An Overview of the Issues and Positions of the Major Countries in the WTO Negotiations
Negotiations on agriculture were successfully launched in the WTO early in 2000. In the initial phase, negotiating proposals have been submitted by member countries and are being discussed in special sessions of the WTO Committee on Agriculture. A stock-taking exercise will be held in March 2001 to establish the next steps in the process. Many developments will influence the shape and dynamics of the negotiations, particularly the possibility of a comprehensive trade round. The first part of this paper examines the policy setting for the negotiations. The ongoing integration of economies and accompanying agricultural policy reforms provide an environment for further trade liberalization. Expansion of regional trade agreements and EU enlargement negotiations add urgency to the multilateral negotiating process. Newer trade issues and nontrade concerns, often connected to the food business, focus attention on the agricultural talks but may also retard them. A further factor that will add urgency is the anticipated expiry of the Peace Clause in 2003. The paper reviews the main agricultural issues for negotiation and the initial negotiating positions. Substantial progress in improving access is essential for the negotiations to succeed. The issues of export subsidies, other forms of export competition, unfair pricing practices, and dumping are receiving much attention. There are pressures to reduce or eliminate all forms of trade-distorting domestic support. Many non-trade concerns are being introduced, and legitimate trade issues will need to be addressed. The developing countries are determined to extract a better deal for their agriculture. Laser Velocimetry Measurements in a Double Volute Centrifugal Pump
Laser velocimetry measurements were taken in a double volute/single discharge centrifugal pump (0.60 specific speed, 1583
US units) with symmetrical volute halves. Blade-to-blade radial and tangential velocity profiles at the impeller exit are
presented and compared to data for a similar single volute pump. Flow rates ranged from 40% of design flow to the design
point. The blade-to-blade profiles were more uniform than for the single volute pump. Also, the average circumferential
variations for the double volute pump were more symmetric than for the single volute pump. For the double volute geometry
measurements indicate that radial inward flow (recirculation) was only present for flow rates below 60% of design flow,
compared to 80% of design flow for the single volute pump. Velocity data was also used to determine volute losses, slip
factor, and momentum contributions to the impeller radial forces. Volute losses were quantified and shown to increase for
flow rates below 80% of design flow and were approximately 10% of the developed head at 40% flow. The efficiency in
the double volute compared to the single volute shows decreased performance for flows above 55% of design flow, which
is attributed to increased boundary layer friction; at low flow rates increased performance is ascribed to better control over
the recirculation regions. Slip factors were symmetric around the volute but were lower than for a single volute pump.
Finally, momentum contributions to the total impeller radial load were shown to be maximum at the design point,
contributing 40% of the force developed by the pressure distribution; the significance diminished at lower flow rates and
the contribution was negligible at 40% of the design flow
THE URUGUAY ROUND AGREEMENT ON AGRICULTURE: AN EVALUATION

From the start, agriculture played a central role in the Uruguay Round of GATT trade negotiations. The Punta del Este Declaration called for a solution to the problems facing agricultural trade through modified trade rules and an agreement to lower protection levels. It was recognized that such an improvement implied negotiations on the national farm policies as well as just trade policies. The time that it took to reach agreement reflected the political sensitivity and technical complexity of this task. The Agreement embodied in the Final Act of the Uruguay Round breaks new ground for agriculture, and takes a big step towards placing this sector of world trade under rules more consistent with those in operation in other areas. However, the degree of liberalization of markets is modest, and much remains to be done in future rounds of negotiations. The most far-reaching element in the Agreement is a change in the rules regarding market access. With very few exceptions, all participating countries have agreed to convert all existing non-tariff barriers (along with unbound tariffs) into bound duties and not to introduce new non-tariff measures. Negotiations agreed to reduce these new bound tariffs, as well as tariffs already bound earlier, according to Schedules included as a part of the Agreement. "Tariffication" will impose changes in import policies for a number of countries. Canada will replace import quotas for dairy and poultry products with tariffs, initially at a high level. The European Union will replace its variable levy with tariffs, though a maximum duty-paid price for cereals has been negotiated which puts a limit on the tariff charged. Latin American countries have generally engaged in tariffication in recent years in advance of the Uruguay Round Agreement: for these, and other countries their tariffs will now be bound. The US will forgo the use of Section 22 import quotas and the negotiation of voluntary export restraint agreements with beef suppliers, but the impact on these markets is likely to be small. Japan and Korea have been allowed to delay tariffication in the case of rice for the next few years. The Agreement provides in cases of tariffication for "minimum access opportunities", to guard against the impact of high initial tariff rates. This will open up reduced-tariff quotas for a number of products including beef, cereals and fruits and vegetables. The quotas will be expanded to about 5 percent of consumption over the 6 year period. Japan and Korea have agreed to a greater expansion of market access for rice in compensation for the delay in introducing tariffs. The ability of countries to control export subsidies in agricultural markets was one of the main issues under discussion in the negotiation. Under the Agreement, countries accept commitments on reducing expenditure on export subsidies as well on the quantity of subsidized exports. This will limit export subsidies by the EU and other countries, for such products as wheat, dairy products and beef, and should lead to firmer world market prices in these commodities. These quantities are also expressed in the Schedules which form part of the Agreement. Countries have also agreed not to apply export subsidies to commodities not subsidized in the base period. The Agreement also sets rules and commitments for domestic support policies. It defines a set of policies which are deemed to be less trade-distorting than others, and allocates them to a "green box" which is broadly immune to challenge. Other policies not sheltered in this way are subject to reduction through a limit on the total support given by domestic subsidies and administered prices. It was decided that neither the U.S. deficiency payments (under current legislation) nor the new hectarage compensation payments under the reformed Common Agricultural Policy of the EU need to be reduced. It was also agreed that subsidies that conform to the new rules are sheltered from international challenge under the GATT. Developing Countries generally face less stringent commitments, having 10 years rather than six to make the changes, and having to meet only two-thirds of the reduction targets. In addition, development policies are included broadly in the "green box". Along with the provisions on domestic and trade policies in the Agreement, participants also concluded an Agreement on Sanitary and Phytosanitary Measures (SPS Agreement). The goal was to make it easier to distinguish between genuine health and safety issues and disguised protection. The right of countries to set their own safety and health standards is reaffirmed, but with the provision that such standards should be based on scientific justification and that use be made of international standards where possible. The extent to which the Agreement will lead to greater market access, curb export subsidies and modify domestic policies in the next few years can only be determined from a detailed inspection of the Schedule of commitments made by the individual countries. Paradoxically, the immediate impact on national policies is likely in most cases to be small. Many countries have been engaged in a process of reducing government support to agriculture, and making such support more closely targetted to needs, in advance of the outcome of the Round. Policy reforms in the EU, Canada, Sweden, Australia and New Zealand, along with much of Latin America, have been strongly influenced by the negotiations in the Uruguay Round. The Agreement thus takes on the task of supporting and locking-in such reforms, and encouraging them in other countries. In some aspects the Agreement falls short of expectations (or at least initial demands). It does not constitute a major move toward free trade in agricultural products: the cost of changing the rules has been to give up some degree of liberalization. The tariffs which countries will impose in place of non-tariff barriers are in many cases so high that trade will be restricted to the agreed access quantities. Export subsidy programs will continue though at a reduced level. The major pressure to reinstrument farm policies will continue to be from domestic budget constraints. It will take further rounds of negotiations to reduce protection in agricultural markets to a level comparable to that for most manufactured products. Neurogenesis Deep Learning
Neural machine learning methods, such as deep neural networks (DNN), have
achieved remarkable success in a number of complex data processing tasks. These
methods have arguably had their strongest impact on tasks such as image and
audio processing - data processing domains in which humans have long held clear
advantages over conventional algorithms. In contrast to biological neural
systems, which are capable of learning continuously, deep artificial networks
have a limited ability for incorporating new information in an already trained
network. As a result, methods for continuous learning are potentially highly
impactful in enabling the application of deep networks to dynamic data sets.
Here, inspired by the process of adult neurogenesis in the hippocampus, we
explore the potential for adding new neurons to deep layers of artificial
neural networks in order to facilitate their acquisition of novel information
while preserving previously trained data representations. Our results on the
MNIST handwritten digit dataset and the NIST SD 19 dataset, which includes
lower and upper case letters and digits, demonstrate that neurogenesis is well
suited for addressing the stability-plasticity dilemma that has long challenged

Monitoring QI Maturity of Public Health Organizations and Systems in Minnesota: Promising Early Findings and Suggested Next Steps
Public health departments and systems are increasing investments in quality improvement. This paper presents methods used to identify a select number of items from a previously validated QI Maturity Tool as the basis for calculating organizational and system-level QI maturity scores that could be followed over time. Findings suggest that the abbreviated tool measures variation in QI maturity across LHDs, and differences in scores among divisions within a state health department. Minnesota has incorporated the abbreviated tool into an annual reporting system for the MN Local Public Health Act, thereby enabling stakeholders to monitor a system median score and distribution of scores every year. Such information will be used by state and local partners to identify opportunities for system-wide improvements
Monitoring QI Maturity of Public Health Organizations and Systems in Minnesota: Promising Early Findings and Suggested Next Steps
This paper presents methods used by the MN PBRN to identify a select number of items from the QI Maturity Tool as the basis for calculating organizational and system-level QI maturity scores. The findings suggest that the abbreviated tool measures variation in QI maturity across LHDs, and differences in scores among divisions within the larger state health department. The results have several implications. This modified tool shows promise and may accelerate measurement of QI in practice settings. Future additional testing may help refine the score and assure that it reflects emerging research related to QI maturity
Fatty acid transport protein 4 (FATP4) prevents light-induced degeneration of cone and rod photoreceptors by inhibiting RPE65 isomerase
Although rhodopsin is essential for sensing light for vision, it also mediates light-induced apoptosis of photoreceptors in mouse. RPE65, which catalyzes isomerization of all-trans retinyl fatty acid esters to 11-cis-retinol (11cROL) in the visual cycle, controls the rhodopsin regeneration rate and photoreceptor susceptibility to light-induced degeneration. Mutations in RPE65 have been linked to blindness in affected children. Despite such importance, the mechanism that regulates RPE65 function remains unclear. Through unbiased expression screening of a bovine retinal pigment epithelium (RPE) cDNA library, we have identified elongation of very long-chain fatty acids-like 1 (ELOVL1) and fatty acid transport protein 4 (FATP4), which each have very long-chain fatty acid acyl-CoA synthetase (VLCFA-ACS) activity, as negative regulators of RPE65. We found that the VLCFA derivative lignoceroyl (C24:0)-CoA inhibited synthesis of 11cROL, whereas palmitoyl (C16:0)-CoA promoted synthesis of 11cROL. We further found that competition of FATP4 with RPE65 for the substrate of RPE65 was also involved in the mechanisms by which FATP4 inhibits synthesis of 11cROL. FATP4 was predominantly expressed in RPE, and the FATP4-deficient RPE showed significantly higher isomerase activity. Consistent with these results, the regeneration rate of 11-cis-retinaldehyde and the recovery rate for rod light sensitivity were faster in FATP4-deficient mice than wild-type mice. Moreover, FATP4-deficient mice displayed increased accumulation of the cytotoxic all-trans retinaldehyde and hypersusceptibility to light-induced photoreceptor degeneration. Our findings demonstrate that ELOVL1, FATP4, and their products comprise the regulatory elements of RPE65 and play important roles in protecting photoreceptors from degeneration induced by light damage

Efficient Parallel Statistical Model Checking of Biochemical Networks
We consider the problem of verifying stochastic models of biochemical
networks against behavioral properties expressed in temporal logic terms. Exact
probabilistic verification approaches such as, for example, CSL/PCTL model
checking, are undermined by a huge computational demand which rule them out for
most real case studies. Less demanding approaches, such as statistical model
checking, estimate the likelihood that a property is satisfied by sampling
executions out of the stochastic model. We propose a methodology for
efficiently estimating the likelihood that a LTL property P holds of a
stochastic model of a biochemical network. As with other statistical
verification techniques, the methodology we propose uses a stochastic
simulation algorithm for generating execution samples, however there are three
key aspects that improve the efficiency: first, the sample generation is driven
by on-the-fly verification of P which results in optimal overall simulation
time. Second, the confidence interval estimation for the probability of P to
hold is based on an efficient variant of the Wilson method which ensures a
faster convergence. Third, the whole methodology is designed according to a
parallel fashion and a prototype software tool has been implemented that
performs the sampling/verification process in parallel over an HPC
architecture
