Optical modes in linear arrays of dielectric spherical particles: A numerical investigation
We have investigated bound modes in finite linear chains of dielectric
particles of various lengths, interparticle spacing and particle materials.
Through a unique application of the multisphere Mie scattering formalism, we
have developed numerical methods to calculate eigen-optical modes for various
arrays of particles. These numerical methods involve the use of the multisphere
scattering formalism as the entries in NxN matrices where N represents the
number of particles in the chain. Eigenmodes of these matrices correspond to
the eigen-optical modes of interest. We identified the eigenmodes with the
highest quality factor by the application of a modified version of the
Newton-Raphson algorithm. We found that convergence is strong using this
algorithm for linear chains of up to several hundreds of particles. By
comparing the dipolar approach with the more complex approach which utilizes a
combination of both dipolar and quadrupolar approaches, we demonstrated that
the dipolar approach has an accuracy of approximately 99%. We found that the
quality factor Q of the mode increases with the cubed value of the number of
particles in chain in agreement with the previously developed theory, the
effects of disordering of particle sizes and inter-particle distances will be

HEALTH Optometric Practice: Allow Use of Topically Applied Agents for Treatment of ocular Diseases; Provide for Continuing Education
The Act amends the definition of optometry to include the administration or prescription of topically applied pharmaceutical agents approved by the State Board of Examiners of Optometry. The Act also defines the standard of care to which optometrists who treat ocular disease with topical pharmaceutical agents must adhere. The Act provides misdemeanor penalties or those optometrists who treat ocular disease outside the authorized scope of practice. The Act exempts from continuing education requirements those optometrists who are sixty-five years of age or older. Finally, the Act sets forth presumptions for construing liability of pharmacists who, in good faith, fill prescriptions for topically applied pharmaceutical agents issue by optometrists under the Act
Election Administration: The Effect of Race on Election Technology Implementation and Advancement in the United States
A necessary condition for democracy is the ability for citizens to be heard. The way by which this is done is through electing officials that represent a diverse set of beliefs and values. The mechanism by doing this is through elections. At a quick glance, elections appear to play a minor role in democracy. But in fact, the foundations of elections are essential to our understanding of American democracy. It is assumed that the implementation of an electoral system is sufficient for American democracy. Diving deeper into the complexities of election systems provides evidence for benchmarks that prevent elections from representing democratic values. It holds true that elected officials rely on democratic elections to legitimize their role in government. Perceptions of democracy are in fact affected by the fragilities of the electoral process. When it all goes right, democracy appears to be protected to the perspective of citizens. The odds of an election going off without a hitch is one in a million. The aspects of elections that are most worrisome to experts as well as the public are accuracy and reliability. Past elections have shown that accuracy and reliability are issues of election technology and the failure of these aspects puts the United States\u27 democratic processes at risk. I argue that as of today, election officials and scholars are at a tossup. They cannot foresee any way to advance technology without risking or compromising on the accuracy and reliability of elections. This poses significant challenges because for elections to be accessible to all, technological advances are needed to accommodate those with disabilities, the elderly, and the fact that voters are busy and expect an easy, seamless process when they reach the polls. There are many factors that affect the implementation and advancement of voting technology. Previous research has provided evidence that the racial composition of counties affect the ability of election administrations to advance to new technologies. This thesis aims to further explore the issues of election technology and their role in defining democracy by analyzing different aspects of election administration and by focusing the role race plays in the advancement of voting technology
Large coupling in a FitzHug-Nagumo neural network: quantitative and strong convergence results
We consider a spatially extended mesoscopic FitzHugh-Nagumo model with
interactions and prove that in the regime where strong and local interactions
dominate, the probability density of the potential throughout the network
concentrates into a Dirac distribution whose center of mass solves the
classical non-local reaction-diffusion FitzHugh-Nagumo system. In order to
refine our comprehension of this regime, we focus on the blow-up profile of
this concentration phenomenon. Our main purpose here consists in proving that
it is Gaussian by deriving two quantitative and strong convergence estimates:
the first one in a L1 functional framework and the second in a weighted L2
functional setting. We develop original relative entropy techniques to prove
the first result whereas our second result relies on propagation of regularity
