    Rethinking publics in Africa in a digital age

    The digital transformations taking place across the African continent present an urgent need for fresh thinking in the study of publics. This introduction lays out the impetus and contribution of this Special Issue to such a rethinking of the study of publics in Africa. Following in the footsteps of a wider body of scholarship, we draw on Africa’s pasts and present in order to move beyond the limiting assumptions, histories and languages that are embedded within the western scholarship on publics. We make the case that both de-westernising and capturing publics in a digital age in Africa require openness to a diversity of disciplines, approaches and questions. In addition, we explain how, collectively and individually, the articles in this Special Issue contribute to taking up this task. Taken together, the articles are an eye-opening collection on the unfolding practices of citizens convening and participating in discussions using both newer and older media and communication platforms across Somalia, Ethiopia, Sudan, Uganda, Tanzania, Kenya, Rwanda and Zimbabwe. Contributions cover diverse disciplinary perspectives and empirical cases that investigate publics convening around digital platforms from WhatsApp, Twitter and Facebook to weblogs and dating apps on mobile phones. We see this endeavour of examining the complex and dynamic digital transformations across Eastern Africa as part of a crucial scholarly turn in which the study of African society and politics helps us to rethink ideas and concepts that have heritages elsewhere, and to understand them in a new light

    The power of publics: competing imaginaries of the radio audience in Kenya and Zambia

    With the liberalisation of the airwaves and the rising use of mobile phones since the 2000s, call- and text-in shows have become popular and lively features on broadcast media in Eastern Africa. Amidst expanding possibilities for listeners to speak and contribute to live radio broadcasts, new ways of imagining the position of the audience emerge. The audience is not simply comprised of passive listeners of publicly broadcast information, but actively engaged in contributing and reacting to what is aired. Yet the nature and political potential of the ‘audience-public’ is not straightforward. Interactive radio and TV shows are not just introducing specific audience members into the discussion, but who they are, what they represent, their influence and contribution to the space are uncertain. As audience members engage, those who manage and shape the broadcast must imagine, interpret and respond. Each participant in the discussion –whether listening, or involved in the station – producing, hosting, etc. – must come to terms with the nature of the interaction, Who is engaged? How should they respond? What are their reasons for being engaged and how might the introduction of this indeterminate audience-public relate to their intentions? Given the plurality of subjectivities, information, roles and intentions of those involved, the audience and why it matters can be imagined in multiple and competing ways. This paper interrogates how different actors involved in the radio broadcast imagine and respond to audience participation, and how these imaginaries become politically significant. This paper draws predominantly on interview and observation data on the perspectives of station hosts, guests and frequent callers of selected media houses and interactive broadcast shows in Zambia and Kenya. It examines the dynamic, plural and conflicting ways in which the audience is being reconstructed as an active ‘public’. In so doing, it shows the centrality of the imagined audience in the construction of the broadcast as a ‘public’, specifically how the indeterminate audience becomes the basis for competing imaginaries about power, authority and belonging. The political significance of the ‘audience-public’, it is argued, lies in the very fact that multiple and competing imaginaries are at play, which are invested in by actors pursuing diverse ends and thereby create tangible political effects

    Public acceptability of government intervention to change health-related behaviours: a systematic review and narrative synthesis.

    BACKGROUND: Governments can intervene to change health-related behaviours using various measures but are sensitive to public attitudes towards such interventions. This review describes public attitudes towards a range of policy interventions aimed at changing tobacco and alcohol use, diet, and physical activity, and the extent to which these attitudes vary with characteristics of (a) the targeted behaviour (b) the intervention and (c) the respondents. METHODS: We searched electronic databases and conducted a narrative synthesis of empirical studies that reported public attitudes in Europe, North America, Australia and New Zealand towards interventions relating to tobacco, alcohol, diet and physical activity. Two hundred studies met the inclusion criteria. RESULTS: Over half the studies (105/200, 53%) were conducted in North America, with the most common interventions relating to tobacco control (110/200, 55%), followed by alcohol (42/200, 21%), diet-related interventions (18/200, 9%), interventions targeting both diet and physical activity (18/200, 9%), and physical activity alone (3/200, 2%). Most studies used survey-based methods (160/200, 80%), and only ten used experimental designs. Acceptability varied as a function of: (a) the targeted behaviour, with more support observed for smoking-related interventions; (b) the type of intervention, with less intrusive interventions, those already implemented, and those targeting children and young people attracting most support; and (c) the characteristics of respondents, with support being highest in those not engaging in the targeted behaviour, and with women and older respondents being more likely to endorse more restrictive measures. CONCLUSIONS: Public acceptability of government interventions to change behaviour is greatest for the least intrusive interventions, which are often the least effective, and for interventions targeting the behaviour of others, rather than the respondent him or herself. Experimental studies are needed to assess how the presentation of the problem and the benefits of intervention might increase acceptability for those interventions which are more effective but currently less acceptable

    Demystifying the COVID-19 Infodemic : Conspiracies, Context, and the Agency of Users

    This article presents new empirical insights into what people do with conspiracy theories during crises. By suppressing the impulse to distinguish between truth and falsehood, which has characterized most scholarship on the COVID-19 "infodemic," and engaging with claims surrounding two popular COVID-19 conspiracies-on 5G and on Bill Gates-in South Africa and Nigeria, we illustrate how conspiracies morph as they interact with different socio-political contexts. Drawing on a mixed-method analysis of more than 6 million tweets, we examine how, in each country, conspiracies have uniquely intersected with longer-term discourses and political projects. In Nigeria, the two conspiracies were both seized as opportunities to extend criticism to the ruling party. In South Africa, they produced distinctive responses: while the 5G conspiracy had limited buy-in, the Gates conspiracy resonated with deep-rooted resentment toward the West, corporate interests, and what is seen as a paternalistic attitude of some external actors toward Africa. These findings stress the importance of taking conspiracy theories seriously, rather than dismissing them simply as negative externalities of digital ecosystems. Situating conspiracies in specific dynamics of trust and mistrust can make an important difference when designing responses that are not limited to broadcasting truthful information, but can also enable interventions that account for deeply rooted sentiments of suspicion toward specific issues and actors, which can vary significantly across communities.Peer reviewe

    Interactive media audiences in Africa: A comparison of four constituencies in Kenya and Zambia

The project, jointly funded by the ESRC and DFID (ES/J018945/1), focuses on expressions of ‘public opinion’ in broadcast media via new information and communication technologies (ICT) such as mobile phones in Kenya and Zambia. PiMA examines the political implications of such interactions in the two African countries, with a view to drawing conclusions of wider significance to practitioners and policymakers. Series Editors: Sharath Srinivasan, Stephanie Diepeveen.To better understand who participates in media-driven public discussion and opinion-making, this working paper presents the results of a randomised household survey implemented in four constituencies in Kenya and Zambia, one urban and one rural constituency in each country. The survey was conducted as part of Politics and Interactive Media in Africa (PiMA), a collaborative research project analysing the nature and political implications of expressions of public opinion in broadcast media in Kenya and Zambia, via new information and communication technologies (ICT) such as mobile phones. This paper presents descriptive survey results that are the basis of a deeper comparative analysis of drivers of listenership and participation in interactive broadcast media shows, also published in the PiMA Working Paper series. Nevertheless, a few results are highlighted here. The survey reveals that level of radio listenership of interactive shows in the two Kenyan constituencies is high, particularly in Kenya, ranging between 80-90%, whereas in Zambia listenership levels range between 40-60%, contrasting with listenership to radio shows generally (70-85%). Radio listeners tend to listen to all types of shows, from politics and development shows to social/cultural and music/entertainment shows. Yet country differences in interactive show listenership are not reflected in the levels of participation in interactive radio shows. Both in Kenya and in Zambia, roughly 20% of the total population have participated at one time or another in interactive shows. However, contrasting with listenership, participation tends to be more segmented across types of shows. Rural and urban constituencies show an inverse pattern of participation in Kenya and Zambia, with higher levels of participation in the urban sample from Zambia (21% versus 12% in the rural), and the rural sample from Kenya (21% versus 19% in the urban). Across the four sites, male and more educated listeners are more likely to engage interactive shows. Three to four times more men engage in interactive shows than women. Of the women who participate in interactive shows, they tend to be younger, single, more educated and wealthier compared with those who do not participate. Calling in to the studio is the most frequent form of engagement in radio shows, especially in rural areas. SMS is more popular in urban constituencies, particularly in Kenya. Only 10% of those who have participated in interactive media shows have ever used social media to communicate with stations. Across all sites, the main barriers to participation identified are cost and expectations of not getting through.PiMA was jointly funded by the ESRC and DFID (ES/J018945/1

    The European Alcohol and Health Forum first monitoring progress report.

    The European Alcohol and Health Forum was launched in June 2007 following the adoption by the European Commission in October 2006 of the EU strategy to reduce alcohol-related harm. It began as a stakeholder platform of 50 founding members from production and sales organisations, media and advertising organisations, NGOs that work to limit alcohol-related harm, research organisations, professional bodies and others. Membership of the Forum is voluntary and members are expected to commit formally and publicly to concrete actions to reduce alcohol-related harm. These concrete actions are referred to as 'commitments'. Each commitment must be put in writing in a standardised commitment form, which also includes monitoring information.
