    The Effect of Climate Change on the Probability of Conservation: Fisheries Regulation as a Policy Contest

    This paper considers the policy outcome of a contest between two opposing in-terest groups: the incumbent fishermen and a group of conservationalists. The objective of the fishermen is to maximize profit, and they are (partly) concerned over future profitability as well, while the conservationalists have the aim of re-ducing current fishing effort in order to protect fish resources. The probability of a result of overfishing is dependent on the relative benefits the two groups receive if their preferred policy wins the contest. This model enables us to pre-dict how climate change induces changes in the underlying bionomic model and affects the probability of conservation. The main result is that the likelihood of conservation increases when climate change implies a larger percentage in-crease in the conservation value to the conservationalists than the percentage increase in the commercial value for the fishermen.Political contest, probability of conservation, fisheries management, climate change

    Uniform Reductions are not that Bad

    Both Barrett (1991) and Hoel (1991) show that uniform solutions cannot guarantee that the IR constraint is satisfied. This drawback of uniform solutions dramatically reduces feasibility of uniform solutions. However, when uniform reductions are property specified, this conclusion is no longer valid. Compared to Barrett (1991), which proposes a uniform absolute reduction, this paper proposes uniform solutions that are defined as equal percentage reduction compared to some pre-agreement reduction level, in accordance with real world specification. For such a specification, uniform solutions that satisfy IR will always exist, establishing a new, and more positive, view upon uniform solutions.Uniform reduction obligations, individual rationality.

    Assessing Risk and Uncertainty in Fisheries Rebuilding Plans

    This paper deals with risk and uncertainties that are an inherent part of design-ing and implementing fisheries rebuilding plans. Such risk and uncertainties stem from a variety of sources, biological, economic and/or political factors, and are influenced by external factors like changing environmental conditions. The aim of this paper is to characterize such risks and uncertainties and to as-sess the importance of it in relation to the performance of fisheries rebuilding plans, to give some examples where uncertainties have negatively affected the ability of rebuilding plans to reach their intended targets and to give some guidelines how to deal with risk and uncertainties. The conclusion is that when designing fisheries rebuilding plans, it should be taken into account the availability of relevant information, such that progress is (indisputable) measurable, and causes of potential failure can be clarified. Rebuilding plans need to consider biological, economic and distributional consequences in order to reduce uncertainties and to ensure successful implementation of the plan. Risk communication is also valuable in the process, since it gives transparency of the objectives and means to meet these objectives, elucidates crucial information from stakeholders and legitimates the whole process of designing and implementing the rebuilding plans, which is essential for the success of these plans. To that end the plans should be as simple and realistic as possible. It is recommended to apply risk analysis and to use the precautionary principle only in cases where large uncertainties exists and/or potentially high costs exits of ignoring the uncertainty cannot be resolved. Two fisheries rebuilding plans are analysed and how they address risk and uncertainties are evaluated. This study was done under contract with the OECD.     Should farmers participate in the EU ETS? Permit price, measurement and technology

    Farmers in the EU do not trade greenhouse gases under the Kyoto agreement. This is an empirical puzzle. Should farmers participate in the EU Emission Trading System (ETS) for greenhouse gases (GHG)? Our overall answer is yes. First, farmers may harvest private net gains because of i) relatively low marginal reduction costs, especially within organic farming; ii) the avoidance of future losses in productivity as a victim of climate change; and iii) the possibility of receiving a favourable allocation system, such as grandfathering or a list of projects that release free allowances. Second, market consequences in terms of the effect on permit price and technology are overall positive, yielding a promising future for the inclusion of agriculture in the EU ETS. Finally, we propose a scheme for including the farming practices in the EU ETS that reduces the uncertainty from measuring emission reduction in this sector

    Farmers in the EU do not trade greenhouse gases under the Kyoto agreement. This is an empirical puzzle because agriculture is a significant contributor of greenhouse gases (GHG) in the EU and may harvest private net gains from trade. Furthermore, the US has strongly advocated land-use practices as ‘the missing link’ in past climate negotiations. We argue that farmers have relatively low marginal reduction costs and that consequences in terms of the effect on permit price and technology are overall positive in the EU Emission Trading System (ETS). Thus, we propose a project-based system for including the farming practices in the EU ETS that reduces the uncertainty from measuring emission reduction in this sector. The system encourages GHG reduction either by introducing a new and less polluting practice or by reducing the polluting activity. When doing so, farmers will receive GHG permits corresponding to the amount of reduction which can be stored for later use or sold in the EU ETS

    Rent-seeking and grandfathering: The case of GHG trade in the EU

    The EU Commission has recently proposed a new directive establishing a framework for greenhouse gas (GHG) emissions trading within the European Union. The idea is to devalue the emission quotas in circulation by the year 2012 at latest, so that the EU will meet its Kyoto target level of an 8% GHG reduction. Our main question is whether the final choice of allocation rule can be explained by potential industrial net winners involved in the policy making process. We answer this question by using rent-seeking theory and by analysing the Green Paper hearing replies from the main industrial groups. In other words, we want to explain and observe how rent-seeking (or lobbyism) affects the de-sign of environmental regulation and energy policy in favour of well-organized industrial interest groups. We argue that some firms are likely to reap a net gain from being regulated by a grandfathered emission trading system.     Hot air in Kyoto, cold air in The Hague

    Why did the climate negotiations in The Hague fail? Our contribution is to argue that the conflict between the European Union and the United States stems mainly from disagreement on the cost issue. We argue that three main concerns promoted by the European Union in The Hague, i.e. a 50% national emission ceiling (the supplementarity principle), the use of carbon sinks and an international market control system, can be solved by less restrictions on free GHG trade and by establishing the World Trade Organization as an international authority. Because the US face much higher future reduction costs than the EU, the US will be imposed considerably higher costs than the negotiations in Kyoto were based on. Thus, to make the US stay in an international GHG emission- trading scheme, the EU must reconsider and acknowledge US claims for cheaper reduction options and the right to trade ‘hot air.’ This point is important.
