Conservation characteristics of old housing in historic urban cores: a case study of the Ok-in 1 redevelopment project in Seoul

Όλ¬Έ (λ°μ¬)-- μμΈλνκ΅ λνμ : 곡과λν νλκ³Όμ λμμ€κ³νμ 곡, 2019. 2. κΉμΈν.The Seoul Metropolitan Government recently set the internal area of ββHanyang City Wall as the historical and cultural center, and resigned the Sa-jik 2, Ok-in1, and Chung-sin1 areas, which were being promoted in the residential redevelopment district, for the preservation of historical and cultural values. Particularly, since the resignation Sa-jik2 and the Ok-in1 areas were stopped after the project was approved, the time and economic costs have already been applied. Therefore, it was forced to follow the rebellion, conflict and economic loss of the people in charge of business associates and residents. This study started from the question of why it was promoted as a general redevelopment project if these areas were historically environmentally important enough to stop the business until the loss and the risk. And now I would like to elucidate the reason why this place is now attracting new historical value. In other words, the purpose of this study was to find out what caused strong conservation to stop the development project that was about to be demolished.
The research was largely divided into the following two processes. First, it is to interpret the complex causes that cause strong preservation enough to stop the redevelopment project of Ok-in1 District housing through the process. For this, the process of the project, the relationship with the behaviors by the subject appearing in it, and the context in which the business is transformed were reviewed. Second, the characteristics of conservation management appearing in Ok-in1 area as the old dwelling place in the historical center were derived based on the causes and characteristics revealed earlier. This is interpreted in terms of what characteristics of Ok-in 1 Zone have made the redevelopment project and conservation management confusing.
The main process characteristics that attracted the housing redevelopment project of Ok-in1 area to be converted into conservation management project were as follows.
First, the most powerful and immediate background for stopping the Ok-in1 redevelopment project and shifting to conservation management was the policy change and willingness to follow the change in political topography. The time when the value perception and attitude change of Ok-in1 area suddenly changed was confirmed to be consistent with the transition of mayor due to the election. The change of political terrain led to a new policy frame in the consciousness of the existing policy, and led to a strong will to do so. At the time, the newly elected mayor had a strong awareness of the problem, such as poor business performance due to the overhaul of Newtown district, the problem of dwelling diversity, and the sense of crisis about the extinction of the historic environment .
Second, the changed policies acted as an external basis for resetting and enforcing Ok-in1 area for conservation management. The policy change for resolving the problem of redevelopment was implemented through the 'Newtown Exit Strategy', and the conservation management transition of Ok-in1 area was also accompanied by the flow of Newtown exit strategy. At the same time, the recognition of the historical value of the Seoul city core has become a policy application category in which Ok-in 1 area is reset as a conservation management through the promotion of Hanyang City Wall registration as a World Heritage Site and Seoul Plan. In particular, in order to register Hanyang City Wall as a World Heritage site, it was necessary to prepare the criteria and conditions in accordance with the official schedule set by UNESCO, and the special status of World Heritage was the driving force for policy. Ok-in1 area was linked directly or indirectly with the promotion of Hanyang City's World Heritage inscription, and as a result, it will be identified as a directly related area as a result of the urban management plan to be created later.
Third, a group of residents supported the conservation of Ok-in1 district due to the difference of economic interests. The reasons for the pursuit of the economic interests of the inhabitants are largely attributed to two events. First, the construction market deteriorated and the real estate market stagnated due to the global financial crisis in 2008. Second, as the value of the individual assets of Bukchon and Seochon, which are adjacent to Ok-in1 area, surged, the residents of large road parcels became negative about the redevelopment project. As a result of the small-scale parcel residents and the residents of the roads and large-scale parcels being separated according to the type of asset ownership, the people who are favorable to conservation management became involved with the neighboring NGOs claiming preservation. Residents supporting conservation and management actively formed opposition to development projects and played a role in strengthening civic groups and conservation movements in the city of Seoul.
Fourth, there was a limit to the historical environment interpretation and management method of the redevelopment project. The reason for the conversion of Ok-in1 area to conservation management was based on various considerations such as Ok-in topography and village trail, diverse cultural and heritage sites around the area, and the characteristics and value of the area.
However, in the course of the redevelopment project, there was no device that could consider the characteristics of the Ok-in1 area. There was no standard or management basis that could be considered as a historical environment for areas that meet the hanok rate above a certain standard or that were not designated as a legal area for cultural properties. Especially, the area of ββOk-in 1 was actively interpreted and tried to incorporate historical characteristics into the plan unlike other regions, but there was no procedure to review and converge positively. Therefore, as the project is promoted, it can be seen that it is gradually changed into a proposal based on smooth business promotion and economic benefits.
The characteristics of conservation management appearing in Ok-in1 area as the old dwelling residence of the city can be summarized as follows. First, Ok-in 1 was a region that could be influenced by changes in political topography. Within the political topography, depending on how the decision maker accepts the value of the region, a completely different policy and business has been developed into an area that must be preserved from the urgent need of development. Second, it was a place where conservation and development were required at the same time according to the interests of residents. Based on changes in the interests of economic value creation rather than recognition of the historical background and the conservation value of the resources of the region itself, the support forces of conservation and development were divided, resulting in a sharp confrontation between the inhabitants' internal conflicts. Third, the same management standards as other redevelopment project areas were applied regardless of the living culture resources or the surrounding environmental context that originated from the historical characteristics of the area.
Taking all these characteristics into account, Ok-in1 area is a vague redevelopment target not defined as a historical environment. It was also an area where there was no interpretation and management standard and system of management as an expanded historical environment. Thus, it can be seen that the two sides of conservation and development were able to move according to the change of the Seoul mayor who is the decision maker of the inhabitants' interests.

Surveys show 90% of them wish to continue to participate in higher education after graduating high school. Yet, their poor performance at school and insufficient basic knowledge seems to linger and thus they drop out twice or more than the counterparts, rendering universities in Korea reduce their enrollment quota for North Korean defector students.
This study focuses on the factors related with their decision to have higher education, aiming to interpret its significance in their career guidance and find a viable solution to lower their drop-out rates. For this, students, who studied at high schools that consist mostly of South Korean, were interviewed and examined in relation with individual, family, school, society and system factor.
Results are as follows.
First, the self-efficacy increased through experience of overcoming difficulties in their school life and entered university to accomplish their goals and dreams. Their conviction and motivation on why tertiary education is needed for their life was, however, not so sufficient. Second, emotional support from family ranked the first factor in determining their career path. Third, they could have confidence, adjusting rapidly to Korean society going through establishing peer relationship in their school life. It was found out that confessing that they were from North Korea played a positive role and they relied much on their school teachers' concerns and help since they have nobody else to get useful information for their career from. Forth, entrance policy of university, such as providing a special enrollment program for North Korean defector students or scholarship affected largely on the decision of whether to enter university or not. Their main drive to have higher education was proved to get an opportunity to achieve a certain level of social status in Korean society.
What those results suggest to career guidance for North Korean defector are as follows. North Korean defectors who studied at general high schools are reported to have confidence for life in Korea, resulted from experiencing a variety of peer relationship. On the other hand, the general schools fail to provide less financial supports from government than alternative educations, although they need a specially designed program with a unique approach specified for them. Also, there should be education program for parents, teaching them how to do career guidance for their children and to have sound perspective on job value, since family support and counseling is crucial. Re-education program for teachers is necessary as well in order to provide students with proper information such as government support programs, fully understanding their situation. Lastly, it is required to review the present system, from special enroll program for North Korean defectors to give scholarship to them, is helpful for them in a true meaning. This study casts doubts on providing such an unconditional support could cause careless decision to have higher education without any sincere consideration on their real talents, leading to failure in finding out the right path for those students.
