    Farmer support for extending Conservation Compliance beyond soil erosion: Evidence from Iowa

    Conservation Compliance, which since its inception in 1985 has led to substantial reductions in soil erosion by linking eligibility for some Farm Bill programs to erosion control on highly erodible land, is at a critical juncture. Agricultural economic and budget factors have reduced the effectiveness of compliance incentives, and numerous groups are calling for enhancement of incentives and/or for extension of compliance beyond erosion control to cover concerns such as water quality impairment. This study analyzed survey data measuring Iowa farmers\u27 support for four increasingly stringent Conservation Compliance scenarios ranging from the current configuration to a requirement that all farmers control nutrient runoff regardless of participation in Farm Bill programs. Overall, the results indicate that Iowa farmers have a generally positive view of Conservation Compliance policy, both as currently configured and in potentially more stringent and extensive forms. Farmers with stronger conservationist identities and attitudes were more likely to endorse increasing the scope and stringency of Conservation Compliance, while farmers who expressed greater levels of concern about the property rights implications of government intervention and those with more productivist orientations were less likely to support such policy changes. Taken as a whole, the results suggest that most Iowa farmers think that Conservation Compliance is a good idea, should be continued, and should be extended to more farmers and other resource concerns

    Cover crop adoption in Iowa: The role of perceived practice characteristics

    Cover crops are widely viewed by the soil and water conservation community to be an effective means for reducing soil erosion and nutrient loss and increasing soil health, yet relatively few farmers have adopted the practice. Despite the widespread recognition of cover crops\u27 benefits and increased promotional efforts, there have been very few peer-reviewed studies focused on farmer perspectives on or adoption of cover crops. This study, which analyzed data from a survey and in-depth interviews with Iowa farmers, examined the roles that perceived practice characteristics, perspectives on potential facilitating factors, and crop and livestock diversity play in cover crop adoption among Iowa farmers. As expected, perceived benefits were strongly associated with cover crop use. Measures of crop and livestock diversity were also positive predictors of adoption. In addition, farmers who endorsed strengthening of facilitating factors such as educational and technological infrastructure to support cover crop use were more likely to have adopted cover crops. Farmers who perceived higher levels of risks associated with cover crop use, on the other hand, were less likely to use them. Results suggest that research and promotional efforts should focus on both raising awareness of potential benefits and quantifying and communicating potential risks and risk abatement strategies. Helping farmers to better understand (1) the benefits of cover crops and how they can be enhanced, and (2) the potential risks and ways that they can be minimized might allow farmers to more effectively weigh the probable benefits and costs of cover crop use. The findings further suggest that farmers believe that better facilitating infrastructure, in the form of technical assistance (e.g., agricultural retailers and custom operators) and education, is needed to support the widespread adoption of cover crops

    Shifts in farmer uncertainty over time about sustainable farming practices and modern farming\u27s reliance on commercial fertilizers, insecticides, and herbicides

    Nitrogen (N) is critical for maintaining crop yields; however, current agricultural management practices are major contributors to high levels of N and other agricultural chemicals leaking into neighboring water bodies thereby limiting the achievement of sustainability goals for water resources. Changes in farmer beliefs over time about sustainability goals and production inputs reveal increasing uncertainty about the connection between sustainability and their practices. Inference from a multinomial model analysis of farmer beliefs from 1989 to 2002 shows increasing odds of being uncertain about whether use of sustainable farming practices help maintain the natural resource base. Almost 29% of the population of a 2002 random sample survey of Iowa farmers was uncertain about sustainable farming practices compared to 18.8% in 1989. Further, farmers were increasingly uncertain over time as to whether modern farming relies too heavily upon commercial fertilizers, insecticides, and herbicides. In 2002, 14.5% of farmers, compared to 8.4% in 1994 and 5.7% in 1989, were uncertain about whether heavy reliance on commercial fertilizers was a sustainability problem. Multinomial logistic regression models examining responses to various farming practices reveal that the ratio of disagree/agree increases over time and is influenced by total corn and soybean acres farmed, net of farmer age, and weather conditions. Models of uncertainty controlling for age and weather conditions show increasing farmer uncertainty about sustainable farming practices; natural resource base maintenance; and whether modern farming relies too heavily on commercial fertilizers, insecticides, and herbicides

    Barriers to implementing climate resilient agricultural strategies: The case of crop diversification in the U.S. Corn Belt

    Cropping system diversity can help build greater agroecosystem resilience by suppressing insect, weed, and disease pressures while also mitigating effects of extreme and more variable weather. Despite the potential benefits of cropping systems diversity, few farmers in the US Corn Belt use diverse rotations. This study examines factors that may influence farmers’ decisions to use more diversified crop rotations in the US Corn Belt through a parallel convergent mixed methods approach, using a multi-level analysis of Corn Belt farmer survey data (n = 4,778) and in-depth interviews (n = 159). Analyses were conducted to answer questions regarding what factors influence farmers’ use of extended crop rotations in intensive corn-based cropping systems and to explore whether farmers in the Corn Belt might use extended crop rotations in response to climatic changes. Findings suggest that path dependency associated with the intensive corn-based cropping system in the region limits farmers’ ability to integrate more diverse crop rotations. However, farmers in more diversified watersheds, those who farm marginal land, and those with livestock are more likely to use extended rotations. Additionally, farmers who currently use more diverse rotations are also more likely to plan to use crop rotations as a climate change adaptation strategy. If more diverse cropping systems are desired to reduce climate risks, in addition to reducing the negative impacts associated with industrial agricultural production, then further efforts must be made to facilitate more diverse crop rotations in the U.S. Corn Belt. This may be achieved by adjusting policy and economic incentives that presently discourage cropping system diversity in the region

    Conversations with non-choir farmers: Implications for conservation adoption. Report for the Walton Family Foundation

    The following report documents the results and implications for the study, “Conversations with non-choir farmers: Implications for conservation adoption”. We conducted 10 in-person focus groups with farmers (IN=5; IA=3; IL=2) and three online focus groups with non-operating landowners (NOLs) who own land in Indiana, Illinois, and Iowa. This research sought to answer the following research questions: 1) What are viable strategies beyond what WFF is currently investing in to promote agricultural practices that that reduce nutrient runoff? 2) How and under what conditions can policies help to change farmer and landowner behavior? What are potential barriers, particularly resistance from the agricultural sector? 3) What do Corn Belt farmers think about the limits to voluntary conservation? Do they see a need to think beyond voluntary conservation? 4) What suggestions do Corn Belt farmers have for how to motivate wide-spread adoption of conservation practices to improve water quality? 5) How could new policies and incentives be tied to existing funding streams (e.g., Farm Bill) or other financial incentives? The focus group questions were designed to foster participants’ discussions of their perceptions on seven topics related to the research questions: 1) regulation; 2) conservation barriers; 3) market-based policies; 4) conservation targeting; 5) motivations for widespread conservation adoption; 6) communication networks; and 7) certification programs and private sector funding for conservation. The following pages include data from the 13 focus groups – 10 with farmers and 3 with NOLs. We conclude with implications of our findings

    Adoption of agricultural conservation practices in the United States: Evidence from 35 years of quantitative literature

    This is a comprehensive review of all published, quantitative studies focused on adoption of agricultural conservation practices in the United States between 1982 and 2017. This review finds that, taken as a whole, few independent variables have a consistent statistically significant relationship with adoption. Analyses showed that variables positively associated with adoption include the farmer self-identifying primarily as stewardship motivated or otherwise nonfinancially motivated, environmental attitudes, a positive attitude toward the particular program or practice, previous adoption of other conservation practices, seeking and using information, awareness of programs or practices, vulnerable land, greater farm size, higher levels of income and formal education, engaging in marketing arrangements, and positive yield impact expected. Some variables often thought to be important, such as land tenure, did not emerge as consistently important in this cross-study review. Other variables, such as farmers\u27 sense of place, training, presence of institutional conditions supporting adoption, and the role of collective decision making are not measured in enough studies to draw conclusions but potentially have a relationship with adoption decisions. Implications for how to promote conservation adoption and directions for future research are discussed. Because positive attitudes and awareness of conservation programs or practices are positive predictors of adoption, practitioners should share benefits of specific practices and programs and leverage existing practice adoption. Further work to explore relationships between conservation adoption and the role of farmer identity, nuances of land tenure, and the influence of structural factors is needed. Moreover, we suggest that future research should focus on the impact of different messages and avenues of reaching farmers in order to continue to inform conservation practices. Future research should consider both individual and institutional factors that facilitate and constrain adoption

    Examining the Relationship between Clinical Decision Support and Performance Measurement

    In concept and practice, clinical decision support (CDS) and performance measurement represent distinct approaches to organizational change, yet these two organizational processes are interrelated. We set out to better understand how the relationship between the two is perceived, as well as how they jointly influence clinical practice. To understand the use of CDS at benchmark institutions, we conducted semistructured interviews with key managers, information technology personnel, and clinical leaders during a qualitative field study. Improved performance was frequently cited as a rationale for the use of clinical reminders. Pay-for-performance efforts also appeared to provide motivation for the use of clinical reminders. Shared performance measures were associated with shared clinical reminders. The close link between clinical reminders and performance measurement causes these tools to have many of the same implementation challenges

    A framework for power analysis using a structural equation modelling procedure

    BACKGROUND: This paper demonstrates how structural equation modelling (SEM) can be used as a tool to aid in carrying out power analyses. For many complex multivariate designs that are increasingly being employed, power analyses can be difficult to carry out, because the software available lacks sufficient flexibility. Satorra and Saris developed a method for estimating the power of the likelihood ratio test for structural equation models. Whilst the Satorra and Saris approach is familiar to researchers who use the structural equation modelling approach, it is less well known amongst other researchers. The SEM approach can be equivalent to other multivariate statistical tests, and therefore the Satorra and Saris approach to power analysis can be used. METHODS: The covariance matrix, along with a vector of means, relating to the alternative hypothesis is generated. This represents the hypothesised population effects. A model (representing the null hypothesis) is then tested in a structural equation model, using the population parameters as input. An analysis based on the chi-square of this model can provide estimates of the sample size required for different levels of power to reject the null hypothesis. CONCLUSIONS: The SEM based power analysis approach may prove useful for researchers designing research in the health and medical spheres

    Redesign of a computerized clinical reminder for colorectal cancer screening: a human-computer interaction evaluation

    <p>Abstract</p> <p>Background</p> <p>Based on barriers to the use of computerized clinical decision support (CDS) learned in an earlier field study, we prototyped design enhancements to the Veterans Health Administration's (VHA's) colorectal cancer (CRC) screening clinical reminder to compare against the VHA's current CRC reminder.</p> <p>Methods</p> <p>In a controlled simulation experiment, 12 primary care providers (PCPs) used prototypes of the current and redesigned CRC screening reminder in a within-subject comparison. Quantitative measurements were based on a usability survey, workload assessment instrument, and workflow integration survey. We also collected qualitative data on both designs.</p> <p>Results</p> <p>Design enhancements to the VHA's existing CRC screening clinical reminder positively impacted aspects of usability and workflow integration but not workload. The qualitative analysis revealed broad support across participants for the design enhancements with specific suggestions for improving the reminder further.</p> <p>Conclusions</p> <p>This study demonstrates the value of a human-computer interaction evaluation in informing the redesign of information tools to foster uptake, integration into workflow, and use in clinical practice.</p
