Of them, spelling correctly affects all the writing processes. Spelling plays an important role as a basic task which could lead to success in school age. However, many students in elementary school suffer from spelling for different reasons. Spelling intervention should be provided in proper time to build a basic writing skill. RTIย (Responsiveness to Intervention), one of the models that could determine learning disabilities, is a system that gives intervention whether students do not respond to intervention. Even during the intervention, studentโ€™s learning deficiency could occur, thus, intervention should be provided promptly. In advanced researches, as these are effective to give various strategies to low writing achievement students in instruction, using self-monitoring in teaching could be effective because it makes students play self directed learning and check the spelling process. Thus, in this research, Tier 3 intervention was used and figured out by using self-monitoring to prevent elementary school students who could improve spelling and written expression skills. The research quesetions are as follows. 1. Does a Tier 3 writing intervention that used self-monitoring effects low writing achievement studentsโ€™ spelling skills? 2. Does a Tier 3 writing intervention that used self-monitoring effects low writing achievement studentsโ€™ writing expression? For the purpose of this study, three elementary school third-grade students located in Seoul were selected and had difficulties in writing. The study was conducted by using multiple baseline design across participants, and the intervention was composed of two sessions of explaining self-monitoring and 10 sessions of explaining the phonological change. The intervention was about six weeks, every two sessions per week and 40 minutes. Thus, these were 12 sessions. The results of this study are as follows. First, Tier 3 writing intervention based on self-monitoring program was adapted to low writing achievement student's phonological changes for new words. It means that intervention which taught phonological change can expand to other words that had not been learned. So, teaching the concept of phonological changes is needed and it implies developing and apply a program that seems like this. Second, Tier 3 writing intervention based on self-monitoring program was adapted to low writing achievement student's phonological changes for learned words. A formative evaluation consisted of learned words and words which can adapt phonological change rules. Three of the students had high-performance which could figure out that they responded positively to intervention. Third, Tier 3 writing intervention based on self-monitoring program enhanced writing skills in fluency. This result is consistent with prior studies that suggest that improvements in spelling, which is the leading stage of writing, affect the next stage. However, not much research has been done. Forth, the writing Tier 3 intervention based on the self-monitoring program did not have an effective improvement in qualitative ability. It means that it is hard to improve spelling intervention in a short period. This research has a difference from other research as spelling and writing fluency were both conducted. Also, it could provide a more specific program by using various phonological steps.     In August 22, 1946, due to the resistance to the law, article number 102, Law for the establishment of the national universities in Seoul, Seoul National University students went on strike. erefore, the first actual classes started on September 28th, which was about a month later. As Seoul was under the rule of North Korea 3 days after the war broke out, artists were brought in to draw portraits of Kim, Ilโ€“sung and Stalin. Also the art professors or students who could not move further south in time, or who could not hide, had to draw portraits of Kim, Ilโ€“sung and Stalin and make flags with slogans. After the South Korean army recaptured Seoul on September 28, the Chairman of the Korean Association of Art, Ko, Heeโ€“dong, and the Dean of the College of Fine Arts in Seoul National University, Jang, Bal had played the key role in starting traitor evaluation. Around this time, the art professors and graduate students who majored in arts from Seoul National University joined the military as artists. They even received I.D. cards for being military artists. However, the problem of deciding on belonging to South or North Korea through ideological ideas or circumstances could not be avoided in Universities as well. Therefore, students had crossed over into South or North Korea, joined a commando unit, became an air student soldier (ํ•™๋„์˜์šฉ๊ตฐ), etc. A lot of students, who participated in arts under the rule of North Korean Army, went to North Korea, and a few of them even became partisans since they were worried about the reprisal. Even during the chaos of the war, the College of Fine Arts in Seoul National University was able to exist by teaching in refuge coffee shops and temporary school buildings, moreover by fostering major Korean modern artists. In a Busan refuge, the College of Fine Arts of Seoul National University became independent from the Department of Arts, Fine Arts major, and was considered to be an individual college itself. Also, since they had the first master s degree graduate students in 1952, they established a firm foundation for being the central place of to foster talented artists. e College of Fine Arts in Seoul National University had used a dining room in a sushi restaurant in Busan as a classroom.     Internet service has now become available to anyone who has a personal computer and as more computer networks have been built. One can take advantages of the internet anywhere and anytime. Many web sites have been built according to personal needs, for example, personal homepages, on-line newspapers, search sites etc. Besides, many web users who are attracted by engineering calculation have studied to have the calculation and cost estimate done in the web based environment. So in this study, we have developed a design and cost estimation tool for pressure vessels in the web based environment by using javascript, ASP (Active Server Pages) and MS-SQL (Structured Query Language) database. The tool is based on the ASME Boiler and Pressure Vessel code section VIII Div 1. The execution of engineering calculations is done with javascript. The performance of this program has been verified by both manual calculation and BASIC program.
