    The lone parent pilots after 12 to 24 months: an impact assessment of in-work credit, work search premium, extended schools childcare, quarterly work focused interviews and new deal plus for lone parents

    From April 2004, a set of Government policies designed to help lone parents into work have been piloted in various combinations in a number of Jobcentre Plus districts in Great Britain. The five policies are: In Work Credit (IWC), Work Search Premium (WSP), Extended Schools Childcare (ESC) and Childcare Tasters, Quarterly Work Focused Interviews (QWFIs) for lone parents whose youngest child is aged 12 or over in Local Education Authorities (LEAs) in which an ESC pilot is operating (ESQWFI), and New Deal Plus for Lone Parents (ND+fLP), hereafter collectively referred to as 'the lone parent pilots' (LPPs or 'the pilots'). The pilots were rolled out in four Phases, the first three of which are analysed in this report. This report estimates the impact of the LPPs on lone parents who have received Income Support (IS) or Jobseeker's Allowance (JSA) for at least 12 months. It uses a difference-in-differences (DiD) estimator, and makes use of lone parents in districts not operating a pilot as a comparison group. The data covers the first 12 months (Phase 3 districts) to the first 24 months (Phase 1 districts) of the pilots' operation, and so should be seen as giving the early impacts. Impacts were estimated separately for the stock of lone parents who had been on benefit for at least 12 months when the pilots began, and the flow sample of lone parents whose claim of IS/JSA reached 12 months after the pilots began

    Pensioner poverty over the next decade: what role for tax and benefit reform?

    Recent falls in poverty amongst those aged 65 and over are unlikely to continue after 2007-08, even after the implementation of the proposals outlined in the Government's Pensions White Paper. This report looks at the prospects for pensioner poverty in England over the next decade. The authors find that that the proportion of those aged 65 and over living in poverty is set to remain at its current level - around one-in-five - between 2007-08 and 2017-18. This is despite the overall increase in the generosity of state pensions arising from the Pensions White Paper, and the fact that younger cohorts are expected to have more private pension income and higher employment rates at older ages than those preceding them

    Parsimonious Shifted Asymmetric Laplace Mixtures

    A family of parsimonious shifted asymmetric Laplace mixture models is introduced. We extend the mixture of factor analyzers model to the shifted asymmetric Laplace distribution. Imposing constraints on the constitute parts of the resulting decomposed component scale matrices leads to a family of parsimonious models. An explicit two-stage parameter estimation procedure is described, and the Bayesian information criterion and the integrated completed likelihood are compared for model selection. This novel family of models is applied to real data, where it is compared to its Gaussian analogue within clustering and classification paradigms

    The Co-occurrence of child and intimate partner maltreatment in the family: characteristics of the violent perpetrators

    This study considers the characteristics associated with mothers and fathers who maltreat their child and each other in comparison to parents who only maltreat their child. One hundred and sixty-two parents who had allegations of child maltreatment made against them were considered. The sample consisted of 43 fathers (Paternal Familyā€”PF) and 23 mothers (Maternal Familyā€”MF) who perpetrated both partner and child maltreatment, together with 23 fathers (Paternal Childā€”PC) and 26 mothers (Maternal Childā€”MC) who perpetrated child maltreatment only. In addition, 2 fathers (Paternal Victimā€”PV) and 23 mothers (Maternal Victimā€”MV) were victims of intimate partner maltreatment and perpetrators of child maltreatment and 7 fathers (Paternal Non-abusive Carerā€”PNC) and 15 mothers (Maternal Non-abusive Carerā€”MNC) did not maltreat the child but lived with an individual who did. Within their family unit, 40.7% of parents perpetrated both intimate partner and child maltreatment. However, fathers were significantly more likely to maltreat both their partner and child than mothers and mothers were significantly more likely to be victims of intimate partner violence than fathers. PF fathers conducted the highest amount of physical and/or sexual child maltreatment while MC and MV mothers perpetrated the highest amount of child neglect. Few significant differences between mothers were found. PF fathers had significantly more factors associated with development of a criminogenic lifestyle than PC fathers. Marked sex differences were demonstrated with PF fathers demonstrating significantly more antisocial characteristics, less mental health problems and fewer feelings of isolation than MF mothers. MC mothers had significantly more childhood abuse, mental health problems, parenting risk factors and were significantly more likely to be biologically related to the child than PC fathers. This study suggests that violent families should be assessed and treated in a holistic manner, considering the effects of partner violence upon all family members, rather than exclusively intervening with the violent man

    GHG emissions of supply chains from different retail systems in Europe

    An approach has been developed to collect data and measure energy use and GHG emissions from logistics activities for product supply chains. This approach has been used to assess the GHG efficiency of several supply chains of the same product marketed through different types of retail systems in Europe. The retail types considered are hyper and supermarkets, corner shops, open-air markets, producer's basket direct sale, farm shops and e-commerce; Their GHG efficiencies are quantified and compared for food products, considering whole supply chains from the farm gate where they are grown to the consumer's home. This supply chain efficiency approach highlights the importance of the various operations carried out within the supply chains, such as transport, warehousing, the shop itself, and even consumer behaviour for the last mile. While supermarkets in towns, shops included in a delivery system, or open air markets in town centre appears to be very efficient, rural area and independent shops with lower turnover are less favourable. Indeed, the outcomes of an online consumer survey show large differences amongst the GHG efficiency values for all these retail systems. Therefore, potential logistics choices for improving the supply chain performance could be identified
