    Regulatory and skills requirements for higher education in the Philippines

    The provision of public resources to manage the expansion of the higher education system in the Philippines has been inadequate, and this has given rise to many private providers entering the HE domain. The proper regulation of higher education in the country is important if the Philippines is to respond to the challenge of producing the skills it needs for economic development. A Commission on Higher Education document of 2012 reiterated the mandate given to all higher education institutions in the Philippines to build a quality nation and to contribute to its global competitiveness. This mandate includes the need for the higher education system to produce graduates with analytical and problem-solving skills, among others. Perhaps the best one can hope for is that policies of this kind can provide an overarching framework and a general context for the development and strengthening of higher education institutions in order to make them relevant to the needs of the society in which they are situated.http://www.ippublishing.comhb2016Education Management and Policy Studie

    Experiences of assessment and ‘affect’ in the teaching and learning of English second language learners in Nigeria

    In classroom situations teachers speak of learners’ motivation or lack thereof and its relationship with achievement. The present study explored the influence of affect (attitudes, motivation and emotions) on the assessment and performance of English second language learners who lack proficiency in the language of teaching and learning in mainstream classrooms in Nigeria. The methods used included observation of test taking behaviours, post-test debriefing and mediation. The findings revealed how learners’ perceptions of the language of learning and assessment practices shaped their attitudes towards learning and in extreme cases schooling as whole. However, some of the participants lacked motivation; appeared apathetic and there were indications of an emotional block against academic learning. The study is informative in terms of how these English second language learners react to the challenges posed by lack of proficiency in the language of teaching, learning and assessment and the practices of their teachers in the classroom.     Higher education and the challenges of skills production in the Philippines

    There has been a speedy increase in the number of higher education providers, including private higher education institutions in the Philippines. This proliferation of providers and institutional types has given rise to a need to address the issues of skills and relevance in the Philippines. The World Bank (2012) has reported on a significant gap between the skills needs of employers and the levels of skills produced by higher education institutions (HEIs) in the Philippines. How does the Philippines manage the increased demand for higher education to provide skills needed to develop the society and the economy? This article analyses the expansion of higher education globally and in the Philippines, in particular, and its impact on skills production.     The use of the job enrichment technique for decision-making in higher education : the case of the Philippines

    ORIENTATION : This article provides an explorative analysis of the use of the job enrichment technique for decision-making in higher education in the Philippines. RESEARCH PURPOSE : The profile of administrators in charge of decision-making was investigated in terms of their level of familiarity with, and use of, this technique in achieving the goals of enriching jobs, retaining staff and ensuring job-motivation in higher education. MOTIVATION FOR THE STUDY : Given the increasingly competitive higher education environment in which higher education employees, including academics, work, the pressure on their performance, and their search for ideal working conditions, it is important to measure the impact of the job enrichment technique on employee and higher education organisations. RESEARCH DESIGN, APPROACH AND METHOD : The study used a quantitative method. The respondents of this study consisted of 206 administrators. Spearman Rank, Correlation Coefficient, Point Bi serial and Chi-square were used to analyse the relationships between the demographic characteristics and job enrichment technique. Multiple Regression Coefficient was used to predict job enrichment. MAIN FINDINGS: The findings suggest that educational attainment and experience are the most important factors for predicting success as an administrator in higher education. PRACTICAL AND MANAGERIAL INPLICATIONS : Job enrichment should not only focus on the knowledge, experience and skills of administrators, but should be extended to encompass the context and working conditions of employees. CONTRIBUTION : In the context of fiscal austerity measures that result in fewer resources becoming available for higher education, it is important to have competent decision-makers who are able to motivate staff.http://www.sajhrm.org.zaam201

    Academic mobility and the experiences of foreign staff at South African higher education institutions

    This article analyses patterns of international academic mobility and the experiences of foreign staff at South African higher education institutions. Using the “pull and push factors” as a conceptual framework, it argues that the patterns of international academic staff mobility follow the pattern of international cross-border migrants. These are driven mainly by the pull factors which include quest for better opportunities in life including education. This study used both quantitative and qualitative methods to uncover the motivations and experiences of foreign academics in South Africa. The article uses three sources of data namely documentary analysis, statistical data from the Department of Education’s Higher Education Management Information System (HEMIS), and data from questionnaires that were distributed to foreign academic staff at the three South African universities; namely, the University of Pretoria, University of South Africa, and University of the Witwatersrand. For the foreign academic staff working in South Africa, it was demonstrated that they have both positive and negative experiences. The negative experiences seem to be related to the major nation building project to overcome racism and xenophobia.     Filipino university students’ attitude toward sexual minorities : implications for international students

    Whether or not sexual minorities in the Philippines higher education system are socially acceptable is not clear. This article specifically investigates the acceptance of gay and lesbian university students in the Philippines and implications for international gay or lesbian students’ sociocultural transition. We sampled opinions of both local and international students in all the academic departments of a private university in the province of Cavite. The participants were selected using a proportionate stratified convenience sampling technique according to which they were grouped by academic department and chosen based on their availability, proximity, and convenience. We administered surveys to 368 registered students in 2011. Of the 368 questionnaires distributed, 358 responses were received, which constitutes a 97.3% response rate. Using transition theory, the article argues that the attitude toward sexual orientation had some negative implications for gay and lesbian international students transitioning into the sociocultural environment of the Philippines.https://www.ojed.org/index.php/jisam2020Education Management and Policy Studie

    Resource provisioning and implications on learner performance in schools in Limpopo Province, South Africa

(http://hdl.handle.net/2263/76726)This study investigates the relationship between resource provisioning and learners’ performance in public schools in Limpopo province, South Africa. The education production function theory was used to address a set of policy questions such as: how much will outcomes improve if resources are increased by some amount? Or can schools deliver better outcomes with existing resources? Or will better outcomes require more resources-efficiency? This quantitative study used a survey of four validated questionnaires distributed to 272 representatives from the school principals, heads of departments, teachers, and school governing bodies. The sample was drawn from 68 public secondary schools from different quintiles (1 to 5) in Limpopo province using a probability stratified and purposive random sampling technique. Descriptive and Pearson correlation statistics were used in data analysis. The findings indicate that resource provision was shown to be to the determinant of learners’ performance in public schools. Specifically, the findings indicated that the way in which school resources are allocated, distributed, and utilised have an influence on learners’ performance. As a result, the study recommends that a review of resource provision is a factor that the Department of Basic Education, including stakeholders, should pay more attention to in order to improve learners’ performance in public schools.https://www.tandfonline.com/loi/raer202024-08-06hj2023Education Management and Policy Studie

    Globalization, capital market and economic development in Nigeria

    This article examines the economic integration caused by globalization and effect of capital market in Nigeria context. It establishes the type of relationship and level of significance of globalization and capital market on the economic development. Globalization concept is framed as import plus export divided by growth ratio. The capital market was determined in terms of proxy (by GDP) by price index. The growth ratio assessed the level of development using econometric model. The results suggest that sound economic reform and financial policies are necessary to achieve sustainable development in Nigeria. However, there is need to increase exports, reduce imports and control exchange rate for Nigeria to achieve sustainable economic development
