    This study aims to determine the role of KOPHI and inhibiting factors in Reducing the Use of Plastic Bags in Samarinda City.  This research was conducted in Samarinda City.  The role of KOPHI is focused on the activities carried out by Kophi through the focus of research, namely: (1) Conducting Plastic Bag Reduction Campaigns (less plastic), (2) Carrying out Educational Activities for Wisely Using Plastic, (3) Becoming a Media and Facilitator for  Youth Generation in Creating a Real and Sustainable Green Movement, (4) Inhibiting factors implementing the Youth's Role in Reducing the Use of Plastic Bags in Samarinda City. The results of this research is shows the role of KOPHI in Reducing the Use of Plastic Bags in Samarinda City shows that the role of KOPHI has been  going well, this is because KOPHI can be able to bridge and become a facilitator between young people and other communities in an effort to reduce the use of plastic bags in Samarinda City.  This is evidenced by the fact that the reduction of youth and the community in using disposable plastic in Samarinda City and switching to using shopping bags (totebag).  Inhibiting factors in reducing the use of plastic bags include, habitual factors, assessment factors because they have thoughts that are not yet open and difficult to predict, and there are other options besides participating in activities.Keyword : Kophi, Role, Trash, Yout

    EVALUASI PROGRAM KAMPUNG KELUARGA BERENCANA DI KECAMATAN SANGATTA UTARA KABUPATEN KUTAI TIMUR

    This study aims to describe the results of the assessment by Family Planning Village Program in Swarga Bara Village, Sangatta Utara District. The research focus is input, process, output, supporting and inhibiting factors of the program. This research include by qualitative research with interview, observation, and documentation techniques, and then analyzed using an interactive analysis model and after that validity data tests use triangulation source. The research results show that the evaluation of the implementation Family Planning Village Program show that in general it has not been going well where by the input and process indicators show that from the implementation of increasing capacity of family planning extension workers in the field, provision of supporting facilities and infrastructure, budget support, resilience building and family empowerment and also advocacy and communication, information and education to that programs so many can not implemented and run well due to the minimal budget given, the lack of socialization by that program and nothing clear cooperation agreements between stakeholders only to service activities of Family planning that can run well while output indicators consisting of participant achievements of active family planning, participate activity group and then family data collection still relatively low because many achievements have not met the target sets.Keywords: Village Family Planning Program, Input, Process, Output

    The Accountability of Bureaucracy in Building Licensing Service at Samarinda City

    Accountability is the foundation of any government process.  Bureaucracy is a government instrument for rationalization process. The absolute bureaucracy is needed to facilitate government function including public service and democratization as the form of accountability. Ideally, local government bureaucracy in public services accountable to stakeholders, but its reality is not accountable.  This study aims to know and analyze bureaucracy accountability aspect in the building licensing service. This study used a qualitative approach with a case study type and data collecting technique through in-depth interview and documentation.  The study sites in Samarinda city and site at BP2TSP and the Department of Public Work and City Planning. The informants are determined by purposive and snow ball are categorized in terms of service providers and service users.  Technique of data analysis through data reduction, data presentation, and making conclusions. Results of study prove that the accountability of bureaucracy in building licensing service in Samarinda city through aspects of legality, professionalism, authority, supervision has not done optimally. Therefore, it is recommended that decision makers to do socialization in legality aspect and provide relevant training with specialization of work required.     This study aims to determine and analyze the use of E-Procurement at the Public Works Office of East Kutai RegencyThis research is a descriptive study with a qualitative approach. Data were obtained through interviews, observation and literature review, and analyzed by interactive models. The results showed that in general, the use of E-Procurement at the Public Works Office of East Kutai Regency could facilitate the selection of auction/tender service providers because it was done through electronic websites and the internet so as to save time and costs in the auction process for the procurement of goods and services.     Tujuan penelitian ini adalah untuk mengetahui efektivitas PTSP oleh Badan Perijinan dan Penanaman Modal Provinsi Kalimantan Timur terhadap penyerapan investasi di Kalimantan Timur dan apa saja faktor pendukung dan penghambat efektivitas PTSP oleh Badan Perijinan dan Penanaman Modal Provinsi Kalimantan Timur terhadap penyerapan investasi di Kalimantan Timur. Penelitian ini merupakan penelitian deskriptif melalui pendekatan kualitatif. Fokus dalam penelitian dapat dirinci sebagai berikut : 1).Efektivitas Pelayanan Terpadu Satu Pintu : Pencapaian Tujuan, Integrasi, Adaptasi ; 2). Faktor pendukung dan penghambat efektivitas Pelayanan Terpadu Satu Pintu terhadap penyerapan investasi : Sarana prasarana dan sumber daya manusia.Teknik analisis data yang akan digunakan adalah analisis data dengan menggunakan model analisis interactive model of analysis, sebagaimana yang dikembangkan oleh Milles dan Huberman. Hasil penelitian menunjukkan  bahwa Efektivitas Pelayanan Terpadu Satu Pintu (PTSP) dalam penyerapan investasi di Provinsi Kalimantan Timur, dapat dilihat dari beberapa aspek, yaitu : (1) Pencapaian Tujuan dapat meningkatkan pengelolaan dan optimalisasi sarana dan prasarana serta sumber daya terkait lainnya untuk mendukung secara penuh aktivitas PTSP, (2) Integrasi yang dilaksanakan dengan memenuhi kebutuhan publik maupun dalam rangka  pelaksanaan ketentuan dan peraturan perundang-undangan yang berlaku, sebagai standar pelayanan yang harus dilakukan oleh Instansi, dan (3) Adaptasi lebih ditekankan pada prosedur perizinan yang lebih sederhana dan tidak berbelit-belit, sehingga diperlukan kemampuan dan keahlian pegawai dalam melaksanakan pekerjaan tersebut agar  dilakukan secara  professional. Dengan harapan dapat menunjang terciptanya pelayanan yang lebih efektif, sehingga mampu membawa perubahan ke arah pencapaian tujuan organisasi.
