ADDRESSING GAPS IN THE DELIVERY OF COMMUNITY SERVICES: THE CASE OF ONE INNER-CITY COMMUNITY

The need for more effective approaches to the delivery of health and social services in inner-city communities is well established. Attempts to improve service delivery in such areas as housing, health care and job training usually concentrate on strengthening\u27 community education efforts and other strategies designed to motivate potential users of community services. Little emphasis has been placed on increasing the communication between different community service providers to achieve better coordination among organizations responsible for service delivery in inner-city communities. As a consequence, major service gaps exist including such problems as duplication of services, limited accessiblity [accessibility], and the absence of essential services. Such service gaps may go unnoticed unless community service providers and inner-city residents organize to address these problems. This paper reports on a study of community service providers who are working with residents to deal with the problem of service gaps in their inner-city community

In Search of a Singular I: A Structurational Analysis of Passing

It is easy to envision the socio-cultural phenomenon of passing as a relic of a bygone era, yet passing is markedly more. From a historical perspective, passing-as-white is a strategy of representation through which light-skinned, white-looking, legally non-white Americans attempt(ed) to reconcile two unreconciled ideals: their limited opportunities as non-white people in a segregated society with their idealized life goals as full American citizens (DuBois, 1903; Candy, 1998). Recent scholarship on the phenomenon explains that passing is more than a masquerade. Passing can be accidental, incidental, or a committed lifestyle that is noted: when people effectively present themselves as other than who they understand themselves to be...[and] when other people actually see or experience the identity that the passer is projecting, whether the passer is telegraphing that identity by intention or by chance (Kroger, 2003, p. 7-8)

Green is a cultural anthropologist who earned a Ph.D. in anthropology at the University of Washington where he is currently a faculty member

Critique [of Ethnicity and Empowerment: Implications for Psychological Training in the 1980s by Linda M.C. Abbott]

Abbott\u27s presentation should be of critical concern for educators and practitioners who prepare others to deliver psychological services to ethnic minority clients. A strong point of the article is the description of a serious problem in many educational programs which fail to adequately prepare psychologists to work among a variety of ethnic groups. Equally significant, the author provides pragmatic recommendations and strategies for addressing the concerns which emerge from a theoretical framework

The 'Five Economists' Plan: The Original Idea and Further Developments

In October 1998, I was one of five economists who wrote a letter to the Prime Minister, suggesting a suite of policies that could help to substantially reduce the unemployment rate to around 5 per cent. The other four were John Freebairn, Ross Garnaut, Michael Keating and Chris Richardson. This letter resulted from a period of discussion amongst the five, including at two conferences on unemployment, one hosted by the Melbourne Institute and one by the Reserve Bank and the ANU.2 Subsequent to this letter there has been much public discussion of the so called "five economists plan" and both the Federal Government and the Opposition have taken a considerable interest in the ideas put forward. Further, the Business Council of Australia endorsed the basic ideas its 'New Directions' paper on Rebuilding the Safety Net (Business Council of Australia 1999). There has also been a developing literature on the five economists plan in academia. This paper begins with a re-statement of the main features of the plan. Its main focus, however, is on the most publicised feature of the plan, a proposed wage tax trade-off, and the effect that would have on employment, unemployment and the distribution of income. Another important aim of the paper is to examine the main criticisms that the five economists have confronted. It is argued that having considered these criticisms the plan remains robust. It is conceded that there is a question-mark surrounding the political economy of the wage-tax trade-off proposal whether the institutional structures in Australia could facilitate its implementation. It is concluded that even this concern may be unfounded, but that some reform to the wage setting system may be beneficial.

Extended Sensitivity Analysis for Applied General Equilibrium Models

Previous sensitivity analysis procedures for applied general equilibrium models have focussed on the values of exogenously assigned elasticity parameters, while the calibrated parameters -those that are obtained from combining elasticity information with flow or stock data- have been largely ignored. Calibrated parameters are central to a model´s specification, and uncertainty surrounding their values affects the credibility of the model´s results. This paper introduces and illustrates a calibrated parameter sensitivity analysis (CPSA) which, when combined with previous elasticity sensitivity analysis procedures in an `extended sensitivity analysis´, allows modelers to undertake sensitivity analysis over the full set of model parameters.Sensitivity Analysis, Calibration

Small Codes for Magic State Distillation

Magic state distillation is a critical component in leading proposals for fault-tolerant quantum computation. Relatively little is known, however, about how to construct a magic state distillation routine or, more specifically, which stabilizer codes are suitable for the task. While transversality of a non-Clifford gate within a code often leads to efficient distillation routines, it appears to not be a necessary condition. Here we have examined a number of small stabilizer codes and highlight a handful of which displaying interesting, albeit inefficient, distillation behaviour. Many of these distill noisy states right up to the boundary of the known undististillable region, while some distill toward non-stabilizer states that have not previously been considered.Comment: Some additional comments and clarifications. Eighth Grade Students' Understandings of Groundwater

According to national standards, eighth graders should possess appropriate understandings regarding groundwater and its role in the hydrologic cycle. This article describes a study of eighth-grade students to determine what types of ideas eighth graders actually possess regarding groundwater. The students completed a survey that consisted of one multiple-choice item and a drawing prompt. The results of this survey, along with videotaped class discussions about goundwater, revealed that students of this age group hold naive conceptions concerning groundwater.
