Conservation characteristics of old housing in historic urban cores: a case study of the Ok-in 1 redevelopment project in Seoul

학위논문 (박사)-- 서울대학교 대학원 : 공과대학 협동과정 도시설계학전공, 2019. 2. 김세훈.The Seoul Metropolitan Government recently set the internal area of ​​Hanyang City Wall as the historical and cultural center, and resigned the Sa-jik 2, Ok-in1, and Chung-sin1 areas, which were being promoted in the residential redevelopment district, for the preservation of historical and cultural values. Particularly, since the resignation Sa-jik2 and the Ok-in1 areas were stopped after the project was approved, the time and economic costs have already been applied. Therefore, it was forced to follow the rebellion, conflict and economic loss of the people in charge of business associates and residents. This study started from the question of why it was promoted as a general redevelopment project if these areas were historically environmentally important enough to stop the business until the loss and the risk. And now I would like to elucidate the reason why this place is now attracting new historical value. In other words, the purpose of this study was to find out what caused strong conservation to stop the development project that was about to be demolished. The research was largely divided into the following two processes. First, it is to interpret the complex causes that cause strong preservation enough to stop the redevelopment project of Ok-in1 District housing through the process. For this, the process of the project, the relationship with the behaviors by the subject appearing in it, and the context in which the business is transformed were reviewed. Second, the characteristics of conservation management appearing in Ok-in1 area as the old dwelling place in the historical center were derived based on the causes and characteristics revealed earlier. This is interpreted in terms of what characteristics of Ok-in 1 Zone have made the redevelopment project and conservation management confusing. The main process characteristics that attracted the housing redevelopment project of Ok-in1 area to be converted into conservation management project were as follows. First, the most powerful and immediate background for stopping the Ok-in1 redevelopment project and shifting to conservation management was the policy change and willingness to follow the change in political topography. The time when the value perception and attitude change of Ok-in1 area suddenly changed was confirmed to be consistent with the transition of mayor due to the election. The change of political terrain led to a new policy frame in the consciousness of the existing policy, and led to a strong will to do so. At the time, the newly elected mayor had a strong awareness of the problem, such as poor business performance due to the overhaul of Newtown district, the problem of dwelling diversity, and the sense of crisis about the extinction of the historic environment . Second, the changed policies acted as an external basis for resetting and enforcing Ok-in1 area for conservation management. The policy change for resolving the problem of redevelopment was implemented through the 'Newtown Exit Strategy', and the conservation management transition of Ok-in1 area was also accompanied by the flow of Newtown exit strategy. At the same time, the recognition of the historical value of the Seoul city core has become a policy application category in which Ok-in 1 area is reset as a conservation management through the promotion of Hanyang City Wall registration as a World Heritage Site and Seoul Plan. In particular, in order to register Hanyang City Wall as a World Heritage site, it was necessary to prepare the criteria and conditions in accordance with the official schedule set by UNESCO, and the special status of World Heritage was the driving force for policy. Ok-in1 area was linked directly or indirectly with the promotion of Hanyang City's World Heritage inscription, and as a result, it will be identified as a directly related area as a result of the urban management plan to be created later. Third, a group of residents supported the conservation of Ok-in1 district due to the difference of economic interests. The reasons for the pursuit of the economic interests of the inhabitants are largely attributed to two events. First, the construction market deteriorated and the real estate market stagnated due to the global financial crisis in 2008. Second, as the value of the individual assets of Bukchon and Seochon, which are adjacent to Ok-in1 area, surged, the residents of large road parcels became negative about the redevelopment project. As a result of the small-scale parcel residents and the residents of the roads and large-scale parcels being separated according to the type of asset ownership, the people who are favorable to conservation management became involved with the neighboring NGOs claiming preservation. Residents supporting conservation and management actively formed opposition to development projects and played a role in strengthening civic groups and conservation movements in the city of Seoul. Fourth, there was a limit to the historical environment interpretation and management method of the redevelopment project. The reason for the conversion of Ok-in1 area to conservation management was based on various considerations such as Ok-in topography and village trail, diverse cultural and heritage sites around the area, and the characteristics and value of the area. However, in the course of the redevelopment project, there was no device that could consider the characteristics of the Ok-in1 area. There was no standard or management basis that could be considered as a historical environment for areas that meet the hanok rate above a certain standard or that were not designated as a legal area for cultural properties. Especially, the area of ​​Ok-in 1 was actively interpreted and tried to incorporate historical characteristics into the plan unlike other regions, but there was no procedure to review and converge positively. Therefore, as the project is promoted, it can be seen that it is gradually changed into a proposal based on smooth business promotion and economic benefits. The characteristics of conservation management appearing in Ok-in1 area as the old dwelling residence of the city can be summarized as follows. First, Ok-in 1 was a region that could be influenced by changes in political topography. Within the political topography, depending on how the decision maker accepts the value of the region, a completely different policy and business has been developed into an area that must be preserved from the urgent need of development. Second, it was a place where conservation and development were required at the same time according to the interests of residents. Based on changes in the interests of economic value creation rather than recognition of the historical background and the conservation value of the resources of the region itself, the support forces of conservation and development were divided, resulting in a sharp confrontation between the inhabitants' internal conflicts. Third, the same management standards as other redevelopment project areas were applied regardless of the living culture resources or the surrounding environmental context that originated from the historical characteristics of the area. Taking all these characteristics into account, Ok-in1 area is a vague redevelopment target not defined as a historical environment. It was also an area where there was no interpretation and management standard and system of management as an expanded historical environment. Thus, it can be seen that the two sides of conservation and development were able to move according to the change of the Seoul mayor who is the decision maker of the inhabitants' interests. Although it is not a direct object of preservation management as cultural heritage as Okin 1 Zone, it does not understand how to relate the historical status of the area to the surrounding cultural resources, the cognitive context and characteristics of the urban center, and the historical symbolism that is not visible It is the time when academic and policy debate on whether or not to manage it should be specifically needed.서울시는 최근 한양도성 내부지역을 역사문화중심으로 설정하고, 그 안에서 추진되고 있던 주거환경 정비사업구역인 사직2, 옥인1, 충신1지구를 역사문화가치의 보존을 이유로 직권해제 하였다. 특히 사직2구역과 옥인1구역은 사업시행승인까지 받은 후 관리처분인가를 준비하던 과정에서 중단된 것으로, 이미 시간과 경제적 비용이 상당부분 투여되었기에 사업추진 관계자 및 주민의 반발과 갈등, 경제적 손실이 뒤따를 수밖에 없었다. 본 연구는 손실과 위험을 감수하면서까지 사업을 중단할 정도로 이들 지역이 역사환경적으로 중요한 곳이라면, 왜 정비사업을 추진하던 과정에서는 이러한 측면이 부각되지 않은 채 일반적인 재개발사업으로 추진된 것인가에 대한 의문에서 출발하였다. 그리고 지금 이곳이 새롭게 역사적 가치를 주목받게 된 이유는 무엇인가를 밝히고자 하였다. 즉, 무엇이 철거를 앞둔 개발사업을 중단시켜야만 할 정도로 강력한 보존을 야기한 것인가의 답을 구하는 것을 본 연구의 목적으로 삼았다. 이를 위해 연구는 크게 다음의 두 가지 과정으로 진행되었다. 첫째, 옥인1구역 주택재개발사업의 추진을 중단시킬 정도로 강력한 보존이 나타나게 된 복합적인 유인을 사업의 과정을 통해 이해하는 것이다. 이를 위하여 사업의 추진과정과 그 안에서 나타나는 주체별 행위와 상관관계, 사업이 전환되게 되는 맥락을 고찰하였다. 둘째, 옥인1구역이라는 역사도심 노후주거지에서 나타나는 보존관리 특성을 앞서 진행된 옥인1구역의 보존관리 전환을 유인한 구조적 특성에 기반하여 도출하였다. 옥인1구역의 어떠한 특성이 정비사업과 보존관리를 혼재하게 만든 것인가의 관점 해석이 된다. 옥인1구역 주택재개발사업이 보존관리 사업으로 전환되도록 유인한 주된 과정적 특성은 다음과 같이 나타났다. 첫째, 옥인1구역 주택재개발사업을 중단시키고 보존관리로 전환하게 된 가장 강력하고 직접적인 배경은 정치적 지형변화에 따른 정책적 변화와 추진의지였다. 사업의 전개과정에서 옥인1구역에 대한 가치인식과 태도가 급변하게 되는 시기는 서울시 보궐선거로 인해 정비사업의 최종 결정권자인 시장이 변경되는 시기와 일치하는 것을 확인할 수 있었다. 정치지형의 변화는 기존에 추진되던 정책에 대한 문제의식에서 새로운 정책적 프레임을 야기하였고, 그에 대한 강한 추진의지로 이어졌다. 당시 새로 신임된 시장측이 지니던 강한 문제의식에는 정비사업 및 뉴타운 사업지구 과다지정으로 인해 표출된 사업부진 문제, 주거다양성 저하 문제, 지나친 토건 위주사업으로 인한 역사환경 소멸에 대한 위기의식 등이 포함돼 있었다. 둘째, 변화된 관련 정책들은 옥인1구역을 보존관리 대상으로 재설정하고 강제하는 외연적 근거로 작용하였다. 대표적으로 주거환경 정비사업에 대한 문제의식과 해결을 위한 정책적 전환의지는 뉴타운출구전략을 통해 실행되었고, 옥인1구역의 보존관리 전환은 뉴타운출구전략과 흐름을 함께하였다. 동시에 서울 도심부에 대한 역사적 가치인식은 한양도성의 세계유산등재 추진, 역사문화중심으로의 보존관리 계획 등을 통해 옥인1구역이 보존관리 주거로 재설정되는 정책적 적용범주가 되었다. 특히 한양도성 세계유산 등재추진은 유네스코(UNESCO)라는 국제기구에 의해 설정된 공식 일정에 맞춰 기준 및 조건들이 갖춰져야 했고, 세계유산이라는 지위가 갖는 명예로 인해 정책을 강제하는 동력으로 작용할 수 있었다. 옥인1구역은 한양도성의 세계유산 등재추진과 직간접적으로 결부되었으며, 훗날 작성되는 도심부관리 계획을 통해 결과적으로는 직접적인 관련 지역으로 확인되어 나타나게 된다. 셋째, 경제적 이해관계의 차이로 옥인1구역의 보존관리를 지지하는 주민그룹이 등장하였다. 내부 주민들의 경제적 이해관계에 따라 추구하는 바가 달라지는 계기는 크게 두 가지 사건에 기인하였다. 첫째, 2008년 글로벌 금융위기 발생으로 인한 건설경기 악화 및 부동산시장 침체이고, 둘째, 그럼에도 불구하고 옥인1구역과 인접한 지역인 북촌과 서촌지역 일대의 개별자산가치가 급등하게 됨에 따라 가로변 대형필지 소유 주민들을 중심으로 재개발사업에 대한 회의적 목소리가 높아졌다. 내부 소형필지 주민들과 가로변 대형필지 주민들이 자산소유 형태에 따라 재개발사업에 대한 입장이 갈리면서, 보존관리에 우호적인 주민들은 서울시와 보존을 주장하는 인근 시민단체들에 동조하게 되었다. 내부 주민의 보존관리에 대한 동조는 적극적으로 개발사업의 반대 여론을 형성하고, 외부의 보존운동 시민단체와 서울시의 보존관리 움직임에 대해 힘을 싣는 역할을 하게 되었다. 넷째, 정비사업 추진과정의 역사환경 해석 및 관리방식에 한계가 존재했다. 옥인1구역이 보존관리 대상으로 전환되는 배경에는 옥인1구역 내부 한옥 자체의 가치보다 옥인동 지형과 마을흔적, 주변의 다양한 생활문화유산, 지역의 입지적 특성 및 가치 등과 같이 다양한 고려에 입각한 것이었다. 그러나 정비사업이 추진되던 과정에서 이러한 옥인1구역의 특성이 고려될 수 있는 장치가 부재했다. 일정기준 이상의 한옥군집율을 충족시키거나 문화재 관련 법정구역으로 지정되지 않은 지역에 대해서는 역사환경으로서 검토될 수 있는 기준이나 관리의 근거가 없었다. 특히 옥인1구역은 지역 내 역사적 특성을 정비계획 수립과정에서 고려하고자 적극적으로 해석하고 반영하는 계획적 시도가 다른 유사지역과 차별화되어 나타나곤 했으나, 이를 긍정적으로 검토하고 수용할 수 있는 절차적 도구가 부재했기에, 재개발사업의 수월한 추진과 사업성에 기반한 계획안으로 점차 변화됨을 볼 수 있었다. 옥인1구역이 보존관리로 전환되는 과정적 유인을 통해 알 수 있는 역사도심 노후주거지로서 옥인1구역에 나타난 보존관리 특성은 다음과 같이 요약될 수 있다. 첫째, 옥인1구역은 정치적 지형변화에 따라 좌우될 수 있는 지역으로, 정책결정권자가 어떻게 지역의 가치를 받아들이느냐에 따라 개발이 시급한 지역으로부터 반드시 보존해야 하는 지역으로 정책적 기조가 전환되어 전혀 다른 정책 및 사업이 전개되었다. 둘째, 자산의 소유형태 및 주민 간 이해관계에 따라 보존과 개발을 동시에 요구받는 지역이었다. 지역 자체에 대한 역사적 배경과 자원에 대한 보존가치에 대한 인식 보다는 경제적 가치창출의 이해관계 변화에 기반하여, 보존과 개발의 지지세력이 나눠졌다. 셋째, 역사환경적 특성이 고려되지 않는 정비사업 관리대상으로, 지역이 지니는 역사성에서 비롯되는 생활문화자원이나 주변환경적 맥락과 상관없이 여타 다른 정비사업지구와 동일한 관리기준과 절차적 적용을 받았다. 이들 특성을 종합해 보면, 옥인1구역은 역사환경으로서 보존관리하기 애매한 정의되지 않은 정비사업 관리대상으로, 확대되어 나타나는 보존관리 대상으로서 가치에 대한 해석과 관리기준, 체계 등이 부재한 지역이었다. 따라서 내부 주민의 이해관계 및 정책 결정권자인 서울시장의 변화에 따라 보존과 개발의 양극단을 오가게 되었다는 것을 알 수 있다. 옥인1구역과 같이 문화유산으로서 직접적인 보존관리 대상은 아닐지라도, 지역의 역사적 위상과 주변 생활문화자원과의 관계, 도심부라는 입지적 맥락과 특성, 눈으로 보여지지 않지만 존재하는 역사적 상징성 등과 같이 역사적 장소와 경관적 가치를 어떻게 해석하고 관리할 것인가에 대한 학술적 정책적 논의가 구체적으로 필요한 시점이다.1. 서 론 1.1 연구의 배경 학위논문 (석사)-- 서울대학교 환경대학원 : 환경계획학과, 2013. 2. 윤순진.비(非)선호시설(LULU : Locally Unwanted Land Uses)을 둘러싼 환경 분쟁은 지역마다 끊임없이 발생하고 있다. 기존에는 비선호시설 입지 반대 운동을 지역의 이기적인 반발로 치부하거나, 반대 주민들 역시 보상금 등 경제적 이해관계에 국한해 반대의 정당성을 찾는 경향이 강했다. 그러나 비선호시설 설치를 둘러싼 갈등을 근본적으로 해결하기 위해서는 환경 위험과 편익의 평등한 분배라는 측면에서 환경 정의 관점으로도 접근할 필요가 있다. 송전선로 건설 반대 운동 역시 수도권과 지역의 에너지 배분과 위험 부담에 내재한 불평등을 해결하고 근본적인 에너지 정책 개선을 위한 환경정의운동으로 볼 수 있다. 따라서 비선호시설 입지 반대를 환경 정의 차원으로 공론의 장을 넓힐 필요가 있으며, 여기에는 언론의 역할이 매우 중요하다. 이러한 문제 인식을 바탕으로 이 연구는 지역에서 비선호시설 입지를 둘러싸고 발생하는 환경 갈등에 대해 언론이 어떠한 시각에서 보도하는지 살펴보고자 했다. 또한 이러한 언론 보도가 환경 정의 관점에서 바람직한지 검토해보고자 했다. 이를 위해 이 연구는 밀양 송전선로 건설 갈등 사례를 대상으로 이 사건을 다룬 언론 보도를 분석하였다. 먼저 언론 보도의 양적 분석과 프레임 분석을 통해 중앙과 지역 신문 보도에 사용된 지배적인 프레임은 무엇이며, 환경 정의 관점에서 언론이 올바른 공론장을 형성하고 있는지 고찰하였다. 또한 송전선로 건설 반대 운동을 하는 주민들을 대상으로 심층 면접을 실시하였다. 이를 통해 주민들의 인식에는 환경 정의 관점이 있는지 살펴보고, 이러한 주민 인식과 언론보도가 어떻게 다른지 비교해봤다. 분석 결과 첫째, 밀양 송전선로 건설 갈등에 대해 중앙 신문은 정치적 성향에 따라 다소의 차이가 있었지만 대체적으로 지역 신문보다 이 문제에 대해 주목하지 않았고, 한 지역의 사안으로 축소하는 경향을 보였다. 둘째, 밀양 송전선로 건설 갈등에 대한 언론 보도는 지역별, 정치 성향별 차이를 나타냈다. 지역 언론은 중앙 언론보다 밀양 송전선로 건설 갈등 문제를 많이 다루기는 했지만, 단순 정보 전달에 치중하는 경향을 보였다. 반면 진보 성향의 중앙 신문은 이 문제에 대해 상대적으로 주장이나 입장을 명확하게 나타냈고, 좀 더 심층적이고 총체적으로 접근하는 경향을 보였다. 또한 지역 신문은 갈등 원인을 한전의 일방적인 공사 진행의 부적절성에 초점을 맞춘 데 비해 진보 성향의 중앙 신문은 불평등한 전력 체제에 초점을 맞췄다. 갈등 해법에 있어서도 지역 신문은 한전과 지역 주민의 민주적인 합의를, 진보 성향의 중앙 신문은 에너지 전환의 필요성을 강조하였다. 갈등을 다룸에 있어 보수 성향의 중앙 신문과 지역 신문은 폭력과 대립 등 부정적인 측면에 초점을 맞추는 반면, 진보 성향의 중앙 신문은 정서적인 측면을 강조하거나 상대적으로 심층적이고 다각적인 접근을 통해 갈등을 다루는 경향을 보였다. 셋째, 밀양 송전선로 건설 갈등을 반대하는 주민들의 인식에서 불평등한 전력 구조에 대한 비판 의식 등 환경 정의 관점을 엿볼 수 있었다. 그리고 언론 보도에 대한 문제점으로 주민들은 중앙 언론의 무관심을 가장 많이 꼽았고, 대립 상황만 전달하는 피상적인 보도와 한전에 편향적인 보도에 대해서도 불만을 드러냈다. 이러한 연구 결과를 통해 도출한 시사점은 첫째, 환경 정의 관점에서 송전선로 건설 갈등은 국가 에너지 정책 문제와 연관되어 있기 때문에 언론이 이 사건을 지역 의제로 축소시키지 말고 전국적으로 공론화 하는 데 기여해야 한다. 둘째, 지역 언론이 환경 갈등을 전달하는 방식에 있어 보다 심층적·총체적인 접근이 요구된다. 지역 신문은 송전선로 건설 갈등이 내포한 환경 불의 측면을 주목하고 심층적인 분석과 해설을 통해 시민들을 올바른 공론의 장에 참여시키는 적극적인 행위자로 역할 변화를 모색할 필요가 있다. 깊이 있고 다각적인 언론 보도를 위해서는 지역 언론의 열악한 취재 환경을 개선하는 것도 뒷받침되어야 한다. 셋째, 언론에서 취재원을 인용할 때 환경 갈등을 둘러싼 다양한 이해 당사자뿐만 아니라 전문가의 의견도 소개함으로써 기사의 객관성과 전문성을 강화하는 노력도 필요하다. 마지막으로 지역 주민들의 반대 운동에 내재되어 있는 환경 정의 관점이 논의의 장에서 축소되거나 배제되지 않도록 폭 넓고 깊이 있는 언론 보도가 요구된다. A study on factors affecting decision to enroll in higher education of North Korean refugee adolescents

학위논문 (석사)-- 서울대학교 대학원 : 윤리교육과, 2017. 2. 박성춘.국문초록 통일부(2016.12)의 발표에 따르면 한국에 입국한 탈북자의 수가 3만 명을 넘어섰다. 이에 따라 탈북청소년의 숫자도 전체 숫자의 15%가 넘는 비율을 차지하는 것으로 나타났다. 2000년대 이후로 매년 급속도로 증가하던 탈북자는 최근 들어 김정은 정권의 영향으로 증가의 폭이 감소했지만, 가족 단위의 입국이 늘어나는 경향을 보이고 있다. 이는 탈북의 계기가 더 이상 북한에서의 궁핍한 생활 때문이 아니라, 자녀들에게 질 좋은 교육과 더 나은 삶을 얻게 해주고자 하는 부모들에 의해 일어난다는 것을 보여주고 있다. 최근 영국주재 외교관을 비롯한 북한 고위층의 가족단위 입국 소식은 그러한 사실을 반증해준다. 이에 따라, 한국에 입국한 탈북청소년은 80%이상이 고등학교 졸업 이후에 대학진학을 꿈꾸고 있다. 그럼에도 불구하고 현실은 탈북청소년의 학업 부적응 문제가 꾸준히 대두되어 연구와 정책에 지속적인 관심사가 되어 왔다. 덕분에 다양한 노력으로 인해 탈북학생의 학업중단율이 2008년 10.8%에서 2015년 2.2%로 현저히 줄어들긴 했지만, 여전히 일반학생보다 높은 편이며, 특히 대학생은 중도탈락자가 일반학생의 2배가 넘어 각 대학에서는 탈북학생의 입학 정원을 줄이는 현상까지 발생했다. 이러한 상황은 그들의 진로와 취업의 문제에서도 한국 사회에 안정적으로 정착하는 것이 어려울 것이라는 우려를 낳고 있다. 본 연구는 탈북청소년 중에서도 특히, 남한학생이 대다수인 일반학교를 졸업한 탈북학생을 연구대상자로 하였다. 그들이 대학입학을 결정할 때, 어떤 과정에 의해 진로를 탐색하고 대학 진학을 결정하는 지 살펴보려고 하였다. 즉, 탈북청소년들의 진로 선택에서 어떤 요인에 의해 어떻게 영향을 받는지 분석하는 것이 연구의 목적이었다. 또한, 대안학교가 아닌 일반학교는 남북한 출신의 학생들이 통합된 교실 환경이므로, 이곳에서 경험한 탈북청소년의 사회적응과 진로선택에 두드러지는 특징이 있는지를 살펴보고 싶었다. 이를 통해, 탈북청소년들이 남한 사람과 잘 협력하고 자신의 재능을 마음껏 펼칠 수 있도록 진로 지원이 이루어지려면, 어떻게 교육 환경과 제도가 보완되어야할 지를 모색하는 것이 이 연구의 최종 목적이었다. 이를 위해서, 6명의 탈북대학생을 2개월에 걸쳐 1:1로 인터뷰하였다. 그들의 진로탐색 과정과 대학진학결정 과정에 관한 이야기를 듣고 녹음 파일을 전사하여 반복적으로 읽으면서 사례연구 방법으로 분석하였다. 본 연구의 연구문제는 다음과 같다. 첫째, 탈북청소년이 대학 진학을 결정하는 이유는 무엇인가? 둘째, 탈북청소년의 진로 결정 과정에 가정은 어떤 영향을 주는가? 셋째, 탈북청소년의 진로 결정 과정에 학교는 어떤 영향을 주는가? 넷째, 탈북청소년의 진로 결정 과정에 사회는 어떤 영향을 주는가? 다섯째, 탈북청소년의 진로 결정 요인이 주는 교육적 함의는 무엇인가? 이에 대한 연구 발견은 다음과 같이 요약된다. 첫째, 탈북청소년이 대학진학을 하는 개인적 차원의 요인은 자신의 적성 분야에서 성공하고자 하는 목표가 있었기 때문이었다. 또한, 학교에서의 적응으로 인해 자기효능감이 증가하고 한국 사회에서 뒤처지지 않으려는 심리적 작용으로 대학진학을 결심한다. 그러나 현실적으로는 그들에게 대학진학이 반드시 필요한가에 대해 강한 내적 동기부여는 부족한 것으로 나타났다. 둘째, 탈북청소년의 북한(제3국)에서의 가정환경과 성장배경은 그들의 가치관과 세계관 형성에 큰 영향을 주었다. 또한 남한 생활에서 가족의 정서적 지지와 실질적인 정보 제공은 탈북청소년이 대학진학을 결정하는 데 큰 영향을 미쳤다. 셋째, 남한 친구들을 많이 사귈 수 있는 일반학교는 탈북청소년이 사회‧문화적으로 빠르게 적응할 수 있는 통로가 되었다. 학교생활로 인해 향후 대학생활 등에 대한 두려움은 줄어들었지만, 탈북학생 대상의 진로 지원 등의 혜택에서는 오히려 사각지대에 놓여있었다. 또한 담당 교사의 관심 정도가 탈북청소년의 진로‧진학에 큰 영향을 미쳤다. 넷째, 사회제도적으로는 탈북청소년에게 제공되는 대학입학 특별전형과 학비지원 제도가 대학진학을 결정하게 하는 요인이 되었다. 또한 남한 사회에서 사회적 지위를 획득하기 위한 수단으로서 대학입학을 결정하였다. 이러한 연구발견을 통해서 앞으로의 탈북청소년 진로 교육에 제시하고자 하는 시사점은 다음과 같다. 첫째, 탈북청소년들이 자신만의 적성을 찾고, 자신만의 목표에 맞는 진로를 찾아가도록 지도해야 한다. 한국 사회의 일반적인 기준을 적용해서 모두가 4년제 대학을 가도록 하는 것이 아니라, 각각의 수준에 맞는 학업 성적과 진로 방향을 찾아서 성취해나갈 수 있도록 지도해야 한다. 둘째, 탈북청소년들의 가정환경이 진로 결정에 큰 영향을 주므로 탈북자 부모들의 진로‧진학 교육이 필요하다. 한국의 교육제도를 잘 알고, 바른 직업관과 가치관을 갖고 자녀를 지도할 수 있도록 도와야 한다. 셋째, 탈북청소년들이 또래관계를 잘 형성하고 차별받지 않고 존중받을 수 있도록 다문화적인 역량을 갖춘 학교 환경이 조성되어야 한다. 또한, 탈북학생에 대한 이해와 열정이 학생의 진로‧진학에 큰 영향을 주므로 교사의 역량 개발 연수가 필수적이다. 넷째, 탈북청소년들의 실질적인 사회화가 가능하도록 물질적 지원뿐만이 아니라 다양한 사회적 역량을 기르는 진로 지원 제도가 필요하다. 무엇보다 모든 청소년에게 특례입학의 기회를 부여하고 학비를 제공하는 일괄적인 지원이 그들 자신의 현실적인 진로 선택을 오히려 방해할 수 있다. 따라서, 진로지원 제도도 개별적 잠재 능력을 개발할 수 있도록 차별화시킬 필요성이 대두된다. 이와 같이 탈북청소년의 개별적 특성과 배경을 고려한 진로 지원이 갖추어 지고, 그들을 존중하고 적극적으로 응원하는 사회 환경이 갖추어질 때에 진정으로 통일한국에 한 걸음 더 가까운 모습으로 나아할 수 있을 것이다.North Korean defectors in Korea has numbered over thirty thousand, among whom juveniles account for more than 15%. Surveys show 90% of them wish to continue to participate in higher education after graduating high school. Yet, their poor performance at school and insufficient basic knowledge seems to linger and thus they drop out twice or more than the counterparts, rendering universities in Korea reduce their enrollment quota for North Korean defector students. This study focuses on the factors related with their decision to have higher education, aiming to interpret its significance in their career guidance and find a viable solution to lower their drop-out rates. For this, students, who studied at high schools that consist mostly of South Korean, were interviewed and examined in relation with individual, family, school, society and system factor. Results are as follows. First, the self-efficacy increased through experience of overcoming difficulties in their school life and entered university to accomplish their goals and dreams. Their conviction and motivation on why tertiary education is needed for their life was, however, not so sufficient. Second, emotional support from family ranked the first factor in determining their career path. Third, they could have confidence, adjusting rapidly to Korean society going through establishing peer relationship in their school life. It was found out that confessing that they were from North Korea played a positive role and they relied much on their school teachers' concerns and help since they have nobody else to get useful information for their career from. Forth, entrance policy of university, such as providing a special enrollment program for North Korean defector students or scholarship affected largely on the decision of whether to enter university or not. Their main drive to have higher education was proved to get an opportunity to achieve a certain level of social status in Korean society. What those results suggest to career guidance for North Korean defector are as follows. North Korean defectors who studied at general high schools are reported to have confidence for life in Korea, resulted from experiencing a variety of peer relationship. On the other hand, the general schools fail to provide less financial supports from government than alternative educations, although they need a specially designed program with a unique approach specified for them. Also, there should be education program for parents, teaching them how to do career guidance for their children and to have sound perspective on job value, since family support and counseling is crucial. Re-education program for teachers is necessary as well in order to provide students with proper information such as government support programs, fully understanding their situation. Lastly, it is required to review the present system, from special enroll program for North Korean defectors to give scholarship to them, is helpful for them in a true meaning. The study on revitalization of the historic neighbourhood main street

본 연구에서는 1970년대부터 미국의 중심 근린상업가로를 중심으로 역사보존과 경제적 부흥을 기본 목적으로 두고, 지역주민의 참여에 의해 재생(revitalization)시키고자 시작된 '메인스트리트 프로그램'의 내용과 성공사례들을 살펴보고자 한다. 메인스트리트 사례분석을 통한 도시설계적 디자인 절차 및 요소들을 통해 서울에 적합한 구도심의 근린상업가로 활성화를 통한 도심재생 모델에의 시사점을 도출해 보고자 한다
