russia, it is shown that the emergence of a new industrial policy vector is connected to the need for import substitution and concomitant changes in the development model of the domestic economy. The dynamics and characteristics of the industrial development area are shown by the example of a highly developed region like the Central Urals. The total level of organisational innovation activity continues to be low and composes only 12%, although in the manufacturing sector this index is higher than the regional economy index by four absolute percentage points. The industrial policy of the Central Urals is analysed and innovation drivers of the industrial sector of the regional economy are established. The possibilities of the defence, civil engineering, mining, chemical/pharmaceutical and forestry complexes of the Sverdlovsk Region to implement its import substitution policy are explained. The most significant investment projects that will reduce the import dependence of the regional economy are presented. The possibilities of the research sector and created innovation infrastructure of the region in solving this problem are shown. Variability Profiles of Millisecond X-Ray Pulsars: Results of Pseudo-Newtonian 3D MHD Simulations
We model the variability profiles of millisecond period X-ray pulsars. We
performed three-dimensional magnetohydrodynamic simulations of disk accretion
to millisecond period neutron stars with a misaligned magnetic dipole moment,
using the pseudo-Newtonian Paczynski-Wiita potential to model general
relativistic effects. We found that the shapes of the resulting funnel streams
of accreting matter and the hot spots on the surface of the star are quite
similar to those for more slowly rotating stars obtained from earlier
simulations using the Newtonian potential. The funnel streams and hot spots
rotate approximately with the same angular velocity as the star. The spots are
bow-shaped (bar-shaped) for small (large) misalignment angles. We found that
the matter falling on the star has a higher Mach number when we use the
Paczynski-Wiita potential than in the Newtonian case.
Having obtained the surface distribution of the emitted flux, we calculated
the variability curves of the star, taking into account general relativistic,
Doppler and light-travel-time effects. We found that general relativistic
effects decrease the pulse fraction (flatten the light curve), while Doppler
and light-travel-time effects increase it and distort the light curve. We also
found that the light curves from our hot spots are reproduced reasonably well
by spots with a gaussian flux distribution centered at the magnetic poles. We
also calculated the observed image of the star in a few cases, and saw that for
certain orientations, both the antipodal hot spots are simultaneously visible,

terms of degenerate tight binding model using random phase approximation. The

the on-site Coulomb interaction between the holes in different orbitals and

VHF scintillations, orientation of the anisotropy of F-region irregularities and direction of plasma convection in the polar cap
Scintillation data recorded at the polar cap station Barentsburg are shown to occasionally exhibit two or more peaks in the latitudinal profiles of the amplitude dispersion. Comparison with concurrent SuperDARN radar convection maps indicates that multiple peaks occur when Barentsburg is located within the area of strong changes in the plasma flow direction. When parameters of the ionospheric irregularities are inferred from the scintillation data, the orientation of the irregularity anisotropy in a plane perpendicular to the magnetic field is found to coincide well with the <I><b>E</b></I>&times;<I><B>B</B></I> flow direction, individually for each peak of the scintillation data. The differences were found to be mostly less than 20&deg; for a data set comprised of 104 events. The conclusion is made that analysis of scintillation data allows one to infer the direction of plasma flow with a certain degree of detail
Orientation of the cross-field anisotropy of small-scale ionospheric irregularities and direction of plasma convection
The relationship between the orientation of the small-scale ionospheric irregularity anisotropy in a plane perpendicular to the geomagnetic field and the direction of plasma convection in the F region is investigated. The cross-field anisotropy of irregularities is obtained by fitting theoretical expectations for the amplitude scintillations of satellite radio signals to the actual measurements. Information on plasma convection was provided by the SuperDARN HF radars. Joint satellite/radar observations in both the auroral zone and the polar cap are considered. It is shown that the irregularity cross-field anisotropy agrees quite well with the direction of plasma convection with the best agreement for events with quasi-stationary convection patterns
Battle of Stalingrad in the diaries of junior lieutenant Rudnitsky
The authors of the article examine the events of the Battle of Stalingrad through the prism of the diary entries of Junior Lieutenant Z.S. Rudnitsky. The authors set themselves a number of tasks for revealing the topic: to show the role of air defense and its contribution to the victory at Stalingrad; evaluate the level of material and technical supply of the Red Army, evaluate the value of front-line diaries as a historical source. The relevance of this topic is explained by the need to understand the processes that resulted in the greatest military victory of World War II, as well as the increased interest in diaries as a historical source, which researchers attribute to the so-called soft communicative memory. The novelty of the study is the introduction into the scientific circulation of a previously unknown source the front-line diary of Z.S. Rudnitsky, which he led throughout the battle of Stalingrad. The value of the present source lies in the display of direct perception of the war through the eyes of a young nineteen-year-old lieutenant. Working with the materials of diary entries allowed to deepen our ideas about supplying and arming the defenders of Stalingrad, their moral condition, domestic problems. The study was carried out as part of the problem field of memory studies using retrospective, comparative historical, interdisciplinary methods.
Based on an analysis of everyday life of the front lieutenant Rudnitsky, who fought on the Stalingrad front as part of the 303 artillery-anti-aircraft regiment, it was concluded that the daily military feat of the anti-aircraft gunners made it possible to block the sky over the city for German aviation, especially during the counteroffensive. The value of this feat becomes even more obvious against the background of an extremely difficult state and a lack of machinery, equipment, household inconveniences. It is concluded that it is necessary to introduce into the scientific circulation diaries that significantly expand the range of historical sources
The Phenomenon of Interactive Regional Television Programs with the Participation of Authorities

Нарастающее давление государственной пропаганды на федеральных каналах привело к отчуждению общества, которое лишено возможности участвовать в обсуждении актуальных вопросов на равных с властью. Регулярный публичный дискурс сегодня возможен только в региональном эфире. Цель автора — изучить локальные интерактивные проекты в аспекте их социальной значимости и коммуникативной результативности. Проведен анализ программ областных, краевых и республиканских телекомпаний, вещающих в первом цифровом мультиплексе. Методы сравнительно-сопоставительного анализа, наблюдения и систематизации, а также диалектико-логический подход позволили определить факторы, влияющие на появление проектов с обратной связью в региональном эфире, а также закономерности, объясняющие их отсутствие. На основании итоговых данных были сделаны выводы об определяющей роли интерактивных программ в построении эффективной коммуникации «власть — ТВ — общество» и о том, что местные выпуски, организующие диалог чиновника и аудитории, способствуют развитию демократических процессов в субъектах РФ. Подобное исследование и его результаты в научной литературе представляются впервые.The article is devoted to the study of interactive regional television programs based on the dialogue “official — audience”. The growing pressure of state propaganda on federal channels has led to the alienation of society, which is deprived of the opportunity to participate in the discussion of topical issues “on an equal footing” with the authorities. Regular public discourse today is possible only on the regional air. The goal was to study local interactive projects in terms of their social significance and communicative effectiveness. The analysis of the programs of regional and republican television companies broadcasting in the first digital multiplex was carried out. The methods of comparative analysis, observation and systematization, as well as dialectical and logical approach, made it possible to determine the factors influencing the appearance of projects with feedback on the regional air, as well as the patterns that explain their absence. The final data allowed us to come to the conclusion about the decisive role of interactive programs in building effective communication “authority — TV — society” and substantiate the conclusion that local issues that organize the dialogue between the official and the audience contribute to the development of democratic processes in the subjects of the Russian Federation. Such a study and its results are presented in the scientific literature for the first time
An axis-free overset grid in spherical polar coordinates for simulating 3D self-gravitating flows
A type of overlapping grid in spherical coordinates called the Yin-Yang grid
is successfully implemented into a 3D version of the explicit Eulerian
grid-based code PROMETHEUS including self-gravity. The modified code
successfully passed several standard hydrodynamic tests producing results which
are in very good agreement with analytic solutions. Moreover, the solutions
obtained with the Yin-Yang grid exhibit no peculiar behaviour at the boundary
between the two grid patches. The code has also been successfully used to model
astrophysically relevant situations, namely equilibrium polytropes, a
Taylor-Sedov explosion, and Rayleigh-Taylor instabilities. According to our
results, the usage of the Yin-Yang grid greatly enhances the suitability and
efficiency of 3D explicit Eulerian codes based on spherical polar coordinates

Trematode fauna of fish inhabiting reservoirs of the European part of Russia
The purpose of the research is an ecological and faunal analysis of trematodes in fish inhabiting reservoirs of the European part of Russia.Materials and methods. Helminthological studies were conducted in 23 reservoirs of the European part of Russia from 2011 to 2021. The fish aged two to seven years were analyzed by methods generally accepted in ichthyoparasitology.Results and discussion. Twelve fish species from families Cyprinidae, Percidae, Esocidae and Odontobutidae were found to be infected with 29 trematode species from 14 genera which were represented by 68.9% of metacercariae. Most trematodes had a wide specificity: Tylodelphys clavata was found in 9 fish species; Diplostomum spathaceum and Paracoenogonimus ovatus in 7 species and Apophallus muehlingi in 6 species. The expanded host range for T. podicipina was observed. A. muehlingi, which is an alien species for the Volga-Caspian fisheries basin was identified in most reservoirs. Trematodes by their prevalence in reservoirs are divided into background (5 species), common (6), rare (8) and very rare (10) trematodes. Trematode fauna of fish in reservoirs included 6 to 16 species. The highest species diversity was detected in the Belgorod (16 species), Yakhroma (13 species), Uglich and Chelnav (12 species), Pestovsk and Pyalovsk (11 species) reservoirs. Fifteen trematode species were found in the perch; 12, in the bream and roach; 9, in the pike perch; 8, in the pike and rudd; 6, in the ruff and white bream; 4, in the Volga pikeperch and crucian carp; 3, in the tench; and 1, in the Amur sleeper. The formed foci of trematode infections were observed, namely, postodiplostomosis and ichthyocotylurosis infection. Three trematode species, Pseudoamphistomum truncatum, A. muehlingi and Rossicotrema donicum, were detected that pose a real and potential danger to human health and warm-blooded animals
