This detailed report documents experiences in implementing community-based mechanisms and methods for coastal livelihood development, monitoring, and evaluation in Bolinao, Pangasinan, in the Philippines. Training for People’s Organizations (PO) was part of the project towards community ownership of livelihood development. Detailed observations are provided on the progress of community participation and partnerships with other organizations and research groups, including visits from Japanese students and a Cambodian delegation.
