Actual Conditions and Prospects of the Regional Development in Yabu District of Nago City, Okinawa -Focused on the process of land rearrangement and the qualitative changes of farm management-

본 연구의 목적은 일본 오키나와현 나고시 야부(應繩縣 名護市 屋部)지구를 사례로 하여, 주로 토지정비과정에 따른 농가의 토지이용과 농업경영의 변화를 근간으로 소지역 단위에서의 지역개발의 정도를 파악함과 동시에 조사시점에서의 주민의식을 분석함으로써 향후의 방향성을 진단해 보는데 있다. 본 연구를 위하여 야부지구의 농가방문을 시작으로 연구대상 지역 내에서 개발의 정도를 직접 확인할 수 있는 장소를 크게 두 지구로 구분하여 조사함으로써, 현 시점에서의 활용도와 그에 따른 문제점을 고찰하였다. 아울러 일본의 중앙정부 오키나와현 및 나고시의 정책적인 차원에서의 지역개발계획과 단계를 파악하기 위해, 나고 시청(名護 市役所), 나고시 교육위원회, 오키나와현 북부합동청사, 얌바르(山原) 농협 나고지부 동으로부터 청취조사와 함께 관련자료를 입수하여 분석하였다. This research investigates the results of the regional development in Yabu District which has the characteristics of both country and city. The research examines the changes of land use and agricultural management caused by the land rearrangement projects in the small area. The findings are summarized like the followings. First, the major land-rearrangement plan can be divided into 6 projects, which have been done in Yabu since the late Meiji era. The two largest-scaled projects of them were Land Reform" in Yabu from 1899 until 1903 and Agricultural Land Reclamation" in Nagashiji from 1979 until 1985. The two projects contribute to the transformations of the ownership and the cultivating pattern in Yabu. Second, the way to utilize land changed profoundly in the early 1960s. Most parts of the cultivated land in Yabu had been a paddy field before the early 1960s. Since then, however, the paddy field has changed into a sugarcane field. This change has been related to the protection policy of the government for domestic sugarcanes. The government is now trying to keep the product at a optimum supply by fixing a adequate price per ton on the sugarcane product every year. Third, the changes of farm management in Yabu have reflected on the decrease of farm households, the shortage of successors of farmers, the gradual decrease of cultivated lands, and the fixation of commercial crops. These results can make the coexistence of country and city out of balance, and may be the reasons for developing the farming area into a city if mixed with other internal and external conditions. Fourth, with the development it will be difficult to conserve the traditional culture because thinking ways and attitudes are different between the young and the old. The qualitative and quantitative changes of the original culture will be inevitable. Community Revitalization of Komitnato Village in Amami Island, Japan

본 연구의 목적은 일본 큐슈(九州) 지방과 오키나와(沖繩) 본도 사이에 위치하는 아마미오시마(奄美大島)의 나제시(名瀨市) 고미나토(小凑)마을을 대상으로 하여, 지역사회의 활성화에 대한 방향과 그와 연관되는 몇 가지 문제점을 논의하는 데 있다. 연구의 목적을 달성하기 위해 나제 시청, 나제시립 아마미 박물관, 가고시마 현립(鹿兒島縣 縣立) 도서관(아마미 분관) 및 가고시마현 오시마 지청(大島支廳) 등 관련기관을 방문하여 인터뷰와 함께 자료를 입수하는 한편, 고미나토 마을의 여러 주민들과도 적극적으로 청취조사를 실행하였다. 현지에서 압수한 주요 자료들은 크게 고미나토 마을의 지역성을 파악하기 위한 자료, 마을의 활성화를 위한 기본적인 요소인 지역자원(인문자원. 자연자원, 마을 행사) 관련자료, 그리고 지역자원을 효율 적으로 이용하는데 필요한 인적자원 관련자료들로 구분된다. 특히,인적자원의 성격과 지역사회의 활성화는 상당히 밀접한 상관관계가 있을 것으로 예상하여, 가능한 한 청 • 장년층의 의견을 많이 수렴하려고 노력하였다. 이러한 배경에서, 고미나토 마을의 스포츠 동우회(고미나토 화이터즈: 소프트볼 팀) 회원들의 속성을 구체적인 사례로 하여 논의를 진행하였다. This paper suggests how Kominato village in Amami Island, Japan, can be revitalized with its resources. A serious problem for community revitalization in this village is the lack of active members with recent out migration of young people. Major community activities such as a boat race need to be reorganized. The most important thing for community revitalization, however, is the consciousness of villagers. They must have self-pride and self-esteem for their traditional culture and abundant nature. They also need to be on friendly relation with civil authorities that may provide them with any support for community revitalization

Touristic Development in Irabu-cho, Okinawa

본 연구의 개요는 비교문화연구소 창설 10주년 및 제11회 학술심포지엄(2000년 11월 13일, 장소: 한국민속촌)에서 발표.21C의 시작과 더불어 도래한 정보화 사회는 가능한 한 여러 가지 수단과 방법을 동원하여 자신들이 거주하는 지역의 존재를 알리고, 동시에 다른 지역의 존재를 인식하는 데 필요한 기본적인 네트워크 체제의 중요성을 인식하게 되었다. 이러한 배경을 전제로 할 때, 보편적으로 정보화의 흐름에 뒤늦게 편승하는 도서지역은 한층 더 자신들의 존재와 위치를 확고히 하려는 노력이 배가되어야 하지만, 이에 따른 필요성을 서로 인정하고 상호교류를 위한 단계적인 활동이 이루어진다면 그 속도는 더욱 빨라질 수도 있다. 본 연구는 이러한 취지를 바탕으로 도서지역(제주도 오키나와)간의 네트워크 체제를 공고히 하기 위한 하나의 방편으로서, 일본 내 도서지역의 특성과 현 실태의 분석을 주된 목적으로 삼았다. 특히, 도서지역의 경제활동 중 관광현상에 초점을 맞추고 도서 관광지의 성격과 특성, 최근의 관광객의 입도 상황을 바탕으로 관광지화를 모색하는 도서지역의 실태와 발전 가능성, 그에 따른 지역변화를 집중 분석한다. 연구대상지역인 이라부초에서는 최근 섬 지역의 발전을 위해 구체적인 계획하에 관광지 조성사업을 벌이고 있으며, 아울러 섬 주민들의 보다 나은 보건복지와 경제적인 기반구축을 위해 인근 미야코 섬과 가교건설을 추진하고 있는 상황이다. There are lots of touristic resources in Irabu-cho, Okinawa, including landscape, history, culture, and industry. Only the several resources such as beaches, a pond, an observatory, and Simoji airport, however, play a role of the touristic attraction at present. Since advertising and publicity are very weak, few tourists visit Irabu-cho, namely, Irabu Islet.
