Towards an Integrated Approach to Urban Decarbonisation in Practice: The Case of Vitoria-Gasteiz
How can local authorities effectively approach the decarbonisation of urban environments?
Recent efforts to redirect cities into a less energy-intensive model have been mostly approached
from a sectoral perspective, with specific energy policies and plans being issued without deeply
considering their ties with other urban aspects. In this sense, well-established urban planning
procedures have not been part of those, with the consequence of barriers in the implementation phase of those energy plans. The Cities4ZERO methodology was developed to guide effective integration between urban planning and energy policies, plans, and practices. It provides a holistic approach to strategic municipal processes for urban decarbonisation in the mid-long term, which includes key local stakeholders’ engagement into integrated energy planning processes, as well as tools for effective energy decarbonisation modelling. This paper analyses the application of the Cities4ZERO decarbonisation methodology on its strategic stage in the development of Vitoria-Gasteiz’s Action Plan for an Integrated Energy Transition 2030 (APIET 2030). It suggests that in order to accelerate urban decarbonisation, it is critical to: (a) foster interdepartmental collaboration; (b) allow for flexibility on the land-use planning regulations; (c) back decisions with detailed urban-energy models; and (d) truly engage key local stakeholders in the planning and implementation processes.European Commission for funding SmartEnCity project, the frame of this research, and Basque Government for its significant support to the Basque research and innovation paradigm
A Proposal of a Tool to Assess Psychosocial Benefits of Nature-Based Interventions for Sustainable Built Environment
Publisher Copyright: © 2023 by the authors.The use of nature-based solutions (NbS) in urban regeneration processes has been demonstrated as a multifunctional solution to increase the resilience of the built environment, contributing to improved environmental quality and health and wellbeing, and providing empowerment to communities facing natural hazards. However, when it comes to the assessment of psychological wellbeing and social benefits, existing evidence is still limited. To contribute to the knowledge of NbS’ psychosocial benefits, it is necessary to develop and test assessment tools to contribute to a common NbS monitoring framework. In this paper, we describe the development of a psychosocial benefit assessment tool for nature-based interventions in the urban regeneration processes. This tool has been developed within the framework of the H2020 CLEVER-Cities project through a participatory and co-design process, considering advanced sustainability paradigms, such as Regenerative Sustainability and Sensory Sustainability Science. This tool is structured around two dimensions, (1) perceived health and wellbeing and (2) social benefits, which refer to 13 attributes, assessed through 24 items. The Delphi method was used to validate the assessment tool, in which a multidisciplinary panel of experts participated. The results indicate that it has good face and content validity, concluding with the potential applicability of this tool in different contexts.This research was prepared in the framework of the European CLEVER-Cities project, which was funded by the European Union’s Horizon 2020 innovation action program, grant number 776604.Peer reviewe
Ciência, Crise e Mudança. 3.º Encontro Nacional de História das Ciências e da Tecnologia. ENHCT2012
III Encontro Nacional de História das Ciências e da Tecnologia. O Centro de Estudos de História e Filosofia da Ciência, organiza o 3.º Encontro Nacional de História da Ciência e da Técnica, sob o tema «Ciência, Crise e Mudança» que tem lugar na Universidade de Évora, nos dias 26, 27 e 28 de Setembro de 2012.
O Primeiro Encontro Nacional de História da Ciência teve lugar em 21 e 22 Julho de 2009, no seguimento do programa de estímulo ao de¬senvolvimento da História da Ciência em Portugal e de valorização do património cultural e científico do País, lançado pelo Ministério da Ciência, Tecnologia e Ensino Superior (MCTES) em 31 de Janeiro desse ano. A sua organização coube a investigadores do Instituto de História Contemporânea (IHC), da FCSH da UNL, e do Centro Científico e Cultural de Macau (CCCM), em cujas instalações se realizou. De en¬tre as conclusões do Encontro, destacou-se a de realizar periodicamen¬te novos Encontros Nacionais, a serem organizados de forma rotativa por diferentes centros e núcleos de investigadores. Na sequência deste Primeiro Encontro, o Centro Interuniversitário de História das Ciências e da Tecnologia (CIUHCT) organizou, entre 26 e 28 de Julho de 2010, o II Encontro, dedicado ao tema “Comunicação das Ciências e da Tecnologia em Portugal: Agentes, Meios e Audiências”.
Cabe agora ao CEHFCi cumprir o que foi decidido no final deste Encontro. Na situação económica e política que hoje vivemos torna-se particularmente urgente aprofundar o estudo e o debate sobre a interação entre a Sociedade, a Ciência e a sua História.
