Absorptivity indicator of the income from fixed assets of municipal water supply and sewerage infrastructure
Wybierając kierunek finansowania technicznej infrastruktury komunalnej powinno się uwzględnić wartość wskaźnika majątkochłonności majątku trwałego Ms, który jest stosunkiem wartości nakładów na stworzenie zasobów majątkowych do wartości produkcji wytwarzanej za pomocą tego majątku. Przeprowadzono badania rentowności branży wodociągowej w sześciu gminach województwa podlaskiego. Do badań wybrano cztery gminy typowo wiejskie, jedną wiejsko-miejską i jedną miejską. Dla tych gmin określono 12 wskaźników, umożliwiających ocenę poprawności eksploatacji wodociągów, pod kątem rentowności zainwestowanego majątku. W rezultacie przeprowadzonych badań stwierdzono, że:
– tylko nieliczne przedsiębiorstwa wodociągowe potrafią pogodzić dwa zasadnicze cele: jak najlepsze zaspokojenie potrzeb społecznych oraz rentowność działalności;
– efektywność przedsiębiorstw wodociągowych leży w interesie wspólnoty samorządowej, ponieważ nierentowne przedsiębiorstwa wodociągowe są dotowane ze środków publicznych, które mogłyby być przeznaczone na inne, ważniejsze cele;
– gmina, z uwagi na swoją historyczną rolę, powinna być bardziej odpowiedzialna nie tylko za organizowanie, ale również za dostarczenie podstawowych usług komunalnych, wobec tego, władze gmin na obszarach wiejskich powinny analizować wartości wskaźników majątkochłonności Ms i podejmować decyzje o inwestycjach w poszczególnych branżach, uwzględniając ich rentowność.So far the studies conducted in the field of municipal management in urban areas, show that the indicator value MS is four times higher for the water and sewage sector in comparison to the waste management industry. This fact has inspired the authors to conduct a study for the water industry in six municipalities in the Podlaskie province. To conduct this study they have selected four typically rural municipalities, one rural-urban and one typically urban municipality. For those municipalities, they have identified 12 indicators allowing to assess the propriety of water supply systems exploitation from the perspective of invested assets. The value of these indicators has been analyzed and evaluated, subsequently depicted and illustrated as 12 graphs. Conducted study resulted in:
– on the one hand water companies are public utility enterprises for which the main goal should be to meet the needs of society, on the other hand they are companies for which the profitability should be essential; only few are able to reconcile these two principles;
– efficiency of water companies is in the interests of local communities; unprofitable water companies are still dotated from public funds, that could be spent on other important goals;
– due to its historical role, community should be more responsible not only for the organization but also for the delivery of basic municipal services; therefore, the government of municipalities in rural areas should also analyze the values of wealthiness absorptivity indicator MS and make decisions about investments in particular industries, taking into account their profitability
The current state of the melioration technical infrastructure and development directions
Rozwój rolnictwa zrównoważonego jest w dużym stopniu uzależniony od
zapewnienia prawidłowych stosunków wodno-powietrznych w glebie.
Temu celowi służy techniczna infrastruktura melioracyjna. Eksploatacją
części tej infrastruktury, zwaną melioracjami szczegółowymi, zajmują się
miedzy innymi spółki wodne. Członkowie spółki wodnej czerpią z przynależności
do niej korzyści, są jednak zobowiązani do przyjęcia i realizacji
obowiązków, jakie nakłada na nich status spółki. Do obowiązków tych
należy dbałość o stan techniczny melioracji szczegółowych. Z różnych
przyczyn odnotowano w ostatnim dwudziestoleciu zmniejszenie się liczby
spółek wodnych, czego wynikiem jest degradacja infrastruktury technicznej
melioracji szczegółowych. Aby określić przyczyny wyżej wymienionego
spadku przeprowadzono badania spółek wodnych na terenie
gminy Sokoły w województwie Podlaskim, z zastosowaniem metody wyceny
warunkowej CVM (ang. „contingent valuation metod”). Przeprowadzono
również wiele wywiadów dotyczących działalności spółek w innych
województwach. W wyniku analizy i oceny zebranych informacji w pracy
sformułowano wiele zaleceń i propozycji, mających na celu poprawę
obecnej eksploatacji systemów melioracji szczegółowych.The development of sustainable agriculture is heavily dependent on ensuring proper
relationships of water and air in the soil. The technical infrastructure of melioration
serves this purpose. The exploitation of a part of this infrastructure, called detailed melioration, is among others the responsibility of water companies. Members of the
water company derive benefits resultant from the membership, however they are
required to accept and implement the obligations which the status of the company
imposes on them. These duties include the care of the technical condition of detailed
meliorations. Due to the various reasons in the last two decades the number of water
companies has declined, resulting in degradation of the technical infrastructure of the
detailed meliorations. To determine the cause of the above-mentioned drop an investigation
of water companies was carried out using the Contingent Valuation Method
(CVM) in the municipality of Sokoły in the Podlaskie voivodeship. In addition, a number
of interviews was conducted on the activities of companies in other voivodeships.
As a result of analysis and evaluation of the information gathered, a number of recommendations and proposals was elaborated to improve the current operation of
specific water management systems
