Assessment of occupational risks: New approaches, improvement, and methodology

У цьому дослідженні піднімаються питання професійних ризиків та нові підходи до їх оцінки, удосконалення методів дослідження в цьому напрямку. Актуальність викладеної тематики обумовлена великою різноманітністю ситуацій, що виникають в сучасних виробництвах і мають високий ступінь ризику для працівників в підприємства. Метою даного дослідження є визначення нових підходів до оцінки професійних ризиків, а також для вивчення різних аспектів удосконалення виробничої діяльності в контексті використання нових методів для оцінки ступеня ризиків. Провідним науковим методом є комбінація аналітичних і логічних підходів до комплексу проблем, які висвітлюються в темі цього дослідження. Основні результати даного дослідження: виявлення нових, ефективних методів оцінки ступеня ризиків виробничого травматизму і оцінка рівня виробничого травматизму на підприємствах України в 2020 році та попередніх роках. Перспективи подальшого вивчення в цьому напрямку полягають у впровадженні методів оцінки реального рівня професійних ризиків у виробничій сфері, з метою скорочення загальної кількості ситуацій, пов'язаних з ризиком для працівників сучасних промислових підприємств, що виникають у процесі ведення трудової діяльності. Прикладне значення даного дослідження полягає в можливості подальшого практичного застосування отриманих результатів, з метою формування основи для безпечного здійснення професійної діяльності працівників підприємств і організацій, що діють у різних сферах економіки, промисловості, виробництва. Ідентифікація різноманітних аспектів оцінки професійних ризиків у різних сферах сприятиме усуненню таких ризиків та запобіганню їх виникненню у майбутньому.This study raises the issues of occupational risks and the new approaches to their assessment, improving research methods in this direction. The relevance of the stated subject is due to a wide variety of situations that arise in modern industries and have a high degree of risk for employees of enterprises. The purpose of this study is to determine new approaches to occupational risk assessment, as well as to study various aspects of improving production activities in the context of using new methods for assessing the degree of risks. The leading scientific method is a combination of analytical and logical approaches to the set of issues brought into the topic of this study. The main results of this study: identification of new, effective methods for assessing the degree of risks of occupational injuries and estimation of the level of occupational injuries at Ukrainian enterprises in 2020 and several previous years. Prospects for further study in this direction introduce methods for assessing the real level of occupational risks in the production sphere, in order to reduce the total number of situations associated with risk for workers of modern industrial enterprises that arise in the process of conducting work activities. The applied value of this study lies in the possibility of the subsequent practical application of the obtained results, in order to form the basis for the safe implementation of professional activities by employees of enterprises and organizations operating in various spheres of the economy, industry, and production. Identification of various aspects of occupational risks assessment in various areas contributes to the elimination of such risks and prevents their occurrence in the future

Scientific Support of Occupational Risk Management Decisions in Industrial Sectors in Case of Uncertainty

Introduction: One of the most important steps in risk assessment is the selection of assessment methods. Traditionally, when developing measures to reduce the level of occupational morbidity and industrial injuries, the results of an analysis of the causes, types of events and other factors that led to accidents are used. But such an approach does not meet modern requirements. For an adequate assessment of occupational risks, it is necessary to have objective data from different time periods: the onset of traumatic events in the past, the current state of threats to life and health of people, and the future state of threats in industrial sectors. Methods: Mathematical modeling remains the main means of scientific support for occupational risk management. The Elmeri system was chosen for occupational risk assessment in this study, which can be easily and quickly used in any industry and in enterprises of all sizes. A critical analysis of various approaches to managing occupational risks in enterprises was applied to identify the strengths and weaknesses of these approaches. The method of generalizing the most effective approaches to occupational risk management was applied to develop the algorithm of occupational risk management decisions in industrial sectors in case of uncertainty. Results: An occupational risk management algorithm has been developed to substantiate management decisions on planning measures to reduce risk, the implementation of which ensures the effectiveness of measures aimed at reducing risk. Research has shown that if the decision-making situation is characterized by conditions of uncertainty (it is impossible to obtain mathematical models of acceptable accuracy), the assessment of the predictive values of occupational risk is carried out exclusively by an expert. Thus, the occupational risk indicator used at the final stage of planning activities determines the degree of achievement of the result of solving the task. Conclusion: It has been established that in conditions of uncertainty (lack of necessary data or available data are incomplete or unreliable), experts involved in solving the problem of risk management use their own knowledge and experience in solving similar problems. As a promising direction for further research, it should be noted the development of a methodology for a comprehensive assessment of the effectiveness of operational management decisions for planning and implementing measures to reduce risk
