Central Bank Money: Liability, Asset, or Equity of the Nation?

The widespread treatment of CBM as a central bank liability goes back to the gold standard, and uses analogies with commercial bank balance sheets. However, CBM is sui generis and legally not comparable to commercial bank money. Furthermore, in modern economies, CBM holders cannot demand repayment of CBM in anything other than CBM. CBM is not an asset of central banks either, and it is not central bank shareholder equity because it does not confer the same ownership rights as regular shareholder equity. Based on comparisons across a number of legal characteristics of financial instruments, we suggest that an appropriate characterization of CBM is as βsocial equityβ that confers rights of participation in the economyβs payment system and thereby its economy. This interpretation is important for macroeconomic policy in light of quantitative easing and potential future issuance of central bank digital currency (CBDC). It suggests that in robust economies with credible monetary institutions, and where demand for CBM is sufficiently and sustainably high, large-scale issuance such as under CBDC is not inflationary, and it does not weaken public sector finances
Experimental, Clinical and Morphological Analysis of H-Ras Oncoproteins for Locally Advanced Breast Cancer
BACKGROUND: Activated forms of Ras are enhanced in both breast cancer as well as the cell lines with EGFR and HER2 expression. Therefore, H-Ras could be activated in breast tumours in the absence of direct mutational activation of Ras itself and could contribute to 20-50% of the cases. Expression inhibition, signal transduction interruption from H-Ras to the nucleus could become a promising therapeutic target.
AIM: The aim of this study was to investigate the clinical and morphological criteria of locally advanced breast cancer and the expression of H-Ras oncoprotein in patients who have been subjected to different regimens of farnesyltransferase inhibitor.
METHODS: H-Ras status was assessed by immunohistochemistry (IHC).
RESULTS: An association between the expressions of H-Ras and Her2/neu (p = 0.001) as well as the tumour proliferation index Ki-67 (p = 0.001) in patients with breast cancer was established. Analysis of the relationship between H-Ras expression showed a relatively strong association with progression-free survival both before the treatment (V = 0.47; p = 0.001) and after the treatment (V = 0.45; p = 0.001). These results may indicate the clinical applicability of H-Ras as a prognostic factor or serve as a therapeutic target for breast cancer treatment.
CONCLUSION: These results could indicate the potential clinical application of H-Ras as a prognostic factor or a therapeutic target for breast cancer treatment

Epidemiology and etiological factors of the risk of development of urinary disease in Dagestan
Π’ΠΎ clarify the clinical epidemiology of IBC in RD given site 12123 inpatient and outpatient cards of patients with ICD were analyzed. The average annual indicators of the quality of drinking water in various climatic and geographical zones of the region were studied. The incidence of ICD uneven, with high incidence among residents of planar zones 83,08%, it revealed the highest hardness of the water. The number of ICD patients living in the highlands is much less than USD 11.8%. It is established that increased consumption of animal protein is directly proportional to the increase in the number of ICD patients in the RD. YIELD AND QUALITY OF SORGHUM IN IRRIGATED AGRO LANDSCAPES OF REPUBLIC OF DAGESTAN
Aim. One of drought-resistant crops that can provide stable high yields is sorghum, which is salt-tolerant, heat-resistant and a flexible crop of versatile use (green forage, silage, hay, grass meal, grain forage). The research conducted in 2010-2013 included studies on the effectiveness of the methods and norms of sowing the sorghum, required quantities of mineral fertilizers to increase the crop yields and nutritional value of sorghum sown in the irrigated lowland areas of Dagestan. Methods. We conducted three field researches. In experiments with grain sorghum (the middle ripening group Zernogradskiy 88) we studied drill and broad-cast methods of sowing, seeding rate, the calculated doses of mineral fertilizers on programmable levels of crop yields: 6 t/ha (N160P112K70), 7 t/ha (N190P128K80) and 8 t/ha (N220P144K90). Seeding rate was 300, 350 and 400 thousand viable seeds per 1 ha; broadcast was chosen as a sowing method.A field experiment with sweet sorghum included promising hybrid crop Debut, fertilizers N140P80K70, N190P110K95 and N240P140K120 to obtain 60, 70 and 80 t/ha of green mass for two mowings, respectively. Results. The use of fertilizers based on a given level of productivity at optimum plant population can significantly improve the nutritional regime of the soil during the growing season of the sweet sorghum and create optimal conditions for nitrogen, phosphorus and potassium security for the crops and thus obtain the planned crop yield. Conclusion. The fodder quality of sweet sorghum varies depending on the nutrient status of the soil and mowing time
Modern principles oftreatment of vaginal dysbiosisin women with uterine Myoma
According to world statistics, about 30% of women are subjected to surgery on the genitals, and 1 place is occupied by surgery for uterine fibroids. In the study of biocenosis of the vagina and cervical canal in 67% of women with uterine fibroids in the vaginal discharge revealed a pattern of bacterial vaginosis. To date, the issue of complex treatment of vaginal dysbiosis in patients with uterine myoma remains relevant and insufficiently studied. The frequency of pyo-inflammatory postoperative diseases is increased in women with all types of vaginal microcenosis.
