The effect of performance-oriented funding in higher education: evidence from the staff recruitment budget in Italian higher education
AbstractThis study, which aims to investigate some potential effects derived from the adoption of performance-oriented funding in the higher education system, is focused on competitive allocative mechanism to provide universities with the staff recruitment budget in the Italian Higher Education System using panel data spanning the period 2012–2018 for 58 public universities. Results show that the geographical area in which universities operate influences their capacity to increase performance and thus financial resources. Indeed, universities located in Northern areas, the wealthier part of Italy, received a higher amount of resources than those located in the rest of the country. These findings reveal the key role played by external factors, which are beyond the control of management, in universities' capacity to achieve better performance. Results also suggest that policy-makers should identify the correct trade-off between the quest for higher performance within the Italian Higher Education System and equity in resource allocation
Assessing the impact of tourism on hospitals’ performance in a coastal destination
Tourism represents one the most relevant industries in promoting the development of a destination, but tourism and its seasonality can produce negative outcomes. The additional demand caused by tourism can strongly affect public service providers which cannot adapt their supply to seasonal variations as a result of organisational, financial and institutional limitations. This work focuses on hospital services in an Italian coastal destination and it aims to explain the impact tourism and its related seasonality have on the performance of hospitals in a coastal destination. The activity of three hospitals located in Gallura, a region in the north-east of Sardinia, Italy, has been analysed. The analysis has been carried out using data on hospitals admission from 2014 and 2015.The study highlights the critical impact tourism can have on the activity of healthcare providers in a coastal destination, identifying the reduction of hospital performance and a potential cause of bed crises

l tema oggetto della pubblicazione, il declino del sistema dei controlli manageriali nelle pubbliche amministrazioni, è affrontato nella prospettiva dell'identificazione dei principali complessi causali nel percorso verso il federalismo e l'introduzione dei costi standard, approfondendo i diversi aspetti della questione, indagando opportunità e criticità in contesti differenziati ed attraverso molteplici prospettive convergenti di ricerca.
La prospettiva di analisi che caratterizza il lavoro spazia in alcune delle più rilevanti realtà che compongono il settore pubblico, tenendo conto della complessità del sistema delle pubbliche amministrazioni italiane. L'obiettivo conoscitivo è perseguito conducendo un'analisi verticale, con una disamina relativa agli enti locali, alle aziende sanitarie e alle università , proponendo uno studio di carattere trasversale, che analizza il sistema di controllo che si instaura tra amministrazioni centrali e regioni e quello di carattere relazionale e partecipativo tra cittadini/utenti ed amministrazioni pubbliche
