Croatian Accession to the European Union: Institutional Challenges
Although there is no common fiscal policy at the European Union (EU) level in Croatia, accession will entail important changes in budgetary revenue and expenditure. On the one hand, accession brings transfers from the EU budget, but also means the loss of customs revenue as well as the need to adjust the structure of tax revenue. On the other hand, in conjunction with significant expenditure for adjustment in areas such as transportation and the environment, as well as expenditures for the EU budget, there will be a change in the structure of expenditure,in order to be able to check on transfers from the Structural Funds. Classical Structured Prediction Losses for Sequence to Sequence Learning
There has been much recent work on training neural attention models at the
sequence-level using either reinforcement learning-style methods or by
optimizing the beam. In this paper, we survey a range of classical objective
functions that have been widely used to train linear models for structured
prediction and apply them to neural sequence to sequence models. Our
experiments show that these losses can perform surprisingly well by slightly
outperforming beam search optimization in a like for like setup. We also report
new state of the art results on both IWSLT'14 German-English translation as
well as Gigaword abstractive summarization. On the larger WMT'14 English-French
translation task, sequence-level training achieves 41.5 BLEU which is on par

A search model of discouragement
Discouragement is a process occurring during an unemployment spell. As the spell prolongs, an individual gradually realises that the returns to search can no longer outweigh search costs, and hence she may eventually leave the labour force. This is analysed theoretically in a framework of unemployed search. We construct a search model, which is stationary from the point of view of the individual, but which has nonstationary features. Namely, the unemployed worker is occasionally hit by shocks leading to a decline in job offer arrival rates. These shocks can be due to stigmatisation or to psychological consequences of unemployement affecting search effectiveness. This model enables us to analyse the issue of discouragement, as the returns to search will gradually decline. Even so, the model is actually stationary from the point of view of the individual, which implies that many interesting theoretical results may be derived. Moreover, from the point of view of the researcher, the model exhibits negative duration dependence in the hazard rate into employment and positive duration dependence in the hazard rate into non-participation, features which correspond well to real data. We use the model to analyse theoretically the impact of changes in unemployment insurance and social assistance benefits, and we conduct some simulation exercises based on a calibrated model
The EVLA: Prospects for HI
To continue the unparalleled success of the Very Large Array (VLA) for radio
astronomy, the facility is currently being converted to become the 'Expanded
VLA' (EVLA). The EVLA will radically improve the VLA in order to cover the full
0.93-50 GHz radio wavelength range without gaps, provide up to an order of
magnitude better sensitivity, and to allow observations at much larger
bandwidths and spectral resolution as currently possible. For observations of
the 21 cm line of atomic neutral hydrogen (HI), the EVLA offers thousands of
km/s velocity coverage at sub-km/s resolution for targeted observations as well
as an improved spectral baseline stability. In addition, every L-band (21 cm)
continuum or targeted HI observation can be set-up to simultaneously observe a
full z=0-0.53 HI redshift survey at a velocity resolution of a few km/s. In
turn, every HI observation will also yield deep radio continuum images of the
field. These synergies will deliver a wealth of data which opens up a wide
'discovery space' to study the details of galaxy evolution and cosmology.Comment: to appear in the proceedings to the conference: "The Evolution of

Patterns of interstate migration in the United States from the survey of income and program participation
The authors describe the Survey of Income and Program Participation (SIPP) as a data source for migration studies. The SIPP is a panel dataset that provides information on income, employment outcomes, and participation in government programs. Survey participants are interviewed for up to four years even if they move to a new household or that household migrates within the United States. This unique longitudinal design gives the survey a strong advantage over traditional data sources. The authors illustrate differences in the propensity for interstate migration among different demographic groups over the 12-year period from 1996 to 2008. They also analyze the relationship between migration choices and life-changing events, such as becoming jobless or dissolution of a marriage. Their findings suggest that future research should consider the migration choices of individuals near retirement age.Demography ; Income ; Emigration and immigration
