    The work is devoted to the thesis that modern communication channels can be used for the increase of political influence due to the fact that the Internet has obviously been gaining power and is widely used and adopted. It supports the idea that no politician or public figure can hope to exist efficiently without using available Internet resources and maintaining personal sites or blogs for the sake of popularity and awareness. The criteria for the efficiency of symbolic attributes of power in the Internet are considered and selected for the analysis of different kinds of Internet resources used by politicians and political organizations in Tomsk and Tomsk region to. The work reveals how efficiently the personal or public blogs are used and whether they serve the real tool for the communication between the power and the public or they are basically formal and simply exist as a fashionable trend. It is shown that Internet channels are important and can increase efficiency of the communication between the authorities and citizens

    Communicative Competence Management Approaches in Higher Education

    In the context of lifelong learning it is necessary to train a person who will be able to get oriented appropriately in all spheres of social life and actively influence them, without which it is impossible to proceed to the educational community with a high level of spiritual, legal and professional culture. Not only the expertise but also the general communication skills in the professional activity of a specialist become important. Communicative component is now represented fragmentarily in the content of Russian higher education, while the necessity in its expansion and the constitution is growing as communicative education is becoming an important means of the formation of professionalism and if to look more broadly, a way to transform our social realities. Search for the mechanisms to manage communicative competence of students is an important task in the development of higher education. The solution to this problem will increase the efficiency of training of future specialists in the period of active development of new communication technologies and create the conditions for successful professional and personal fulfillment. The research presented in the paper is based on the hypothesis that the formation of communicative competence of university students is determined by the interconnectedness of competencies which make up the structure of communicative competence through the sequencing of the stages of development of communicative competence and determination of the algorithm of formation of communicative competence in higher education

    Implementation of CDIO Approach in training engineering specialists for the benefit of sustainable development

    Due to the competition and changing needs of the world, universities strive to analyze these needs to timely offer necessary educational programs. One of the newest trends in engineering education is sustainable development. To support the concept and implement it into life it is necessary to train specialists able to promote sustainable development that inevitably leads to the necessity to develop educational programs embracing newest approaches considering up-to-date conditions and requirements. There are many efforts globally to develop educational programs for sustainable development. One of the common problems for Universities around the world is the virtual absence of comprehensive educational programs preparing specialists for sustainable development at all three levels of educational process: Bachelor’s, Master’s and PhD levels. Authors analyze the content of existing educational programs for sustainable development and suggest using Conceive, Design, Implement and Operate (CDIO) Approach, Standards and Syllabus that might be successfully applied for the development of up-to-date educational programs for sustainability at all three levels of educational process

    Implementing CDIO Approach in preparing engineers for Space Industry

    The necessity to train highly qualified specialists leads to the development of the trajectory that can allow training specialists for the space industry. Several steps have been undertaken to reach this purpose. First, the University founded the Space Instrument Design Center that promotes a wide range of initiatives in the sphere of educating specialists, retraining specialists, carrying out research and collaborating with profiled enterprises. The University introduced Elite Engineering Education system to attract talented specialist and help them to follow individual trajectory to train unique specialist. The paper discusses the targets necessary for achievement to train specialists. Moreover, the paper presents the compliance of the attempts with the CDIO Approach, which is widely used in leading universities to improve engineering programs

    Does a University graduate need a portfolio?

    Every year an increasing number of employers get interested in the university graduates, most suitable for the requirements the companies set. However, the standard CVs often do not reveal the potential and peculiarities of formation of graduate competences. The authors suggest using portfolio instead of a CV. The authors analyzed 1797 portfolios of TPU students and offered optimal structure and criteria of portfolio. In addition, the authors provide an example of how the achievements reflected in portfolio can be considered. The conclusion is made about the necessity of the portfolio. The authors determined employer’s role in the formation and evaluation of the portfolio. Moreover, the value of tracking the dynamics of growth of portfolio components is denoted as a new performance evaluation system in higher education
