Foreign aid effectiveness in African economies: Evidence from a panel threshold framework
The aid-growth literature has been explored using a wide range of econometric methodologies. The evidence of the effectiveness of aid to promote economic growth is mixed, suggesting that the link between aid and growth is complex and may not be well identified by traditional methods. We take another perspective and frame the aid-growth literature within a nonlinear panel threshold framework applied to a panel of selected African economies for the period 1980 to 2007. We also compare our results with the linear and nonlinear-polynomial specification and address potential endogeneity using instrumental variables and dynamic panel estimations. In the linear setting, we find no clear evidence of a positive effect of aid on growth. In the nonlinear setting, we explore four threshold variables capturing various macroeconomic policies. For each threshold variable, we estimate a polynomial model by interacting aid with the considered threshold variable and a threshold model by splitting the sample according to some endogenous thresholds. Although we find no evidence of polynomial effect in the case of aid as a threshold variable, there is weak evidence of a threshold effect with a diminishing return of aid. In a lower regime of past aid receipts less than of 1.5 per cent of GDP, aid appears to have a strong positive and significant effect on growth while the effect is insignificant when aid exceeds that level. We also find that under good policy environment characterized by relatively low inflation, high trade openness and low budget deficit, the effect of aid is greater. These findings suggest that both donors and African aid recipient countries should continue their efforts in strengthening the macroeconomic management of aid
Central bank independence and effectiveness of economic policy
This paper examines the different interactions that can exist between an independent central bank and the economic policy in a country. The focal point of this survey is based on the « temporal incoherence »problem raised in the years 1970 by Prescott and Kydland. These two authors arrived to the conclusion that, the separation between public authorities and monetary authorities would guarantee an economic stability. The rush observed since some years of the central banks toward the independence vis-`a-vis of public authorities contributed to carry a decisive stroke to the economic policy’s efficiency thus.Central bank, independance, temporal incoherence, economic policy
Demand for reserves and moral hazard in a Monetary Union
L’objectif de ce papier est d’examiner l’existence ou non d’un comportement d’aléa moral dans la demande de réserve internationale des pays membres d’une union monétaire, avec application à la CEMAC. Il se base sur des éléments de statistiques descriptives et se veut le début d’une analyse plus poussée à l’aide d’outils économétriques adéquats. De nos analyses, il ressort que les réserves internationales sont un instrument important qui permet de résorber les déséquilibres de payements, et de ce fait, leur demande dans une union monétaire entraîne un comportement d’aléa moral. Ce comportement se caractérisant par un laxisme dans la gestion économique et un tirage abusif sur le pooling. Ce comportement a été clairement mis en évidence dans le cas de la CEMAC, mais à des degrés divers pour les pays. Une solution à ce problème, qui ne devrait pas détruire l’union, serait de catégoriser les pays suivant leur risque de déficit afin d’exiger de chacun un coût de participation préalable à l’union.Demande de réserve. aléa moral, union mondetaire, CEMAC

Dynamics of off-farm self-employment in the West African Sahel
This study uses detailed household-level data to analyse off-farm self-employment dynamics in Mali and Niger. It adds to the literature that acknowledges the existence of heterogeneities in informal work and the body of evidence on informal self-employment in fragile and conflict-affected countries. It finds that self-employed workers are more represented in the lower-tier informal work status, with a particularly high percentage in Niger and among female, rural, youth, and old adult workers in both countries. The study also finds that monthly average earnings from self-employment are lowest among lower-tier informal workers, who also have a low probability of transitioning out of this status. However, household-related factors such as asset and livestock holdings and non-labour income may play an important role in helping these vulnerable groups of workers move up the self-employment ladder, especially in the event of shocks
