    Structures for regional development to support rural development

    The purpose of this paper is to identify and evaluate directions, methods, and specific instruments of territorial development having a major positive impact both economically and socially, on rural development. This is based on information obtained in the country of Galati, in close correlation with those similar in neighboring counties of Braila and Tulcea, all three counties being structures located in the Development Region 2 South- East. At Galati county level analysis and studies were carried out on the opportunity and economic efficiency of the establishment of a Metropolitan Area enabling economic and social development of Galati Municipality as well as of an adjacent rural areas, to include cities fromneighboring counties Braila and Tulcea..

    In an ever-developing society, a strong, viable economy is vital for any country that seeks to survive on the global market and to provide upwardly decent living standards for its citizens. Recognizing the above mentioned points as mandatory, but also prompted in its actions by the European community of which it recently became a member, Romania is taking steps to develop its electronic commerce to meet 21st century global standards. Some of the more important legal measures that have aided the development of e-commerce in Romania include the liberalization of telecommunications, the validation of electronic documents, the creation of customer protection services and regulations and the facilitation of electronic fund transfer through debit/credit cards. The obstacles encountered in the implementation of e-commercial transactions are manifold. The small number of users that can access the Internet from home and the people’s mistrust and lack of familiarity with e commercial transactions are only a few of the hindrances setting back their development in Romania. Emanating from the present study are numerous solutions for the improvement and popularization of Romanian e-commerce which would raise awareness about the advantages of electronic commerce on the Romanian business scene.e-commerce, e-banking, usage, factors

    The Management of the European Agricultural Fund for Rural Development during 2014 - 2018

    Rural development, part of the Common Agricultural Policy, is a European Union priority funded by the European Agricultural Fund for Rural Development (EAFRD). The financial allocation for the current 2014-2020 EAFRD programming period was not much higher than in the previous 2007-2013 period, and the adjustments that the multiannual financial framework entailed led to the lowest remaining commitments in the EU budget compared to the rest of the European Structural and Investment Funds. The study focuses on the use of the budget allocated to the EAFRD by the European Commission and the way in which the funds were managed in the 2014-2018 period. Thus, the research involved an analysis of the management and execution of commitment appropriations and payment appropriations for each year analysed at EU level, as well as the results obtained by Romania during this period. At the same time, the analysis followed the evolution of the absorption rate of the rural development programme at the Romanian level every year, comparatively analysed to the EU level

    The proposed paper intends to promote the knowledge in the field of small and medium enterprises information systems using a novel methodology based on Value Analyses principles, and particular on function analysis. Customer based software engineering could be a possible solution, as it has the capacity to connect the strategic decisions made in the process of software design with the beneficiary companies’ management objectives, which are affected by these decisions. The actual tendency in the evolution of soft approaches is the methodology elaborated by Hauser and Clausing, entitled: House of Quality. This approach is focused on the determining character of the clients' demands in the projection of information systems. In this tendency, the approach based on Value Analysis is also subscribed. Value analysis is the discipline that positions the consumer’s needs in the center of the methodology. It is known as a technical and economic design method which fundamentally differs from the classic cost reduction methods through the systematic and functional approach of the projected economic objects, taking into account the beneficiaries' concrete demands. Through this paper we intend to outline a methodology which will integrate the new discoveries made in the field of software architecture with the value analysis

    QUALITATIVE ANALYSIS OF THE EVOLUTION OF ROMANIAN ECONOMY IN 2013 AND VALUATIONS FOR 2014

    This paper has proposed to analyze the evolution of the Romania in economy in 2013 by dynamic levels of significant macroeconomic indicators, namely: industrial production, manufacturing, retail and volume of market services provided to the population, buildings and new car sales. Also the unemployment rate was analyzed. We considered it necessary to present also two indicators rarely used in macroeconomic analysis, namely "the feeling of confidence in the economy" and that of "consumer confidence". They were analyzed also the evolution of certain indicators such as the RON/ EUR exchange rate and that of some regional currencies (PLN, CZK, HUF). Based on the analysis of evolution of all these economic and financial indicators, we could appreciate that the national economy is on an upward trend, with real opportunities to continue the current growth in 2014
